A RESOLUTION SUBMITTING THE QUESTION OF AN ADDITIONAL TAX LEVY FOR THE PURPOSE OF CURRENT EXPENSES TO THE ELECTORS OF THE NORTON CITY SCHOOL DISTRICT, PURSUANT TO SECTION 5705.21 OF THE REVISED CODE. WHEREAS, on July 10, 2017, this Board adopted a resolution, pursuant to Section 5705.03(B) of the Revised Code, declaring it necessary to levy an additional 2.9-mill tax levy for a continuing period of time and requesting the Summit County Fiscal Officer to certify the total current tax valuation of the School District and the dollar amount of revenue that would be generated by that levy; and WHEREAS, thereafter, the Summit County Fiscal Officer certified that the total tax valuation of the District is $281,3945,490, and that the estimated property tax revenue to be produced by that 2.9-mill additional levy would be $817,642 annually during the life of the levy, assuming the tax valuation remains constant throughout the life of the levy; NOW, THEREFORE, BE IT RESOLVED by the Board of Education of the Norton City School District, County of Summit, State of Ohio, two-thirds of all members of said Board elected thereto concurring, that: Section 1. It is hereby found, determined and declared that the amount of taxes which may be raised by the Board of Education of the Norton City School District within the ten-mill limitation on the current tax duplicate will be insufficient to provide an adequate amount for the necessary requirements of this School District, and that it is necessary to levy a tax in excess of such limitation for the purpose of current expenses in the amount of 2.9 mills for a continuing period of time. Section 2. The question of an additional 2.9-mill tax levy for the purpose of current expenses for a continuing period of time, beginning with the tax list and duplicate for the year 2017, the proceeds of which levy first would be available to this Board in calendar year 2018, shall be submitted under the provisions of Section 5705.21 of the Revised Code to the electors of the Norton City School District at an election to be held therein on November 7, 2017, as authorized by law, and that election shall be held at the regular places of voting in this District as established by the Board of Elections of Summit County, or otherwise, within the times provided by law and shall be conducted, canvassed and certified in the manner provided by law. Section 3. The form of the ballot to be cast at the election on the question of this tax levy shall be substantially as follows: PROPOSED TAX LEVY NORTON CITY SCHOOL DISTRICT A majority affirmative vote is necessary for passage. An additional tax for the benefit of the Norton City School District for the purpose of current expenses at a rate not exceeding 2.9 mills for each one dollar of valuation, which amounts to 29 cents for each one hundred dollars of valuation, for a continuing period of time, commencing in 2017, first due in calendar year 2018.

- 2 - FOR THE TAX LEVY AGAINST THE TAX LEVY Section 4. The Treasurer of this Board is hereby authorized and directed to give or cause to be given notice of said election as provided by law. Section 5. The Treasurer is hereby directed to certify a copy of this resolution and deliver it and any and all other necessary documents to the Board of Elections of Summit County, Ohio, not later than the close of business on August 9, 2017. Section 6. It is hereby found and determined that all formal actions of this Board concerning and relating to the adoption of this resolution were adopted in an open meeting of this Board, and that all deliberations of this Board and of any of its committees that resulted in those formal actions were in meetings open to the public, in compliance with the law. adoption. NOTICE OF ELECTION OF TAX LEVY IN EXCESS OF THE TEN-MILL LIMITATION FOR THE NORTON CITY SCHOOL DISTRICT Notice is hereby given that, in pursuance of resolutions of the Board of Education of the Norton City School District, Ohio, adopted on July 25, 2016, and August 8, 2016, there will be submitted to the electors of that School District at an election to be held in the School District at the regular places of voting therein, on Tuesday, November 8, 2016, the question of levying a tax in excess of the ten-mill limitation for the benefit of the Norton City School District for the purpose of current expenses at a rate not exceeding 1.9 mills for each one dollar of valuation, which amounts to 19 cents for each one hundred dollars of valuation, for a continuing period of time. Said tax constitutes an additional 1.9-mill levy. If a majority of the voters voting thereon vote in favor thereof, said levy will be first placed on the tax list and duplicate in December 2016 for first collection in calendar year 2017. The polls for said election will be open at 6:30 o clock, a.m., and will remain open until 7:30 o clock, p.m., of said day. By order of the Board of Elections of Summit County, Ohio. The purpose of the levy may be emphasized by capitals or bold face type, but such emphasis is not required by law. Such newspaper must be of general circulation within the meaning of Section 7.12 of the Revised Code. NOTICE TO BOARD OF ELECTIONS: If the Board of Elections operates and maintains a web site, then the Board of Elections must also post this notice on its web site for 30 days prior to the election.
