CALL TO ORDER Chairman Miller called the meeting to order at 5:42 p.m. Quorum present. 2. MOMENT OF SILENCE 4. PUBLIC COMMENT Commission Action: Information Items: Citizens may address the members of the McDowell Sonoran Preserve Commission during Public Comment. This Public Comment time is reserved for citizen comments regarding non-agendized items. However, Arizona State Law prohibits the McDowell Sonoran Preserve Commission from discussing or taking action on an item that is not on the prepared agenda. 5. APPROVAL OF MINUTES

(Chairman Miller noted that a motion and vote were not necessary.) 6. 2010 CENSUS PRESENTATION (Lisa Blyler) Commission Action: Information Item: City of Scottsdale s Strategic Programs Analyst, Lisa Blyler, will present an overview of the City s Census 2010 outreach efforts and the impact to the City Scottsdale. 7. PRESERVE TAX REVIEW (Lee Guillory) Commission Action: Information and Discussion: City of Scottsdale s Finance Manager, Lee Guillory, will present to the Commission information and financial summary on the status of the Preserve Tax. 8. UPDATE FROM MCDOWELL SONORAN CONSERVANCY (Ruthie Carll) Commission Action: Information Item: Conservancy wildlife activity update. 9. DESERT DISCOVERY CENTER CONSULTANT AND PROCESS UPDATE (Kroy Ekblaw, B.J. Heggli, John Sather) Commission Action: Information and Discussion: 10. Page 3 of 5 Motion by Carla to direct the Planning Committee to move forward with the five items as listed by the Planning Committee Chair, knowing that they may change in priority as conditions change. Second by Deke Joralmon Motion passed, 7-2 with Heggli and Gulick dissenting. Motion by Carla for the MSPC to accept the McDowell Sonoran Preserve Fire and Emergency Response Plan as outlined. Second by Rand Hubbell Motion by Deke Joralmon to approve the Commercial Permit System Policy dated March, 2010, and send to the City Council for approval, and to enact the commercial permit system thereafter. Motion by Howard Myers, Second by Linda Whitehead to accept the draft policy as is for naming features, and include it as part of the management plan. Fred Klein offered an amendment with a second by BJ Heggli, requesting outside group application screening. Motion fails, 2-5, with Chairman Miller abstaining from the vote. Motion by Carla to send back the draft of the naming recognition policy, and incorporate that not everything needs to be named, and not everything needs to be named after people, and to bring the updated draft to a future MSPC meeting for further review. Second by Deke Joralmon, Motion passed, 8-1 with Heggli dissenting. TRAIL CONNECTION BETWEEN SCOTTSDALE AND FOUNTAIN HILLS PRESERVES Commission Action: Information and Possible Actions: Follow-up discussion from Study Session regarding trail connections. Motion by BJ Heggli to direct city staff to research Segment B with trail options and complete comprehensive analysis with the Arizona Game and Fish Department and continue communication with the Fountain Hills Preservation Commission. Second by Fred Klein Motion passed unanimously, 8-0. (Commissioner Carla stepped out of room) 11. PRESERVE ACQUISITION STRATEGY REPORT (Kroy Ekblaw / Commissioners)

Motion by Howard Myers to accept the Quarterly Report to City Council as amended. Second by Melinda Gulick 14. The Commission cannot discuss or vote on items not on the agenda, including items brought up as Commission or public comments.
