PLEDGE OF ALLEGIANCE ROLL CALL The City Council of the City of Geneseo met Tuesday, at the Council Chambers, 115 South Oakwood Avenue. Mayor Linda Van Der Leest called the meeting to order at 6:00 PM. Aldermen Doug Crow, Howard Beck, Carl Freeman, Derek Betcher, James Roodhouse and Justin Snodgrass were in attendance. Keith Kennett and Robert Wachtel, were absent. Also in attendance were City Attorney Virgil Thurman, City Clerk Loree K. Phlypo, Directors Opsal, Rice, Building Inspector Mills, and Chief Piotrowski, the press, and various audience members. PRAYER Geneseo resident Kathy Allen offered a word of prayer for the Geneseo City Council and the community as a whole. CHAMBER OF COMMERCE Brian DeJohn stated that the Chamber is currently looking forward to the Annual Dinner, which will be held on February 19 th, 2014 at Lavender Crest Winery. He also stated that they have 7 new members to the chamber and the 3 newly elected board members will serve a 3 year term. PROCLAMATIONS Mayor Van Der Leest stated that City Attorney Virgil Thurman has been a part of the Big Brothers Big Sisters organization for a number of years and asked him to share some of his history with them. City Attorney Thurman stated that he has been involved with the organization for 10 years and he feels that he has grown as much as the young man that he mentors. He stated that anyone that is thinking about getting involved that this is a great organization. Mayor Van Der Leest asked for a motion to proclaim January as mentoring month for Big Brothers Big Sisters organization. Motion by Freeman, second by Roodhouse to proclaim January as mentoring month for Big Brothers Big Sisters. CITY ENGINEERING Director Rice stated that he and a couple employees had met with Greg Ryckaert and he is reevaluating some old maps. He stated that he is evaluating the City s infrastructure for water and sewer and the findings will be brought to a later Committee of the Whole meeting. MAYORAL COMMENTS None
CONSENT AGENDA Mayor Van Der Leest stated that she would like a motion to accept the consent agenda as written. Motion by Betcher, second by Freeman to accept the items as written on the Consent Agenda. Motion by Betcher, second by Freeman to approve items on the consent agenda. OTHER BUSINESS Consideration of the purchase of Tascam DR-100mkll-Portable 2-Channel Linear PCM Digital Recorder and PSP520 AC Power Adapter not to exceed $300. Motion by Freeman, second by Roodhouse to approve the purchase of the Tascam Digital Recorder and Power Adapter not to exceed $300. Consideration to approve Resolution R-14-090 A Resolution Authorizing the Sale of Personal Property. City Attorney Thurman clarified the reason that the documents are worded using Personal Property is because it isn t real estate and so they use that wording instead. Mayor Van Der Leest stated that this vehicle could be a potential donation item to a municipality that is in a disaster area. She stated that she would be 110% transparent on this and if donation is not possible then it will be disposed of as best means possible. Motion by Crow, second by Freeman to approve Resolution R-14-090.
Consideration and Approval of the AT&T Cell Tower Agreement and Resolution R-14-091 A Resolution Authorizing the Mayor to sign and clerk to attest to an agreement with AT&T. City Attorney Thurman stated that in December he reviewed the agreement and felt that the agreement needed a significant number of changes. He stated that AT&T addressed the changes and he is happy with the agreement and that it addressed all the City s concerns. Motion by Freeman, second by Beck to approve R-14-091 and authorize the Mayor to enter into the agreement. BILLS, BUDGETS, WARRANTS Consideration of Bills Presented for December 2013. Motion by Beck, second by Snodgrass to approve the bills for December 2013. Audience Comments None EXECUTIVE SESSION Pursuant to Property matter pursuant to: 5 ILCS 120/2(c)(6) The setting of a price for sale or lease of property owned by the public body. Pursuant to the purchase or lease of real property for the use of the public body: 5ILCS 120/2 (c)(5) The purchase or lease of real property for the use of the public body, including meetings held for the purpose of discussing whether a particular parcel should be acquired. Motion by Betcher, second by Freeman to enter into Executive Session at 6:21pm. Motion by Freeman, second by Snodgrass to re-open public meeting at 7:05pm ACTIONS AFTER EXECUTIVE SESSION Motion by Freeman, second by Beck to authorize the City to purchase a 6 acre tract adjacent to Richmond Hill for the price of $100,000.00, subject to terms of the agreement being approved by the City Attorney.
