The Board of Library Trustees of the Chatham Area Public Library District of Sangamon County, Illinois is requesting proposals for halide lighting upgrade to LED lighting. Responses shall be submitted in a sealed envelope and clearly marked on the front "Response to Lighting Upgrade." Sealed responses will be accepted at the Chatham Area Public Library District s building located at: 600 East Spruce Street, Chatham, Illinois, 62629 until 9:00 A.M. (Central Time), on February 16th, 2017. No electronically transmitted responses will be accepted. Late responses will not be accepted and will be returned unopened, regardless of postmark. Responses must be submitted on the required forms and signed by an authorized agent to be considered responses to this request for proposal (RFP). In order to qualify for this contract, a company must respond to this RFP. Vendor s Product Information All information available about the solution (equipment, staff, products, or services) being proposed must accompany your response to confirm the solution meet(s) specifications. GENERAL SCOPE AND ENVIRONMENT 1. Purpose: The Board of Library Trustees of the Chatham Area Public Library District wishes to upgrade or replace the main library lighting as an energy efficiency measure and to enhance the brightness inside the building by accomplishing the following: 1. Replace or upgrade current fixtures using 57 halide bulbs and ballasts with LED bulbs and remove ballasts. 2. Retrofit a portion of the fixtures to shine towards the ground and up towards the ceiling. 3. Remove and dispose of unused fixtures, bulbs and ballasts. In addition, the selected company must be willing to assist with completing and timely filing the Illinois Municipal Energy Agency (IMEA) incentive program application and any rebates for which this project is eligible. Installation of the fixtures and bulbs will be the responsibility of the company bidding on this project. All bids for this project shall include best pricing for replacement bulbs and features* with the following specifications: Quantity: Bulb Type: 57 fixtures LED lamp *Features: Must include photo sensors that can harvest daylight and have lights that are dimmable. The LED lights should have a minimum of 50,000 hour life. Lights must be visually appealing and conform with the current fixtures and architecture of the library building. 2 P a g e
RESPONSE REQUIREMENTS Responses in duplicate (2 hard copies) shall be either hand delivered or deposited in the U.S. Mail to the following address: Chatham Area Public Library District Attn: Response to Lighting Upgrade 600 East Spruce Street Chatham, IL 62629 Responses shall be in a sealed envelope and clearly marked on the front "Response to Lighting Upgrade. Sealed responses will be accepted by the Chatham Area Public Library District until 9:00 A.M. (Central Time), by February 16th, 2017. Responses received after the stated date and time will not be considered. The Board of Library Trustees of the Chatham Area Public Library District may (i) reject any response not in compliance with all prescribed public bidding procedures and requirements, (ii) reject any or all responses, or (iii) waive any requirement or condition of the Request for Proposal upon finding it is in the public interest to do so. Each response will include a letter with an original signature from the company s representative providing general information about the company and willingness to enter into a contract for the project. BASIS OF AWARD The award of this contract shall be made by the Board of Library Trustees of the Chatham Area Public Library District to the lowest responsible bidder. Overall cost, ability to supply the product in a timely manner, and willingness to assist with available rebates will be the primary evaluation factors in this RFP. 3 P a g e

PREVAILING WAGE STATEMENT To the extent and as required by the "Prevailing Wage Act," the general prevailing wage rates in this locality for laborers, mechanics and other works employed in the construction of public works coming under the jurisdiction of the Chatham Area Public Library District are hereby ascertained to be the same as the prevailing wage rates for construction work in Sangamon County as determined by the Illinois Department of Labor as of June 1, 2016 (SECTION ONE, CAPLD Resolution 2016-1). All services offered in response to this solicitation shall be performed by employees receiving the prevailing wage rate and working under conditions prevalent in the locality where the contract is to be performed. Any respondent whose employees receive less than such prevailing wage rate, or work under less favorable conditions than those prevalent in the locality, shall not be considered to be a responsive bidder. The Director of the Illinois Department of Labor shall determine prevailing wages and working conditions.
