ENVIRONMENTAL CONSERVATION COMMISSION AGENDA ITEM NO. 2 REGULAR ITEM DATE: March 4, 2014 FROM: James Hoefert, Environmental Review Analyst PRESENTER: Ron Stewart, Environs Group Landscape Architecture ITEM: Consider an application for a tree removal permit for the removal of three (3) specimen trees on property proposed for development as Edgewood. The property is generally located south of FM 3040 (Flower Mound Road) and east of Gerault Road. BACKGROUND INFORMATION: The Edgewood development is generally located south of FM 3040 (Flower Mound Road) and east of Gerault Road. The site is approximately 28.995 acres in size. The site is currently zoned for SF-10 Single-Family District-10 uses and is master planned for medium density residential uses. According to the tree survey for the project, the site contains a total of thirty-three (33) specimen trees. At the November 18, 2013, Town Council meeting, the applicant received approval to remove eight (8) specimen trees from the site in order to construct the residential development. Due to a change in the development plan design, the applicant is now proposing to add three (3) new specimen trees to the eight (8) specimen trees previously approved for removal. The three (3) additional specimen trees proposed for removal are all in good to fair condition. The following is a list of the three (3) new specimen trees requested for removal: Tree #2072 (located in a building pad) 25 American elm Tree #2765 (located in a street R.O.W.) 20 Blackjack oak Tree #3557 (located in a building pad) 19.5 Blackjack oak The following is a list of the eight (8) specimen trees previously approved for removal that the applicant still intends to remove from the site: Tree #4204 (located in a street R.O.W.) 33 Blackjack oak Tree # 4205 (located in a building pad) 28 Post oak Tree # 4206 (located in a building pad) 24 Blackjack oak Tree #4212 (located in a street R.O.W.) 27.5 Post oak Tree #4214 (located in a building pad) 19.5 Blackjack oak Tree #4215 (located in a building pad) 21 Blackjack oak Tree # 4220 (located in a building pad) 21.5 Blackjack oak Tree # 4221 (located in a building pad) 20.5 Blackjack oak

The Town s tree ordinance requires that specimen trees removed from the site be replaced at a rate of two times their caliper inches. Based on their sizes, 519 of replacement trees, equaling 173 three-inch caliper trees, will be required for the removal of the eleven (11) specimen trees on this site. In addition, protected trees removed from the buildable area will also require replacement at a treefor-tree rate. Protected tree mitigation / replacement will be determined with the record plat application once final engineering has been completed for the project.
