Provenance Official records of George Bush s presidency and vice presidency are housed at the George Bush Presidential Library and administered by the National Archives and Records Administration (NARA) under the provisions of the Presidential Records Act (PRA). Scope and Content The materials in FOIA are a selective, not necessarily all inclusive, body of documents responsive to the topic of the FOIA. Researchers should consult the archivist about related materials. FOIA contains letters, memoranda, reports, and printed material related to George Bush and former President Richard M. Nixon. The collection includes mostly routine letters from President Nixon to Bush from 1981 to 1992. Letters provide insights into President Nixon s foreign policy 1
expertise especially concerning China. However, much of this information is closed for national security purposes. Other more routine materials document President Bush s friendship with President Nixon and include thank you letters and invitations. Staff office files document President Bush s attendance at the dedication of the Richard M. Nixon Library and Birthplace in Yorba Linda, California. Included are planning documents, diagrams, and thank you letters. A large portion of the collection consists of materials documenting the release of President Nixon s tapes and records by the National Archives. The materials consist of memoranda, letters, and National Archives finding aids. Other materials include motions and appeals regarding President Nixon s then ongoing litigation with the federal government concerning his Presidential papers. System of Arrangement Records that are responsive to this FOIA request were found in four collection areas Bush Presidential Records: WHORM Subject Files; Bush Presidential Records: Staff and Office Files; Bush Vice Presidential Records: Name Files; and Bush Vice Presidential Records: Staff and Office Files. As policy, WHORM Alphabetical Files and WHORM Subject Files are processed at the document level. Staff and Office Files are processed at the folder level, that is, individual documents are not selected and removed from a folder for processing. While this method maintains folder integrity, it frequently results in the incidental processing of documents that are not wholly responsive to the subject area. The WHORM Subject File compiled by the White House Office of Records Management is comprised of a series of documents assigned a letter/number combination and filed in a subject category. A complete listing of the subject categories including a detailed description of each category is available in our research room and on our website at http://bushlibrary.tamu.edu/research/find/whorm/whorm.html.
