Introduction Central Hindu Military Education Society was founded in 1935 by Dr. B.S. Moonje, who was fired by a desire of Indianization of Armed Forces. Bhonsala Military College was established in the year 1986, with the objective of imparting preparatory military training to students along with their regular curriculum. It is a privately supported and partially residential coeducation institute. C.H.M.E. Society completed 80 years of successful journey towards the cause of education with special emphasis on Department of Defence and Strategic Studies, as an important contribution towards the vision and mission of Dr. B. S. Moonje. Today C.H.M.E. Society has a number of educational institutes under its aegis right from kindergarten to post graduation programs. The alumni of the institute have bought laurels to alma matter and have proved their mettle in such divers fields like the armed forces, civil services, education and entrepreneurship. Theme of the Conference India over again, has awaken up to realize the influence of oceans, more principally, the one in its backyard. India s strategic vision about oceanic theatre security was regrettably somewhat limited, sympathetic and even week kneed when it comes to any area beyond its shores. With the major global powers already having a naval presence in Indian Ocean region and our historical enemies increasing their footprints in well thought out strategic ambience, India cannot afford to remain moony eyewitness, as its dominance in Indian Ocean Politics is gradually and secretly being challenge. In the recent past the central government has initiated multilateralism in ocean politics by uniting together the maritime security and blue economy of India. As well said by American geostrategic thinker and historian Admiral A.T.Mahan, Wars arising from other causes have been greatly modified in their conduct and issues by the control of the sea, the seas of peninsular India and its contiguous zones become more significant than ever before to its security and it is essential to scrutinize the related maritime security dimensions and aspects of blue economy. Blue Economy is a comprehensive concept including Ocean Economy, environment, sustainability and also the best ways to provide basic human needs. Accordingly blue economy is becoming an important pillar of India s national development strategy.
The key to pursue India s strategic aspiration lies in developing determinative efficacy so that even while pursuing cooperative security provisions, India s supremacy as maritime power does not get diluted. The process of capacity building is complex and has many dimensions. However India needs strong and balanced doctrines for controlling economic facets surging through oceanic resources for marching towards major power status in the game of ocean politics. As the relationship between maritime security measures and facets of blue economy is quite complex, the conference on it would enable us in furthering and understanding the complexities involved. Thus it is essential to call the papers on related themes for a thought provoking and simultaneous exercise by presenting substantive research papers for further academic pursuits and projecting the needful dent in effective policy making of India.
