Sons of The American Legion Detachment of Wisconsin 46 th annual Convention Friday, July 18th 2014 Opening Call to Order Friday July 18th, 2014 Detachment Commander Daniel Daily (434) called to order the 46 th annual Convention at 3:00 p.m. in the Evergreen room of the Paper Valley Convention Center, Appleton WI. Posting of the Colors Commander Daily called on Squadron 38 Honor Guard from Appleton for the presentation and posting of colors, after the posting of colors and hand salute Commander Daily presented the Post 38 Honor Guard with a citation of appreciation. Invocation-Invocation was given by Detachment Chaplain Bradford Catura (449) POW/MIA Empty Chair Ceremony A ceremony honoring our POW/MIA was conducted by Detachment Commander Dan Daily (434), Detachment Chaplain Bradford Catura (449), and Detachment Sergeant-at-Arms Gary Lubich (121). Reading of the previous Convention minutes It was noted by Adjutant Lawler that the 2013 Convention minutes were approved at the Fall DEC meeting, this was verified by (PDC) David Faust (245). Uniform Code of Procedure for Convention Credentials, Resolution and Rules Chair David Faust (245) Reported that at the previous DEC meeting the current standing rules to convention dated June 3rd 2012 were adopted and approved, that will govern the 46th annual convention. All voting member delegates must be registered with the Legion and S.A.L.. Page 2 of 6

There is a resolution before the committee DC-14-01 pertaining to Amended Constitution & By-Laws updates, these were read and it was noted the voting on this Resolution would take place on Saturday. Elections Judge and teller Appointments Detachment Commander Dan Daily appointed Tom Petrie (189) to be the election Judge. Appointed as Election Tellers were Robert Ames (048), Gary Kennedy (449), Bruce McCormick (434). From discussion Seán Patchin Sr. (385) asked that because he is running in a contested election he had the right to exercise and ask for a fourth teller and recommended Ray Dzeciol (534). Verification was asked for, Credentials, Resolution and Rules Chair David Faust (245) stated this is an acceptable request under the rules. Motion by Detachment Vice Commander Seán Patchin Sr. (385) seconded by Chuck Cook (434) to Approve the appointments, Discussion none. Motion carried. National Convention Delegates Explanation Commander Daily called on Credentials, Resolution and Rules Chair David Faust (245) to explain the National Delegate structure Mr. Faust reported the following based on the Detachment membership of Wisconsin is allotted ten (10) delegates (three as a Detachment plus one for each 500 members) plus one At Large. At Large is the Past National Commander David Faust. Wisconsin s Constitution and By-Laws indicate the incoming and outgoing Detachment Commander, Detachment Adjutant and the National Executive Committeeman are automatically designated as delegates. Three Districts are allowed to assign their delegates and alternate delegate for 500 or more in membership they are District 1, 3, 7 this would leave 4 delegates and 7 alternate delegates to be elected from the floor. Nomination of Candidates for Detachment Office and Election Procedures Credentials, Resolution and Rules Chair David Faust (245) explained the nominations procedure and the requirements, which are the Detachment Commander, four (4) Detachment Vice Commanders, a Detachment Chaplain, two (2) Detachment Sgt.-at-Arms, and because it is an even numbered year a National Executive Committeeman and Alternate National Executive Committeeman. Nomination for Detachment officers would be held during the Friday Convention session. Elections would be held during the Saturday Session. Nominations and elections for the National Delegates would be held during the Saturday convention session. Page 3 of 6

Announced candidates are required to submit a written resume to the Credentials Chairman prior to the opening of the Friday convention session for posting. Self-nominations from the floor are allowed, an oral speech is required and a written resume is to be turned in prior to the opening of the Saturday convention session. Candidates that do not have resumes will be removed from the ballot. Nomination speeches are limited to 5 minutes, seconding speeches are limited to 3 minutes. Elections (Special Order of Business) would start at 10:30 during the Saturday session of the convention. No other business is to be conducted, with the exception of guests addressing the convention at the discretion of the Detachment Commander. Prior to the elections the Commander shall appoint an Elections Judge and Election Tellers. When two or more candidates are nominated for a single office balloting shall continue until one candidate receives a majority of the votes. For contested elections vote totals shall be announced after each round of voting. Vote by acclamation will only be allowed for an office that is non-contested. Campaigning is allowed, materials are only allowed that can fit on a members chair, no free standing or hand held items are allowed nor can signs be posted in the meeting room, they are allowed to be posted outside of the room in the hall and pamphlets are to be handed out outside of the meeting room. Currently to elect would be 50% + 1. Voting by acclimation can only be used for an uncontested position. Nomination of Candidates for Detachment Office Credentials, Resolution and Rules Chair David Faust (245) called for the following nominations, at Commander Daily s request. Detachment Commander With the proper paper work and resume being submitted the announced candidates of Sean Patchin Sr. (385), Gary Lubich (121) for Detachment Commander were presented., Chairman Faust called for other nominations none were presented, nominations were closed. Detachment Vice-Commander With the proper paper work and resume being submitted the announced candidates of Shawn Grothe (243), Christopher Sherman (071) and Robert Sirovina (434) for Detachment Vice-Commander were presented. Chairman Faust called for other nominations. The nomination of Mike A. Kollmansberger (075) was made, no others were presented. Mike noted he would have the paper work in by Sat. morning, nominations were closed. Detachment Chaplain With the proper paper work and resume being submitted the announced candidate of Bradford W. Catura(449) for Detachment Chaplain was presented, Chairman Faust called for other nominations none were presented, nominations were closed. Detachment Sgt.-at Arms With the proper paper work and resume being submitted the announced candidates of Robert Breutzmann (018) and Travis Demler (243) for Detachment Sgt.-at-Arms were presented. nominations. The nominations of Mike Pook (449), Joe McCormick (220) and Gary Masnak (434) were made, no others were presented and nominations were closed. National Executive Committee Man With the proper paper work and resume being submitted the announced candidate of Dan Daily (434) for National Executive Committee Man was presented, Chairman Faust called for other nominations none were presented, nominations were closed. Alternate National Executive Committee Man At this time there were no declared candidates for Alternate National Executive Committee Man. Patrick Gryskiewicz (093) was nominated. Chairman Faust called for other nominations none were presented, nominations were closed. Motion made and seconded to suspend the rules of the convention to allow nominations only as time permits of National Delegates and Alt. Delegates during the Friday session. Motion carried. It was noted that four delegates and 7 alternate delegates were required. Nomination of Convention Delegates and Alt. Delegates National Delegates to Convention At this time there were no declared candidates for National Delegates, Chairman Faust called for nominations, following were presented, Shawn Grothe (243), Ed Chechanowski (434), Kelly Powers (121), Chad Lawler (437), nominations were closed by the Chairman. Alternate National Delegates to Convention At this time there were no declared candidates for Alternate National Delegates, Chairman Faust called for nominations, following were presented, Kerry Severson (245), Patrick Gryskiewicz (093), Bruce McCormick (434), Travis Demler (243), Christopher Sherman (071), Bradford W. Catura, (449), Robert Ames (048), nominations were closed by the Chairman. Motion made and seconded to reinstate the rules of the convention. Motion carried. Nomination and Seconding Speeches Credentials, Resolution and Rules Chair David Faust (245) called for nomination or seconding speeches, the following were presented. For Detachment Commander Nominee Gary Lubich (121), (PDC) Kelly Powers (121) presented nomination Speech. For Detachment Vice - Commander Nominee -Christopher Sherman (071), (DC) Daniel Daily (434) presented nomination Speech. For Detachment Vice - Commander Nominee - Robert Sirovina (434), (DC) Daniel Daily (434) presented nomination Speech. For Detachment Vice - Commander Nominee - Mike A. Kollmansberger (075), Chuck Moore (075) presented Seconding Speech. All candidates for office were allowed to Speak, the following made short speech s, Sean Patchin Sr. (385) and Gary Lubich (121) for Detachment Commander, Mike A. Kollmansberger (075) and Robert Breutzmann (018) for Detachment Vice Commander, Mike Pook (449) for Detachment Sgt.-at-Arms, Dan Daily (434) for National Executive Committeeman Unfinished Business For the Good of the Sons of The American Legion Announcements Candidate for National Executive Committeeman Dan Daily will have a hospitality room (3314) 7:00pm. Fish fry until 9:00pm at Post 38, busses will be running continually, there will be three ball games at Post 38 field. Page 5 of 6

Should members wish to help with the Ecumenical Service Sun morning they should attend the practice sat evening at 6:00pm. When visiting any hospitality room Members should remember to be on their best behavior and decorum as you are representing the Sons of The American Legion. Detachment Convention will reconvene at 9:15 am Saturday morning. There will be two Saturday evening religious services 5:00 to 6:00 pm. The American Legion Past Commanders Club party is Saturday @ 7:00pm. Sunday Memorial service 8:00 am. Closing Benediction A benediction was offered by Detachment Chaplain Bradford Catura (449) Retirement of the Colors With the Colors being in place, a right-hand salute was rendered to the U.S. flag. Adjournment With no other business, Detachment Commander Dan Daily (434) declared the Detachment convention recessed at 4:45 p.m. until 9:15 am Saturday morning.
