Figure Skating Club University of Wisconsin Student Organization Constitution Article I Name The name of the organization shall be the Figure Skating Club University of Wisconsin Article II Objective, Aims, or Purpose It shall be the purpose of Figure Skating Club University of Wisconsin to represent the University in competitions sanctioned by USFS as well as practicing and improving skating ability while building valuable skills in teamwork, leadership, and camaraderie. Article III Membership and Eligibility Criteria Section A: Membership is open to any enrolled UW-Madison student who: 1. Must be a member of USFSA be enrolled in at least one UW-Madison course and be paying Recreational Sports 2. Must be in accordance with USFS rules and regulations 3. Must pay a yearly membership fee of $25 4. Must maintain a cumulative GPA of 2.5 Section B: Dues and collection procedures 1. The fiscal year of the organization, shall be from September to March. 2. The amount of annual dues shall be determined each year by the treasurer based on prospective financial costs of each team per season 3. Dues shall not exceed more than necessary for each team to function appropriately per year. Article IV Voting Section A: Each member in good standing may vote. Section B: Proxy voting is allowed by the following process: Via e-mail to the president(s) or designated chairperson in charge of elections Section C: All positions requiring more than one officer will be run twice Section D: Members of the synchronized skating teams will vote for their specific team s committees based on the ending season (Collegiate team members will only be allowed to vote for Collegiate committee members for the next season, Open Collegiate members will only be allowed to vote for Open Collegiate committee members for the next season, Intercollegiate team members will only be allowed to vote for committee members for the next season) Section E: Members may have multiple positions on multiple boards but not within the same board. Ex. Club Major/Minor Boards & Synchronized Skating board but not two positions within either board.
Article V Officers Section A: The FSC-UW shall have a major club executive board composed of Co- Presidents, Intercollegiate and Synchronized Skating Captains, and Treasurers. A minor club board composed of Recruitment, Media/Public Relations, and Competition chairs. Two team boards, representing Intercollegiate and Open Collegiate, will be composed of a Travel chair working jointly with their respective captains and treasurers. Section B: All officers must be members of FSC-UW Section C: The term of office shall be from Election transitions until elections are held for the next season Section D: Election of officers shall be held once each season after the last competition of the season. At least two weeks notice shall be given before the election meeting. Nominations shall be initiated from the floor and elections done by a ballot. The person receiving majority vote will be elected. Section E: All major club executive board officers must have at least one previous year of leadership experience with the FSC-UW Section F: All minor club board officers must have at least one previous year of experience with FSC-UW Section G: Skaters may not have more than one position on the major executive board but may have more than one position on multiple boards. Section H: Any officer may be removed from membership by a two-thirds vote of the Executive Board. Any officer removed may appeal to the general membership. Said officer shall be considered reinstated with two-thirds approval of the members. Section I: Any vacancy which may occur in an office shall be appointed by the president and/or designated chairperson pending ratification at the next group business meeting. Section J: Should a position not be filled at elections then the position may be elected in the fall at the beginning of the season. Article VI Organization and Structure of Officers and Committees Major Club Executive Board Section A: The Presidents (2) 1. The presidents shall be the chief executive officers representing the entire club 2. The presidents shall run club meetings 3. The presidents represent the club in CfLI and club sport functions 4. The presidents shall be in charge of maintaining current paperwork to necessary university organizations 5. The presidents will keep and have available current copies of the constitution and bylaws. 6. The presidents shall plan the end of the season formal for the entire club 7. The presidents will run elections for major and minor executive board 8. The presidents will run elections for the intercollegiate and synchronized skating team boards.
9. The presidents shall plan and promote social events for the club/team/s throughout the season 10. The presidents shall maintain relations with the Per Mar and Dippin Dots staff, as well as UW Hockey (dry sweeping) 11. The presidents shall create and send out donation letters in a professional manner 12. The presidents shall continuously program new fundraising opportunities for the club 13. One president must primarily be an intercollegiate skater and the other president must primarily be a synchronized skater. During elections, the primary team of each candidate will be confirmed by the captains of all teams. Section B: The Synchronized Skating Captains 1. The synchronized skating captains shall be a liaison between the club and synchronized skating teams as well as between teams and within the teams 2. The synchronized skating captains shall maintain formal communications with parents and prospective skaters 3. The synchronized skating captains shall organize at least one social event in the fall for members to bond 4. The synchronized skating captains shall hold meetings and oversee the synchronized skating team board 5. The synchronized skating captains shall turn in all competition documents for team 6. The synchronized skating captains shall complete registration at competitions 7. The synchronized skating captains shall run on-ice and off-ice preparation for team 8. The synchronized skating captains shall book ice time for team Section C: The Intercollegiate Captain(s) 1. The intercollegiate captain(s) shall be in charge of all freestyle team events and may delegate tasks to willing members 2. The intercollegiate captain(s) shall maintain a complete and accurate account of attendance and membership status 3. The intercollegiate captain(s) shall organize at least one social event in the fall for members to bond 4. The intercollegiate captains(s) shall turn in all competition documents for team 5. The intercollegiate captain(s) shall complete registration at competitions 6. The intercollegiate teams shall book ice time for team Section D: Treasurer Committee 1. The treasurer shall keep a current record of all financial transactions 2. The treasurer shall develop semester reports containing a list of all receipts and disbursements and distribute them among the membership 3. The treasurer will be responsible for checking the accuracy of all bills and invoices and paying them correctly and on time.
4. The treasurer will perform other duties as necessary to maintain club finances 5. When needed the treasurer position will be a shared responsibility of a committee composed of one or two representatives from the synchronized skating team and one representative from the freestyle team Minor Club Executive Board Section E: Media/Public Relations Committee 1. The media/public relations committee shall maintain club website 2. The media/public relations committee shall update website whenever necessary with appropriate information 3. The media/public relations committee shall help to find community service and campus events to broaden club s University involvement 4. The media/public relations committee shall seek out positive regional and University publicity 5. The media/public relations committee shall work with the recruitment chair to update the club s social media outlets, including but not limited to the Facebook account, the Twitter account, the Snapchat account, and the Instagram account 6. The media/public relations committee shall actively look for and coordinate volunteer and community service opportunities for the club Section F: Recruitment Chair 1. The recruitment chair shall seek out and creates flyers for recruitment events 2. The recruitment chair shall organize and runs Recruitment Day in the fall 3. The recruitment chair shall organize spring tryouts for the synchronized skating teams if requested by the synchronized skating captains and coaches 4. The recruitment chair shall creates advertisements for programs 5. The recruitment chair shall maintain relations with prospective skaters 6. The recruitment chair shall advertise the club in a positive way to high school and transfer students 7. The recruitment chair shall work with the media/public relations committee to update the club s social media outlets, including but not limited to the Facebook page, the Twitter page, and the Instagram account Section G: Apparel Committee 1. The apparel committee shall order apparel for team 2. The apparel committee shall find/design dresses for competitive programs/practice 3. The apparel committee shall Designate what apparel should be worn when at club events 4. The apparel committee shall work with all team apparel representatives when ordering club-wide apparel Synchronized Skating and Intercollegiate Team Boards Section H: Travel Committee
1. The travel committee shall plan all travel arrangements for competitions and practices (cars, buses, flights, hotels, vans, food reservations) 2. The travel committee shall turn in all university travel documents for club 3. The travel committee shall create travel agenda for club events 4. The Open Collegiate and Collegiate team travel committee representatives shall work together when traveling together Section I: Coaching 1. Coach(es) must volunteer their time to the club as per club sport regulations 2. Coach(es) must be approved by university and the club sport agreement form must be signed 3. The coach s role in the FSC-UW will be to assist and instruct club members in on-ice activities and no more as per club sport /CfLI rules/regulations unless skaters indicate directly wanting additional support in designated areas 4. Coaching role(s) will be voted on by affected team members at the completion of each season in order to determine continuation/termination or changes to the responsibilities of position Article VII Structure of group committees Section A: Committee Identification and Appointment The following committees shall be appointed through club elections. 1. Club major executive board positions. 2. Club minor executive board positions. 3. Intercollegiate & synchronized skating team board positions. Section B: The duties of the standing committees shall include: the information provided in article VI Article VIII Notice of meetings Section A: The times for regularly scheduled meetings shall be: dependent on club business. Section B: At least one-week notice shall be given for each regular business meeting, except in the circumstance of an emergency. Section C: The meetings shall include an order of business and disposition of the minutes. Section D: All club meetings are open to all members but mandatory for elected officials. Section E: Special meetings with the synchronized skating chairperson, leadership, travel, and apparel committees will be held before each competition to create a comprehensive agenda. Article IX: Parliamentary procedure Section A: (Example) Robert s Rules of Order Revised shall be followed by the organization in all cases involving parliamentary procedure when it does not conflict with the constitution. Section B: The rules may be suspended by two-thirds vote of the present membership.
