We shall moreover highlight the theoretical challenges posed to international relations studies by the emergence of the EU as an increasingly ambitious global actor. Although the European Union has gained a significant footprint on international affairs, it is still considered as predominantly a civilian power unable to translate the combined capabilities of its member states into foreign policy assets. While a giant in international trade issues, the EU remains a dwarf in the domain of security policy. In this course we shall examine if these alligations are still valid or if they are challenged either by a transformation in the character of global politics or by changes in the nature, tools and aspirations of the European Union.
