The Board of Supervisors APPROVE INTERGOVERNMENTAL JOURNAL ENTRIES, and that the County Auditor be authorized and directed to TRANSFER monies within the various funds as submitted. 2. B. TO RECEIVE AND PLACE ON FILE WITH THE COUNTY AUDITOR 1. The MANURE MANAGEMENT PLAN (MMP) update submitted by Degener- Juhl Farm Partnership L.L.P. Facility d/b/a Degener-Juhl Site #3 ID# 58890 located at 8642 West Shaulis Road, Cedar Falls, in Black Hawk County pursuant to 567 Iowa Administrative Code 455B. 2. The FY17 ANNUAL REPORT for the North Iowa Juvenile Detention Services Commission. C. TO APPROVE AND DIRECT THE CHAIR TO SIGN 1. The RENEWAL APPLICATION for a Class B LIQUOR LICENSE (BB) (includes wine coolers) submitted by Motorsports LLC d/b/a Cedar Falls Motorsports Park, 7272 Waverly Road, Cedar Falls. 8. CONTRACTS AND AGREEMENTS A. Resolution-that the AGREEMENT between Black Hawk County and Advanced Environmental for asbestos abatement services located at 5407 Weiden Road, Waterloo, Iowa for the 2016 Flood Buy-Out property in the amount of $1,375.00 be approved conditional to the receipt of the certificate of insurance. 9. OTHER BUSINESS A. Resolution-that the LETTER OF SUPPORT for the Cedar Trails Partnership to submit a proposal for a grant to fund the Cedar Valley Nature Trail/Wolf Creek Bridge Project be approved. B. Motion-to direct the County Auditor to advertise for a public hearing to be held at 9:05 a.m. on Tuesday, April 3, 2018 in Board Room 201 of the Black Hawk County Courthouse, 316 E. 5th Street, Waterloo, Iowa on the proposed Raymond Road Storm Sewer and Drainage Improvements and HMA Paving Project. C. 9:05 a.m. HEARING on proposed Ordinance No. 77-201 Teigtmeier Rezone i. Motion-to receive and place on file proof of publication of notice of public hearing. ii. Motion-to waive the first reading as notice was published on March 9, 2018 in the Waterloo Courier in accordance with requirements of the Code of Iowa and publication was approved on the request submitted by Diane Tegtmeier 6311 Waverly Road to rezone 6.65 acres from A Agriculture District to A-R Agricultural-Residential District and.01 acres from R-S Residential Suburban District to A-R Agricultural-Residential District to build four new single family homes. ~ 3 ~

iii. Motion-to close the hearing as oral and written comments were received and placed on file. iv. Resolution-to suspend the rules requiring the Board of Supervisors to consider and vote on the proposed ordinance at two prior meetings. v. Ordinance adoption-that Ordinance Amending Ordinance No. 36 as Amended, the Black Hawk County, Iowa Agricultural Preservation Zoning Ordinance adopted February 2, 1999, by adding Subsection No. 201 to section VI (B), Rezoning Certain property as described on the above request submitted by Diane Teigtmeier and to consider the same for adoption and if adopted would be known as Ordinance No. 77-201. 10. WORK SESSION A. DISCUSSION/POSSIBLE BOARD ACTION Thomson Reuters Tax Administration Software Contract Update. B. DISCUSSION Engineer s Five Year Plan presented by Catherine Nicholas, County Engineer. C. DISCUSSION - Bennington Road Bridge presented by Catherine Nicholas, County Engineer. D. DISCUSSION - Raymond Road resurfacing through Dewar presented by Catherine Nicholas, County Engineer. 11. CLOSED SESSION A. Resolution-that pursuant to the provisions of the Iowa Open Meetings Law, the Black Hawk County Board of Supervisors shall proceed into CLOSED SESSION to discuss Courthouse Security and to avoid disclosure of specific law enforcement matters, such as current or proposed investigations or inspection or auditing techniques or schedules, which if disclosed would enable law violates to avoid detection pursuant to Iowa Code 21.5(g). B. Motion-to adjourn the Board of Supervisors meeting in CLOSED SESSION. C. Resolution-to (proceed/not proceed) to take action on Courthouse Security. 12.
