The Chair submits for the approval of the Commission the attached draft timetable of work (Appendix) which has been drawn up in conformity with the recommendations formulated by the Executive Board and approved by the General Conference concerning the context and the overall schedule for the work of this Commission. 2. The Commission is responsible for examining Part II.A: Major Programme I, 'Education for all throughout life', of the Draft Programme and Budget for 1998-1999 (29 C/5) as well as items : Establishment of a UNESCO Institute for Information Technologies in Education; : Revision of the International Standard Classification of Education (ISCED); and : Adoption of a Recommendation concerning the Status of Higher Education Teaching Personnel. Major Programme I also deals with the International Bureau of Education (IBE), the International Institute for Educational Planning (IIEP) and the UNESCO Institute for Education (UIE). 3. The Chair proposes dividing the Commission's work into three parts. The first part would consist of the general debate on Major Programme I of the Draft Programme and Budget for 1998-1999 (29 C/5). This part would include Programme I.1, Basic education for all ; Programme I.2, Reform of education in the perspective of education throughout life ; the programmes and budgets of IBE, IIEP and UIE; and items, and of the agenda. At the conclusion of the general debate, there will be a reply by the representative of the Director- General. The five sessions devoted to the policy debate will be held on 3, 4 and 5 () November 1997. At the end of the fourth session of the general debate, 4 November 1997 in the afternoon, 30 minutes will be devoted to a special presentation in the framework of UNESCO's Learning without Frontiers initiative: Mr Noah Samara, Chairman and Chief Executive Officer of WorldSpace, Inc., will speak to us about the potential of digital delivery radio broadcast by satellite to Africa, Asia and Latin America to create learning environments without frontiers. 4. The Commission will then move on to Part II (Wednesday, 5 November ) and consider draft resolutions proposed in certain documents concerning particular items, draft
29 C/COM.II/1 - page 2 resolutions submitted by Member States and proposed resolutions I.1, I.2, I.3 and I.4 in document 29 C/5, and make its recommendations thereon. Following this, it will make its recommendations regarding the budget for Programmes I.1 and I.2, for IBE, for IIEP, for UIE, for IITE, and for Major Programme I as a whole. 5. The third part of the Commission's work will be dealt with in the afternoon session on Thursday, 6 November: discussion, within the range of issues assigned to it for consideration, of the main lines of emphasis of the Draft Programme and Budget for 2000-2001 (30 C/5). The purpose of this session will be to highlight the broad policy options on the basis of which the Director-General will begin, in 1998, the process of consultation leading to the preparation of document 30 C/5. 6. At the Commission's tenth session on Monday afternoon, 10 November 1997, it will discuss its report and make its recommendations concerning the budget and Major Programme I as a whole. 7. As shown in the attached timetable, the documents to be considered include, in addition to the various parts of document 29 C/5, certain documents concerning items which require action by the Commission, certain documents transmitted for information, reports and draft resolutions. With regard to the draft resolutions, the timetable may be incomplete if additional proposals are submitted within the time-limit for consideration by the Commission. However, reference is made in this connection to paragraph 42 of document 29 C/2 dealing with the processing of draft resolutions deemed admissible by the Director-General. This paragraph stipulates that the Director-General will circulate to each commission a document containing general observations on the draft resolutions submitted to the Commission and more specific comments, if need be, on some of them, and will sort the different draft resolutions into groups according to the type of decision which might be envisaged by the General Conference. This document, 29 C/8 COM.II and Revs., will guide the Commission in dealing with the various groups of draft resolutions and formulating recommendations to the General Conference. 8. Thematic debates among delegates and experts of the programme commissions will be held in joint round tables and meetings to take place on Friday, 31 October 1997 in a less formal way than the customary debates on the various agenda items mentioned above. 9. In presenting this timetable, the Chair would like to point out that, considering, on the one hand, the volume and the importance of the task that the Commission has to accomplish and, on the other, the fact that the Commission must complete its work by the end of the afternoon session on 6 November, which is the Commission's ninth session, any delay in the work of the commission will necessitate the holding of night sessions. In this connection, each delegation will be able to take the floor once during the general debate, covering the Commission's second to sixth sessions. Interventions will be limited to eight minutes. 10. Finally the Chair proposes that the Commission simplifies the practice of establishing the list of speakers for the general debate, Part I of the Commission's work. To this end, the list of speakers is displayed in the Commission's Secretariat
29 C/COM.II/1 - page 3 (Room A.33) so that delegations can indicate at which session devoted to the general debate they would wish to take the floor. The list of speakers for the general debate will be closed before the end of the Commission's fifth session, Tuesday, 4 November 1997.
