AGENDA ITEMS Invocation, Pledge of Allegiance and Roll Call Chair Taylor called the meeting to order and lead in the Invocation. It was then followed by the Pledge of Allegiance. Welcome 1. (Sherrie D. Taylor, Chairperson of the Gadsden County Board of County Commissioners) Chair Taylor welcomed everyone to the Public Safety Coordinating Council Meeting. She recognized the outstanding representation of the Sheriff s Office. General Business 2. Election of Chair and Vice Chair (Robert M. Presnell, County Administrator) UPON MOTION BY LIEUTENANT BOB WILDER AND SECOND BY LIEUTENANT BOBBY COLLINS, THE COUNCIL VOTED TO MAKE CHAIR OF BOCC SHERRY TAYLOR AND MAJOR SHAWN WOOD THE CHAIR AND VICE CHAIR OF THE PUBLIC SAFETY COORDINATING COUNCIL. 3. Introduction of Members/New Members Introductions where then held by all present starting with the audience members. 4. Approval of the September 22, 2015 - GCPSCC Meeting Minutes (Robert M. Presnell, County Administrator) UPON MOTION BY VICE CHAIR MAJOR SHAWN WOOD AND SECOND BY SERGEANT ANGLIE HIGHTOWER, THE COUNCIL VOTED TO APPROVE THE MEETING MINUTES OF SEPTEMBER 22, 2015. 5. Update on the Gadsden County Work Program (Temeka Chaney, Probation Manager) Ms. Temeka Chaney of the Gadsden County Work Program discussed the Gadsden County Work Data. She said the numbers were based on past Work Program number totals. She briefly discussed her spreadsheet which totaled 292 participants since 1/10/2014. She pointed out in FY 2016 there was a total savings of 4144 hours worked totaling $41,440 and numbers for FY 2017 are 928 hours worked, a total savings of Page 2 of 5

$9280.00 thus far, with a total from all years of 10920 hours worked equaling $109,200.00 in savings to the County. She pointed out the same process was used for the jail savings based on $52.50 (costs per day to house an inmate). She said FY 2017, to this date 116 days worked at a savings of $6,090.00. She said it was a total savings of 10920 days worked totaling $97,297.50. 6. Discussion of Changing Meetings from Bi-Annually to Annually (Sherry Taylor, County Administrator) UPON MOTION BY AND SECOND BY TO CHANGE PUBLIC SAFETY COUNCIL TO CHANGING MEETINGS FROM BI-ANNUALLY TO ANNUALLY TO MEET STATUE REQUIREMENTS. 7. General Discussion Major Wood gave an update on the Sheriff s Office and asked if Debra Rackley could come forward and give a presentation on AMI. Debra Rackley of AMI (Associate Marine Institute) Gadsden, Program Director commented on the Afterschool program where students (12-17) come from around the school district gave a brief discussion about her program. She said they have been in operation since April 2015 and she said they partner with the Sheriff s Office and other law enforcement and agencies. She said they offer a career center and it is a positive place for students to come after school. She said they were voted the best, most improved one of the top AMI programs throughout the nation. She made a request to sign up with her to become mentors to the students through this program, which shines a positive light on the benefits of law enforcement encounters. Chair Taylor inquired about the qualifications for the AMI program. Mrs. Rackley responded the kids are age 12-17 and that s the only requirement. Major Barkley, GCSO, discussed the jail. He said with the help of the County Manager and jail staff the jail is in 100% compliance. He said the safety jail inspection got 100% and they praised the success. He then spoke of the Reentry Program and highlighted the program. He then introduced his staff. Major Wood discussed the communications upgrade across the County. They are trying to get one radio system to go across the County. He thanked Ms. Chaney for the hard work of their program. He spoke on the National Conference of Black Crime where he would be one of the speakers in Orlando. Finally, he gave congratulations to West Gadsden Basketball Team on going to the State finals Page 3 of 5

Chair Taylor inquired about the jail population. Major Barkley said the jail is at 157 inmates and they try to keep it that way or below. Chair Taylor discussed improved communications for Emergency Management and what is the price. Mr. Presnell said they are expecting bids from Motorola today and details will be worked out. Chair Taylor recalled a fire that happened in a community where there was an issue with 911 calls being rerouted to Bainbridge and some to Tallahassee. Buddy Peddie, Emergency Management, stated there was a concern when citizens dialed 911, it would connect to the closest/strongest tower. He said that is one of the issues the vendors are working on. He said with the next generation 911 they are working on updating GIS locations. He said they are working on updating maps now. Mr. Presnell said we met with Consolidate Dispatch Agencies in Tallahassee to address the concerns and the easiest solution to rectify would be for them to answer Leon County 911 how may I help you, that way it signals the caller that is Leon County and they would then be able to route the call back to Gadsden. He said when the new system is purchased the problems will be eliminated. Vice Chair Wood said it would the new system would do it would give them a digital base platform. He said a lot of time they have the volunteers and sure where they are in the County. He said if they go to this digital radio and would know where everyone on duty is, that way the closest person could go. He said the benefits of a digital radio system is it allows them to lock in School Board, Fire, Animal Control, etc. it would be all in one system that they would be able to communicate. He said it would be a state of the art move for Gadsden County. Chair Taylor said she felt this was great dialogue and it should go further. She said her wish is for them to be on the same page for Public Safety throughout the County.
