Page 2 Four annexes are attached to this notification as follows: Annex I contains the provisional agendas for COP 21, CMP 11, SBSTA 43 and SBI 43. The adopted agenda of the session of the ADP is available on the UNFCCC website at: http://unfccc.int/meetings/session/9056/php/view/agenda.php Annex II provides information on the preparatory meetings of the least developed countries, small island developing States, the African States and the Group of 77 and China. Annex III provides information on credentials and Annex IV provides key information for participants as well as recommendations for reducing the carbon footprint of the Conference. All additional information concerning the sessions will be posted on the UNFCCC website < www.unfccc.int > in due course. A separate Information Note on High Level events, including the Leaders Event on 30 November 2015 and the respective protocol arrangements will be issued soon. The online registration system, which allows Parties to nominate individuals electronically and efficiently, to attend the sessions was opened on 11 June 2015. Registration online is the only official channel in which to nominate participants for the sessions. The secretariat is not in a position to receive nominations by any other method such as e-mail, letter or fax. Administrative, financial and institutional matters: (a) Audit report and financial statements for 2014; (b) Budget performance for the biennium 2014 2015; 4 Parties may recall that at COP 4 it had proved impossible to reach any agreed conclusions or decisions on this matter (FCCC/CP/1998/16, para. 64). The agenda item was therefore included on the provisional agenda for COP 5 in accordance with rules 10(c) and 16 of the draft rules of procedure being applied. COP 5 could not reach a conclusion on this matter (FCCC/CP/1999/6, para. 18) and, following rules 10(c) and 16 of the draft rules of procedure being applied, the item was included on the provisional agendas for COP 6 to COP 12, with a footnote reflecting a proposal made by the Group of 77 and China to amend the wording of the item to read Review of the adequacy of implementation of Article 4, paragraph [ paragraphs in FCCC/CP/1999/6 (although paragraph is correct)] 2(a) and (b), of the Convention. On a proposal by the President, and on the basis of the recommendation made by the SBI, it was decided at COP 14 to defer consideration of this item to COP 16 (FCCC/CP/2008/7, para. 10). Based on a proposal by the President, COP 16 deferred its consideration of this item, pursuant to rule 13 of the draft rules of procedure being applied, to COP 17. This item was held in abeyance at COP 17, 18, 19 and 20. In accordance with rule 16 of the draft rules of procedure being applied, it will be considered at COP 21.

Page 13 Annex III Credentials of States Parties to the Convention and its Kyoto Protocol 1 In accordance with rule 19 of the Draft Rules of Procedure being applied, the credentials of representatives of Parties, as well as the names of alternate representatives and advisers, shall be submitted to the secretariat no later than 24 hours after the opening of COP 21. Any later change in the composition of the delegation shall also be communicated to the secretariat. The credentials must be issued by the Head of State or Government or by the Minister of Foreign Affairs or, in the case of a regional economic integration organization, by a competent authority of that organization. They should indicate the date and place where the instrument was issued, be signed by the competent authority and indicate the title of the signatory. In the case of a person acting ad interim, as the Head of State or Government or as the Minister of Foreign Affairs, the title must indicate that the person is exercising such powers ad interim. In this respect, the secretariat will accept the following formulations: Acting President, Acting Prime Minister, Acting Minister of Foreign Affairs, President ad interim, Prime Minister ad interim and Minister of Foreign Affairs ad interim. The secretariat wishes to remind Parties that, in accordance with decisions 17/CP.9 and 36/CMP.1, only one set of credentials is necessary to cover the participation of Parties to the Convention and Parties to the Kyoto Protocol in the COP at its twenty first session and the CMP at its eleventh session. Original credentials, duly signed as indicated above, written in one of the six official languages of the United Nations 2, should be deposited during COP 21 with the External Relations counter, located beside the Information Desk in the Conference Center at the Paris Le Bourget site, in France. No other office or authority of the secretariat or of the Host Country is designated to receive credentials. The receipt of the document will be acknowledged by the secretariat in writing on a copy of the original. Please provide a copy of the original document for that purpose. A list of valid credentials will be posted on the official site of the secretariat: < http://unfccc.int>. The secretariat strongly recommends to Parties to verify that their credentials have been listed on the official site of the secretariat. In accordance with rule 20 of the Draft Rules of Procedure being applied, the Bureau will examine the credentials and submit its report to the COP. Page 14 Parties are reminded that at COP 21, the COP will consider the outcome of the work of the ADP, including a text for a protocol, another legal instrument or an agreed outcome with legal force under the Convention applicable to all Parties. Pursuant to decision 1/CP.20, paragraph 6, the ADP made available a negotiating text for a protocol, another legal instrument or an agreed outcome with legal force under the Convention applicable to all Parties (FCCC/ADP/2015/1), which has been communicated to Parties by the secretariat through a Note Verbale dated 19 March 2015, and which is available on the UNFCCC website at: <http://unfccc.int/resource/docs/2015/adp2/eng/01.pdf>. Parties may wish to note that only those Parties that have submitted to the secretariat valid credentials will be entitled to participate in the adoption by the COP of the outcome of the ADP s work. Parties may also wish to note that should the secretariat be requested to confirm the quorum for the COP to take decisions during the conference, the quorum will be determined on the basis of Parties that have submitted valid credentials. In accordance with rule 31 of the Draft Rules of Procedure being applied (FCCC/CP/1996/2), the presence of two thirds of the Parties to the Convention (i.e., 130 Parties) will be required for any decision to be taken. Observer States to the Convention States that are not Parties to the Convention are not required to provide their representatives with credentials.
