Initial Permitting Documentation (IPD) compilation procedures Ø Management of obtaining the Urban planning documentation: Extract from Decision of Architectural Council, Certificate of approval of urban planning decision, approved Master plan, and other Ø Management of obtaining the engineering and technical surveys: geotechnical survey, geological survey, ecological survey geotechnical investigations, archaeological survey, other Ø Management of obtaining the Technical conditions (TU): TU for water supply, TU for storm water discharge, TU for gas supply, TU for heat supply, permit for power connections to power supply network, permit for connection to telecommunications networks, TU for road connection, TU of Civil Defense and Emergency Situations, special TU for fire safety (if required)

Ø Elaboration of approval procedures of General designer s design documentation Ø Design documentation review for compliance with contract requirements, and technical brief; review of impact of cost and schedules factors, technological solutions, durability, appearance and safety issues on design documentation Ø Control of information flow within the design team Ø Organization of design documentation analysis meetings for design cost reduction purpose at all design stages Ø Support in, and control of General Designer approval procedures of design documentation by Authorities Ø Organization of design documentation review meetings, monitoring of design development including visits to design team offices design workshops with the design team as appropriate

Sustainability Advisory Ø Management of environmental issues: Ø Gap analysis of environmental issues Ø Managing certification procedures for obtaining of international green building certifications: LEED, BREEAM, DGNB Ø Recommendations for green solutions in respect to LEED, BREEAM, DGNB standards requirements Ø Coordination of life cycle analysis elaboration, advisory on sustainable measures Ø Advisory on additional required environmental expertise for the project Ø Management and control of environmental measures implementation Ø Cost assessment for environmental measures implementation Ø Life cycle cost analysis

Control of municipal and federal approval obtaining Ø Control of all the required federal and municipal approvals obtaining at all stages of the project Ø Check availability of all required licenses and certifications in accordance to Project requirements Ø Coordination of communication with authorities in order to obtain necessary approvals in time and start construction works as soon as possible Design approvals Ø Organization of approvals for design documentation (pre- construction stage) Ø Implementation of procedures described within Project Control Management Plan (developed by PMCM consultant, approved by the Client) Ø Organization of additional specialists and consulting services which might be required for approval of design documentation Ø Arrangement of additional surveys, investigations and studies if necessary Ø Completeness check of scheme design for compliance with technical brief (before scheme design submittal to authorities for approval) Ø Provision of advisory services on any issue related to the process of Design Documents approval to the Client and consultants engaged by the Client

Ø Overall co- ordination of the approvals process; organization of additional information if requested, changes of re- submittals to the Authorities if necessary Ø Monitoring and co- ordination of permitting activities by project team members Ø As the Client s representative conduct communication with the Authorities in order to obtain necessary approvals in time, start- up of construction works as soon as possible and align realization procedures Ø Control of commissioning process and ensure that all relevant documents are in place Utilities and technical conditions Ø Management of obtaining of technical conditions for all the necessary utilities including time management for the project services

Ø Management, monitoring and controlling of the Project works in respect to the Project schedules; in order to achieve in- time completion within Budget and at the required level of quality Ø Development of initial Project schedule at early Project stage (Master schedule for all sub- schedules following) that integrated Design, Procurement and Construction of the Project. Once approved by the Client, the initial Project schedule is the basis for monitoring the progress of design, procurement and construction activities. The initial Project schedule is updated on a monthly basis, with actual data comparison against the baseline Ø During procurement, the initial Project schedule will be used for defining of interim milestones and the overall construction period. The Initial Project schedule will be used as the tool for the assessment of tender proposals received from bidders. The PMCM consultant will perform control of implementation by monitoring elements of the initial Project schedule and periodic progress reports provided by the Client.

Ø Based on schedules, prepared by contractors, generalized schedules will be developed (to be approved by the Client), based on: Ø Strategic schedule Ø Master schedule, including engineering surveys and design work Ø Construction schedule (element wise) based on the Working Documentation developed by the Contractors Ø Review of Detailed design schedules elaborated by various consultants Ø Design progress monitoring, reporting, and taking necessary actions in order to meet the schedule deadlines set in schedules of the works contracts Ø Management of specific tender milestones Ø Time management through development stages (including, but not limited to construction preparation stage) Ø Analysis of impact of design changes initiated by the Client on cost and project schedule Ø Control of monitoring and updating of design, construction and financial schedules

Ø Review of Master schedule and Contractor s project schedules. Advisory on potential project tasks and predetermined milestones delays, and assistance in resolving of delays Ø Claims review: Analysis of Contractors claims for extension of time and keep record on delays for back chargers Ø Achievement of Client approval on measures for construction works speed- up, and issuing appropriate orders to Contractors Ø Construction progress monitoring, reporting and taking necessary actions in order meet the deadlines of Project schedules Ø Review of Contractors detailed schedules for compliance with contract schedules Ø Analysis of factors with impact on schedules, development of recovery measures, and measures for speed- up for works

and Financial flow management Ø system: Ø Project analysis for purpose of cost reduction Ø Implementation of procedures described in Project Controls Management Plan approved by Client Ø Preparing Preliminary Cost Plans and cost break down by construction elements Ø Expense analysis during design stage and at design stage completion Ø Control of expenses and control results reporting at construction preparation stage, as described in Project Controls Management Plan Ø Preparing of cost estimations, if necessary

Ø Elaboration of cost and progress reports Ø Cash- flow management Ø Elaboration of cash floor schedule and definition of financing limits for the following months Ø Expense control for all project realization stages (preparation of construction and construction stage) Ø Change control, expense control, and results of control reporting, claims review; elaboration of reports on compliance of expenses and construction progress at all development stages Ø Project execution analysis including preparation of progress reports comparing actual progress of works with agreed project schedule (in regard to cost and time parameters) Ø Check of KS2 and KS3 forms (to be approved by Technical supervision). Preparation of construction progress reports Ø Control and monitoring of Client s payments to Contractors Ø Elaborating of business cases and business case updates, including leasable and GIA (gross indoor areas) and calculations

Planning, organizing, implementing, monitoring, and documenting of a system of policies and procedures necessary for project quality coordination of resources and works Ø PMCP consultant implementation of procedures described in Project Control Management Plan approved by Client Ø Insert quality requirements of design and construction works of the project into Client s Technical Brief Ø Elaboration of design documentation formats and submission requirements, including numbering, registration and use of IT systems Ø Elaboration of Contractor pre- qualification criteria Ø Analysis of quality assurance plans, and analysis of technical information provided at procurement stage Ø Review of licenses and certificates of the project participants

Administration of contracts with General Designer (GD), General Contractor (GC) and consultants Ø PMCM consultant administration of project contracts in respect to Works performance required for project completion, and payments (based on established policies and procedures) Ø Implementation of procedures described within Project Control Management Plan approved by Client Ø Control of proper project contract execution in order to agreed timelines and work volumes Ø Review of additional work volumes, and negotiation of additional scope in regard to contract regulations Ø Administration of project contracts, payment confirmation Ø Review of change order indicators, and corresponding consulting services to the Client Ø Issuance of notifications, correspondence, and submission of information to the General Designer, General Contractor, or consultants and other specialists Ø Review of professional damage compensation insurances of project participants Ø Taking measures for legal assistance of the Client, in the case of being expected efficient by PM/CM consultant

Ø Risk identification Ø Quantitative Risk Analysis Ø Qualitative Risk Analysis Ø Development of Risk Prevention/Mitigation actions

The PMCM consultant performs Project procurement and tenders management, and leads negotiations Ø The PMCM consultant is responsible for developing the detailed procurement strategy for the project and provides recommendations for specific procurement routes Ø Preparations for the detailed procurement strategy (to be approved by the Client) for the specific project needs, with consideration to the project complexity, market conditions, and special economic aspects Ø Elaboration of tender schedule, control of tender procedures implementation (Tender Event Schedule). If necessary, or in case of Client request, tender schedule updates at all project stages Ø Organization of pre- qualifying procedures in accordance with the Tenders Regulations. Elaboration of participation short list. Ø This includes Ø Holding pre- bid conferences and meetings Ø Holding Post bid interviews Ø Assistance in preparing and compilation of tender documentation Ø General tender information Ø Instruction for bidders Ø Obligatory bidder information to be submitted with application Ø Contract forms Ø General and particular conditions of the contract

Ø Drawings, specifications, BoQ (Bill of Quantities to be prepared on the basis of the information received from contractors). The Bill of Quantities will be used during the construction tenders for assessment of tender proposals Ø Scope of the general and specific Client requirements (to be elaborated in cooperation with Client representatives) Ø Basis/reference cost estimates by break- down of work type/work elements Ø Coordination for other documents required for tender process according to Client requirements (for example, 3D model details, etc) Ø Compilation of specifications and drawings, bills of quantities, invitations to bidders, and pre- qualification forms Ø Management of tender procedures in accordance with tender regulations, assistance in preparing and issuing of tender documentation Ø Lead of the tender process until issuance of final recommendation of selection of suitable Contractors to the Client Ø Negotiation of terms and conditions of the construction contract with the Contractor (negotiation results to be approved by Client) Ø Assistance in preparing of contracts with the Contractors Ø Tender process monitoring and updated of tender procedures for the project committee

Management of Technical Supervisor Services (Technadzor) in accordance with legislation of RF Ø Preparation of schedules of works and cost control check lists, administration of construction contract with General Contractor, supervising the construction works and co- coordinating activities of various project team members Ø Developing, obtaining approval from Client, and implementing of the following management systems and procedures Ø Elaboration of construction hand- over procedures, including existing buildings and facilities on site Ø Coordination and control of construction work conditions Ø Elaboration of construction realization strategies Ø Review of construction method statements approved for construction works, if necessary Ø Organization and Lead of construction coordination meetings Ø Performance during construction (Construction supervision) Ø Time management Ø Budget and cost monitoring
