SOUTHERN REGIONAL POWER COMMITTEE BENGALURU AGENDA FOR THE 26 th MEETING OF COMMERCIAL SUB- COMMITTEE OF SRPC TO BE HELD AT CHENNAI ON 21 ST NOVEMBER 2014 1. CONFIRMATION OF THE MINUTES OF THE 25 th MEETING Minutes of the 25 th Meeting of the Commercial Sub-Committee of SRPC Committee held at NTPC, Simhadri on 22 nd August 2014 were issued vide letter No. SRPC/SE-I/CC-25/2014/ 8047-069 dated 3 rd September 2014. The Minutes may please be confirmed. 2. SIMHADRI STPS SCHEDULES FOR 12-10-2014 TO 25-10-2014 A Meeting of APSLDC, TSSLDC, SRLDC, NTPC & SRPC Secretariat was held on 05th November 2014 at SRHQ, NTPC, Secunderabad to discuss issues relating to schedules of Simhadri STPS for the period from 12.10.2014 to 25.10.2014 (Record Notes of discussions at Annexure-I). After deliberations, the following had been agreed: Generation schedule of Simhadri STPS needs to be revised to actual generation for all the time blocks from block No.34 of 12 th October 2014 to block No.88 of 25 th October 2014. Scheduled drawal of beneficiaries of Simhadri STPS (Stage II) also needs to be revised accordingly. With regard to issues pertaining to Simhadri STPS Stage-I from 26 th October 2014, NTPC, APTRANSCO & SRLDC to discuss and settle the matter separately. NTPC would furnish a detailed proposal to SRPC Secretariat with regard to DC during the outage of the station. Exemption from Hon ble CERC had not been obtained by AP SLDC, and TS SLDC was of the view that scheduling should be carried out by SRLDC. SRLDC had asked AP on the details of exemption or action in this regard if any. It had requested to flag the issue for discussion in forthcoming Meeting of Commercial Sub-Committee. Other Issues Discussed in the Meeting: SRLDC had informed that for the blocks 39 to 61 for 12 th Oct 2014 replacing schedules with actual for Talcher Stage II could be considered. The same had been agreed.
SRPC Secretariat had informed that APTRANSCO vide letter dated 03.11.2014 (Annexure-II) had asked NTPC to obtain HT power supply from APEPDCL in colony premises of Simhadri Power Project. NTPC had informed that they had replied to APTRANSCO, in this regard. The issue would be further deliberated in the ensuing Meeting of Commercial Sub-Committee. 3. DRAWAL POINTS OF COASTAL ENERGEN In the 25 th Meeting of Commercial Sub-Committee held on 22 nd August 2014, it had been agreed that energy accounting of drawal by Coastal Energen be based on the meters at Madurai end on Madurai-Coastal line and meters at Coastal end on Coastal-NTPL line. It had also been noted that energy accounting of startup power drawl by NTPL would be based on the energy meters provided at NTPL end.. Subsequently, TANTRANSCO vide letter dated 11.09. 2014 (Annexure-III) had stated that metering point for 400 KV Madurai Coastal Energen line be at Coastal Energen end. SRPC Secretariat vide letter dated 17.09.2014 (Annexure-IV) had requested CTU to intimate the connectivity of Coastal Energen for the interim arrangement (LILO of Madurai- Tuticorin JV line). SRLDC vide letter dated 26.09.2014 (Annexure-V) had opined that metering point for accounting of injection by Coastal Energen line in the interim arrangement, shall be based on SEMs at Madurai end and NTPL end. 4. PAYMENT OF TRANSMISSION CHARGES & OPENING OF LC DRAWAL OF START UP POWER DURING COMMSSIOING PERIOD BY GENERATING STATIONS SRTS- II vide letter dated 05.11.2014 (Annexure-VI) have furnished agenda item for deliberation in the Meeting. They have received a request from M/s NLC seeking the details for establishing the LC for NLC-II Expansion project for which start power being availed from 01.11.2014. It is proposed that Generators may be advised to establish an LC equal to 2 months withdrawal charges for the highest MW indicated by them for the period of drawal. However, the charges can be billed on the generator only after the same is reflected in the RTA. Further as these transmission charges so collected will be over and above YTC, the necessary modalities for disbursement of the same shall also are requested to be clarified. 5. 220 kv BHAVINI SIRUCHERI, BHAVINI ARNI AND BHAVINI -KANCHEEPURAM TRANSMISSION LINES OF PGCIL BHAVINI vide letter dated 06.11.2014 (ANNEXURE-VII) have requested for inclusion of the following item in the Meeting: Status of the 220 kv BHAVINI Sirucheri, BHAVINI Arni and BHAVINI- Kancheepuram transmission lines commissioned by PGCIL. 6. DECLARATION OF ISTS ELEMENTS & ISGS IN TO COMMERCIAL OPERATION In the 25 th Meeting of Commercial Sub-Committee, the details of ISTS & ISGS expected to be declared under commercial operation during 2014-15 was noted and is as furnished below: (a) By PGCIL Sl. 9. AUDIT OF SR UI / DEVIATION ACCOUNT & REACTIVE ENERGY POOL ACCOUNT In line with item No.15 of Annexure-I (Section 6.1 (d)) of CERC (IEGC) Regulations, 2010, RLDC shall table the complete statement of the Regional UI account and the Regional Reactive Energy pool account in the RPC s Commercial Committee Meeting on a quarterly basis, for audit by the latter. SRLDC vide letter dated 07.11.2014 (Annexure- X) have furnished the details of payment and disbursement of weekly Deviation and Reactive Energy charges for the period from 14.07.2014 to 12.10.2014. The accounts may please be audited. 10. ITEMS PRPOSED BY SRLDC SRLDC vide letter dated 07.11.2014 (ref Annexure-X) have proposed the following items for discussion: Reconciliation of UI & Reactive Charges Status of outstanding UI and Reactive charges to the pool account Non-compliance of opening of L/C for UI payment Reconciliation of Open Access disbursements Delay in SEM data transfer Time drift correction Standby SEMs installation by TNEB Forecasting and Scheduling of Wind PoC Data for Q4 of 2014-15 PSDF Fund Transfer 11. METERING SCHEMES FOR UP COMING TRANSMISSION SYSTEM CONNECTED TO TUTICORIN PS AND SALEM PS SRTS-II,PGCIL vide letter dated 16.09.2014 had furnished single line diagrams of the stations, location of proposed SEM installation and list of SEM pertaining to the element connected to Tuticorin PS and Salem PS. SRPC Secretariat vide letter dated 17.09.2014 (ANNEXURE-XI) had sought views/comments from Commercial Sub- Committee Members. The comments furnished by NLC vide letter dated 25.09.2014 had been forwarded to SRTS-II vide letter dated 26.09.2014 (ANNEXURE-XII). 12. ADOPTION OF LOWER CT RATIO DURING DRAWL OF STARTUP POWER BY GENERATORS In the 25 th Meeting of Commercial Sub-Committee of SRPC, it had been suggested that the matter relating to adoption of lower CT ratio be taken up with CEA.
