If a citizen wishes to comment on a specific item, he/she should ask the Mayor or a Commissioner to remove it from the consent agenda for separate consideration; provided, however, if a Cone of Silence under Section 30.15 of the Code of Ordinances is in effect with respect to a specific item, any citizen to whom the Cone of Silence applies is prohibited from asking the Mayor or a Commissioner to remove the item from the consent agenda. In that case, the citizen should ask the City Manager or the City Attorney to ask the Mayor or a Commissioner to remove the item from the consent agenda. The consent agenda consists of items before the City Commission that are routine and/or non-controversial, the items are voted upon by the City Commission in one motion.
