The Basics: The Delegate Selection Plan: The Delegate Selection Plan was written in accordance with the Rules and Regulations of the Democratic National Committee (DNC). The plan can be accessed in its entirety on the DPG website or by clicking HERE. The Primary: The Presidential Preference Primary occurring on March, 206 will determine the number of delegates assigned to each presidential candidate. Any presidential candidate who receives more than 5% in the Primary will be allotted delegates in a mathematically accurate way. The Congressional District Chair will know the numbers to be elected prior to the election and how they will be apportioned within the Congressional District. The Convention: The Democratic National Convention will be in Philadelphia from July 25 th through July 28 th. Thousands and thousands of delegates, members of the media, elected officials, activists and more will pour into the City of Brotherly Love to attend meetings, hear inspirational speeches and to officially nominate the next Democratic President of the United States. The Convention in 206 promises to be absolutely outstanding and we want everyone who participates with our Party from delegate election day through the end of July to have a truly extraordinary experience. Types of Delegates: At Large & Alternate Delegate: Delegates elected by the State Committee of the Democratic Party of Georgia at a called meeting on June, 206. District Level Delegate: Any Delegate elected in his or her Congressional District by voters of that district. The election is held on April 6, 206 in every Congressional District in the state. PLEO: A type of Delegate, elected by the District Level Delegates who are Political Leaders and/or Elected Officials. The election for PLEOs is on May 4, 206. Super Delegate: A super delegate, or an unpledged delegate, includes all DNC members, Democratic members of Congress, Governors, past Presidents and Vice Presidents of the party. These Delegates do not have to declare support for a candidate until they arrive at the Convention nor do they have to stand for election.

These numbers can change over the coming year. 67 = District Level Delegates (table below shows how delegate positions are divided between districts) 4 = Unpledged or Super Delegates 3 = PLEO Delegates 22 = At Large Delegates 9 = Alternates (elected at the same time as the At Large Delegates) Georgia uses a proportional representation system based on the results of the Georgia Presidential Preference Primary for apportioning district level delegates to the 206 Democratic National Convention the actual math showing the outcome below can be found in the actual Delegate Selection Plan. Youth are defined as people aged 36 or younger. Each numerical value above reflects the goal for number of people representing each constituency in the 24-person delegation The Affirmative Action Committee of the Democratic Party of Georgia formulated these diversity goals to be as inclusive and welcoming as possible as well as to send a delegation to Philadelphia reflective of this great state s diversity. Expectations for a District Level Delegate To run for a District-Level Delegate you must be able satisfy the following criteria:. You must be registered to vote in the Congressional District in which you are running. 2. You must live in the Congressional District in which you are running. 3. You must file a statement of candidacy with the Democratic Party of Georgia no later than March 8, 206. The forms will be available February 6, 206. 4. You must formally declare which candidate you are pledged to (you may change your pledge up until March 8 th but no later). 5. You must sign a sworn affidavit affirming that you are a Democrat, that you don t participate with any other Political Party and that you believe in the goals of the Democratic Party of Georgia. 6. You must be able to attend the election for the PLEO delegates on Saturday, May 4 th in Middle GA (either Dublin or Macon) in good faith. All District Level Delegates will be responsible for electing the 3 PLEOs. 7. You must be able to attend the delegation meeting on June 8 th in good faith. 8. You must be able to attend the Convention in Philadelphia from July 25-29 in good faith. 9. You must be able to finance your own trip to Philadelphia. This includes the cost of: - Airfare or other transportation to Philadelphia - All 5 nights of hotel and related expenses. The hotel price will be roughly $400-$450 a night, but may be more depending on hotel assignment. Georgia is assigned a hotel and hotels do not accept partial bookings. There will be opportunities to bunk up with other delegates but it is not guaranteed. - All meals - All entertainment Attending the Convention will cost several thousand dollars and is solely the responsibility of the Delegate. Delegates may also fundraise independently to help cover the cost of convention. Under no circumstances will the National or State Democratic Parties be held responsible for any costs associated with individual Delegates. Potential Delegate candidates must sign a waiver acknowledging this statement before they are eligible to run for a Delegate spot. 4
Everything a Potential District Level Delegate Needs to Know. You will need to turn in both the intent form and the pledge form to: Rebecca@GeorgiaDemocrat.org and DNC206@GeorgiaDemocrat.org between February 6 th and 5:00 pm on March 8 th. The forms can be mailed to (and must be received no later than 5:00 pm on March 8 th ): The Democratic Party of Georgia DNC Delegate Selection 206 PO BOX 89202 Atlanta, GA 3032 2. All intent forms are subject to Presidential Right of Review. This means that between the time the forms are due and the election in April, an authorized representative for your pledged candidate for president will review all the intent forms. These representatives have the right to strike anyone from running that they see fit. This is not a function of the DPG it is solely under the discretion of the Presidential candidates campaigns whether to strike a potential delegate or not. If the campaign strikes you you cannot run for the delegate position at that election. 3. Then, you need to prepare for the election by galvanizing all your friends and families who live and vote Democratic in the same district for support. It s kind of like Iowa candidates bring in their supporters to vote for them on Election Day. These voters are called electors. Electors must live in the district they are voting in, must be registered to vote and must affirm they are Democrats. 4. Check the DPG website for the time and location of the election in your district. All elections for District Level Delegates throughout the state are on April 6 th. Plan for an all-day affair for both you and all the electors you bring with you. 5. Show up early for registration there will be a lot of people participating and it could take a while. Remember- democracy is a process and processes can take a bit. Every district must allow for at least 2 hours for registration. At the end of registration, the doors will be locked. No one else may enter the room. Only election assistants, candidates and electors may attend. 6. Registering as a candidate should be a pretty easy process. As long as you turned everything in on time and passed the Presidential Right of Review, your name will be on the list. Bring a picture ID with you for ease. You will need to fill out some forms both the sign-in sheet and the affidavit acknowledging financial responsibility for your trip to Philadelphia should you emerge a victor. 7. Your electors will need to register too. They will go in a different line and should bring a picture ID with them as well. They will fill out an affidavit and will be asked (assuming more than one presidential candidate is allotted delegates) which election they will vote in. They will only vote in the election for 5
their chosen candidate. If there are any questions about the elector s eligibility to participate, his or her residence and voting record will be accessed on site. 8. Ballots will be issued at the time of registration. Only one ballot will be given to each registered individual. 9. General Counsel and others will be available at DPG headquarters to troubleshoot any issue at the election via phone call. 0. The elected Congressional District Chair who sits on the Executive Committee of the Democratic Party of Georgia will run the election unless he or she is running too. In that case, a vice-chair will run the election.. At the beginning of the meeting, the Congressional District Chair will review the rules for voting, the rules for speech-making and will identify the order of elections based on the results of the Presidential Preference Primary (speeches for the candidate apportioned the most delegates will go first, followed by the others in that order). The Congressional District Chair will explain in detail how the ballots will be counted and how provisions for gender equity work. 2. The Congressional District Chair will call up the candidates beginning with the Presidential Candidate who has the most delegates in alphabetical order to give their speeches. Voting will commence immediately after each person standing for election has an opportunity to speak for two minutes. You will not be allowed to go over those two minutes. 3. The ballots will be separated for the candidates. All electors will vote for the number of Delegates pledged to a particular candidate that are allotted to that district. In other words, if Presidential Candidate A is set to receive 4 delegates within your district the elector will circle 4 names of any combination of gender to complete the ballot. 4. The ballot MUST be filled out in its entirety and include the elector s PRINTED name and SIGNED name. Any incomplete ballot will be considered spoiled and it will be tossed from the final count. 5. A ballot counting process that allows for each ballot to be counted both independently and twice will be used ensuring accuracy. 6. Seating the victors will begin once the ballots have been counted twice and verified. Seating is done based on gender- alternating between men and women until the allotment has been satisfied. Your Congressional District Chair will explain exactly how that will proceed at your election. 7. It is possible that a person of an opposite gender will be seated before you, or instead of you even if he or she has more votes. This has happened in the past and is fully expected to happen again. The Democratic Party of Georgia is committed gender parity and bound to this system by the Rules and Regulations of the Delegate Selection process. 8. In the event of a tie, a run-off election must take place. The candidates involved in the run-off election are not permitted to re-address the crowd. Electors may vote for only one of the candidates and must sign their ballot in order for it to be counted. 6
You Won Congrats! What Next? Congratulations it s quite an honor to be a Delegate to the National Convention. This year s convention will be extraordinary, so prepare to have an amazing time! You will be contacted shortly after winning the Democratic Party of Georgia with more information. You will be invited to join a private facebook page and listserv that will allow you to get to know your fellow delegates and plan for the events in Philly. Remember you need to head to the PLEO election on May 4 th in Middle GA as you, and the 66 other District Level Delegates will be responsible for electing the 3 PLEOs. You will also need to attend the first Delegation meeting on June 8 th location TBA to elect a delegation Chair and to receive more information about the upcoming trip. You will be responsible for paying for your hotel room by a date to be set by the DPG (will be in June or early July most likely). Your will send your money to the DPG, as the state party is responsible for the entire block. Your room reservations will be given to you at some point in July. 7
