TOWN OF CINCO BAYOU SPECIAL COUNCIL MEETING JULY 12 1990 Mayor Laginess called the Special Council Meeting 607 PM to order at SILENT PRAYER PLEDGE OF ALLEGIANCE TO THE FLAG ROLL CALL Present Mayor Laginess Councilman Broxson Councilwoman Buchanan Councilman Gage Councilman Skelly Arrived 610 PM Absent Councilwoman Dumka Also Present Manager Borchik Attorney McInnis Secretary Dole Thomas Faughn Jack Dorman Bill Sullivan Karen Wolf PUBLIC HEARING 1 Ordinance No 135 Second reading and proposed adoption of Ordinance No 135 an ordinance adopting the Town of Cinco Bayou Comprehensive Plan 2000 Attorney McInnis read Ordinance No 135 by title only Councilman Gage made a motion to approve the second reading of Ordinance No 135 seconded by Councilman Broxson Mayor Laginess introduced Mr Thomas Faughn Florida Department of Community Affairs DCA who read a letter from DCA stating the purpose of his attending the Public Hearing There were no written or oral comments from the public concerning the adoption of the Ordinance or the Comprehensive Plan Mr Dorman stated that the transmittal date had been changed to July 25 after which the DCA had 45 days The motion was approved unanimously to submit a notice of intent on a roll call vote Councilman Gage made a motion to adopt Ordinance No 135 seconded by Councilwoman Buchan 3n The motion was approved unanimously on a roll call vote Councilman Gage made a motion to authorize J E Dorman Assoc to transmit the adopted plan o the Department of Community Affairs together with the response to the DCA ORC seconded by Councilman Broxson The motion was unanimously approved

SPECIAL COUNCIL MEETING JULY 12 1990 PAGE 2 OF 2 At this point Attorney McInnis asked the Council to consider allowing the Code Enforcement Board to be responsible for enforcing the Nuisance Code and the Dangerous Building Code in order to be consistent with othe r enforcement activities The condemnation process would continue to be a Council action The Council unanimously agreed to these recommended changes On the matter of absentee voting the Council approved the provision to authorize absentee ballots for use in Town elections At this point Councilwoman Buchanan asked to be excused 637 PM Mayor Laginess announced that the Budget Workshop would be held July 19 1990 at 600 PM here in he Town Hall There being no 639 PM further business the meeting was adjourned at ayor ATTEST Town Manager Clerk NOTE A mechanical recording has been made of the foregoing proceedings of which these minutes are a part and is on file in the office of the Town Manager Clerk
