~ ~ November 1944 ORDINANCE NO. 22 Model Ordinance Creating a County Welfare Department-- The County Board of Supervisors of the County of Pierce, do ordain as follows: SECTIONl 1. There is hereby created a pension department to be known as Pierce County Pension Department which shall consist of a Welfare Committee, a director and such offices and employees as may be necessary to carry out its functions. SECTION 2. The Pierce County Pension Department shall have the following functions, duties and responsibilities: a. The department shall act as a pension department in the administration of all laws, rules and regulations of this state relative to old age assistance, aid to dependent children and blind pensions: b. The department shall administer all laws, rules and regulations of this state pertaining to assistance or welfare services not required by law or by order of this board to be administered by some other department or agency within the county. SECTION 3. a. The welfare committee shall consist of three members of this board o! supervisors to be known as the Pierce County Public Assistance Committee. b. The members of this committee shall be appointed by the chairman of the board for a term of one year. Vacancies on the committee shall be filled as other vacancies are filled on committees created under Section 59.06 of the Wisconsin Statutes. c. ~,... d. Upon the organization of the committee, the county clerk shall notify the State Department of Public Welfare of such organization and give the names and addresses of its officers. e. Meetings shall be held upon the call of the directqr. SECTION 4. The powers and duties of the committee shall be as follows: a. The connnittee shall represent this board in all matters relating to the administration of provisions of this adinance except that its powers and duties shall be advisory on matters of policy and administrative or executive. b. The committee shall act as the appointing authority as provided by the rules and regulations of the State Department of Public Welfare and the County Judge shall be selected as the Director of the Department. c. The Director upon recommendation of the committee is authorized to adjust salaries of all employees of the department in accordance with rules and regulations of the State Department of Public Welfare. SECTION 5. All ad.ministrati ve and executive powers and duties of the department shall be vested in the Director to be administered b~ him under rules and regulations of said department pursuant to policies and in accordance with principles established by the committee. a. The Director shall select the employees of the department with the advice and consent of the committee upon certification from appropriate registers of eligibles. b. The Director shall have charge of the administration of all laws relative to old age assistance, aid to dependent children and blind pensions within the County. C. L. The Director shall be incharge of the administration of any other welfare service program not required by law or by order of this board to be administered by some other department or agency within the County. d. The Director shall cause to be made any and all investigations that may be requested by the county judge, the juvenile judge, the district attorney, and other county officials not herein enumerated in regard to the performance of any governmental functions incumbent upon such county officials in the field of public welfare and may perform such additional services as assigned by the county board of supervisors. SECTION 6. The Department shall submit an annual report to the County Board at its November meeting. SECTION 7. To the end that the county may receive federal and state aid, the department and the committee shall observe all laws, and rules and regulations of the State Department of Public Welfare. SECTION 8. The provisions of this ordinance shall supersede any inconsistent provision of any other ordinance or resolution relating to the subject of this ordinance. SECTION 9. The County Clerk is hereby directed to transmit to the division of Public Assistance of the State Department of Public Welfare a certified copy of this Ordinance. SECTION 10.
