UN VOLUNTEER DESCRIPTION OF ASSIGNMENT SOMR000382--UN Youth Volunteer in Programme Support (Women s Engagement in Peacebuidling and Reconciliation The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in longestablished, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. Living Conditions The duty station is Nairobi, Kenya. Travel will be to accessible areas inside Somalia, security permitting. Kenya enjoys a tropical climate. It is hot and humid at the coast, temperate inland and very dry in the north and northeast parts of the country. The average annual temperature for the coastal town of Mombasa is 30.30 Celsius maximum and 22 Celsius minimum, and for the capital city Nairobi 25 Celsius maximum and 13 Celsius minimum. There are different types of accommodation in Nairobi and costs vary depending on location, type and individual wishes. Transport options include Matatu (a fifteen seat mini-bus serving as public transport), taxi and personal vehicle which most personnel end up acquiring during the course of assignment. There are two main cell phone networks, namely Safaricom and Airtel, and both have good coverage country wide. Internet is also easily accessible either through external modems or VSAT systems (often in office premises or internet cafes). While in Kenya or Somalia, the UN Volunteer will be subject to the overall direction and guidance of the UN Designated Official (DO) for security. This is usually the UNDP Resident Representative. security protocols and will be required to strictly adhere to the guidelines, security plans and other directives issued by the designated officer (DO). While on mission to Somalia, the UN Volunteer will be accommodated at UN camp in a guest house recommended by UN Women. It is mandatory for the UN Volunteer to under go SAFE training before traveling to Somalia. The host agency shal be responsible for all training costs. The duty station is Nairobi, Kenya. Assignment Details Assignment Title UN Youth Volunteer in Programme Support (Women s Engagement in Peacebuidling and Reconciliation Organizational Context & Project Description UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security. UN Women s thematic engagement in Somalia is based on the global flagship on Women s Engagement in Peace, Security and Recovery, as continuing fragility provides the main context of all engagements. Insecurity and fragility are further the main obstacles for women to seek equality and to prosper. UN Women s programming and technical guidance aims to support women to become actors in the provision of security and resources for peace. Programme interventions are conducted through the followingprogrammes: Women, Peace and Security; Rule of Law; Women s Political Leadership and Empowerment and Women s Economic Empowernment. In addition, UN Women works on gender mainstreaming across all UN Agencies, Funds and Programmes through a Joint Programme on Enablers Key partners in the Joint Programmes are several UN entities, including UNSOM, UNDP, UNICEF, and OCHA, all under the umbrella of the integrated UN Mission in Somalia. Engagement with the Federal Government in Somalia as well as key NGO and civil society actors will continue. Sustainable Development Goals 5. Gender Equality UNV Focus Area Peace building Task description The UN Youth Volunteer will be part of the UN Women team and will provide technical and logistical support and substantive input in the conceptualization, development and implementation of women s engagement in peacebuilding and reconciliation in alignment with the UN Women Somalia Strategic Note and AWP. The UN Youth Volunteer will be provided with overall guidance by the UN Women Country Programme Manager and will work under 29 Nov 2017 Page 2 of 6

the direct supervision of the UN Women Women, Peace and Security Programme Manager. The UN Youth Volunteer will undertake the following tasks: Support the coordination and raising awareness on gender and issues pertaining to women s participation and representation in the reconciliation efforts in close collaboration with the Ministry of Interior and Federal Affairs (MOIFA) Assist in providing guidance to the implementing partners on routine implementation of Women, Peace and Security and reconcialition initiatives and conforming to the UN Women financial and reporting rules Support non-state and community-based actors in the engagement of women in the reconciliation efforts through the National Coordination Platform on Women, Peace and Security Support capacity building initiatives to promote rigorous field-based gender disaggregated data collection, analysis and utilization Proactively and substantively participates in the implementation of relevant, high-impact advocacy activities and campaigns with key partners on the reconciliation efforts, the state formation and electoral processes. Assist in research, documentation and regular reporting on of political, social, economic and cultural context that perpetrate violence against women and girls and inhibit gender equality and the empowerment of women in the country. Participates in mapping existing services to address VAWG in the various affected areas, including identifying community capacities and structures for potential partnership. Participate in monitoring trends and issues related to Ending VAW and gender equality in the country and develop strategic responses to opportunities and challenges. Collect data and information on women s right in Somalia and develop monthly briefs in specific women s rights areas. Perform any other related assignment as requested in relation to this TOR. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerismby reading relevant UNV and external publications and take active part in UNVactivities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms ofvolunteerism in the host country- Reflect on the type and quality of voluntary action that they areundertaking, including participation in ongoing reflection activities- Contribute articles/write-ups on field experiences and submit them for UNVpublications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, orencourage relevant local individuals and organizations to use the UNV OnlineVolunteering service whenever technically possible. Ideally, offering diverse opportunities for learning and development aim to strengthen the volunteer s skills and competences, improve the quality of the assignment and keep the volunteer s motivation high. Learning elements for the UN Youth Volunteer include the development of: Professional skills: including specific competencies and reflection on assignment-related abilities; and on-the-job skills such as time management, problem solving, team building; and career preparedness such as interview skills, CV preparation, job searching. Inter-personal skills: including communication and listening skills; multi-cultural awareness and cultural competency; and conflict and stress management. Volunteering-related skills: including leadership; civic responsibility; and engagement and active participation. Beyond the learning opportunities provided by UNV, the host agency will support knowledge and capacity development in the technical areas that are relevant to the UN Youth Volunteer s assignment. The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. A UN Volunteer receives a Volunteer Living Allowance (VLA) per month and is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post-Adjustment Multiplier (PAM) to the VLA base rate of (choose from the drop down menu the appropriate rate here): US$1270. The VLA base rate is a global rate, while the PAM is country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website http://icsc.un.org. For example, kindly enter the link Calculator In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis. Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and also in the event of a permanent reassignment to another duty station. UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for the final repatriation travel (if applicable). A resettlement allowance is paid for satisfactory service at the end of the assignment. UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful candidate.
