IDLO Values International Development Law Organization People focused The ultimate beneficiaries of our work are justice seekers the people who claim justice and seek the protection of the rule of law, although our immediate beneficiaries are often state institutions, government officials and civil society groups. We will strive to empower people and build their trust and confidence in the rule of law. Justice oriented We subscribe to a vision of the rule of law that encompasses substantive justice as well as procedural fairness, and is consistent with international human rights norms and standards. We will promote and uphold our understanding of the rule of law without being prescriptive or peremptory and with sensitivity to local context. Gender sensitive We are committed to promoting gender equality through nondiscriminatory gender-responsive laws and institutions, enhancing women s access to justice and increasing their legal empowerment to achieve sustainable development. We will ensure that all our programs, projects and activities are gender-informed and benefit from gender-analysis. IDLO Mission IDLO enables governments, empowers people and strengthens institutions to realize justice, peace and sustainable development. We contribute to creating stable and inclusive societies where every person can live free from fear and want, in dignity and under the rule of law. Local ownership We recognize that reforms are most likely to be sustainable when they are owned by those whom they intend to benefit. While anchoring our work in international standards and values, we will align our assistance with local priorities, seek local support and ownership from a wide range of societal stakeholders, and work closely with local partners to meet local needs based on locally defined parameters. Empowerment We are committed to promote empowering solutions through capacity development and partnership-building. We foster the ability of institutions, individuals and the sector itself to deliver timely, good quality justice with an efficient use of resources. We help justice seekers to learn about their rights, asserting and using them to improve their own well-being. In so doing, we acknowledge the importance of inclusive participatory approaches. Context specific We will take account of the distinct nature of each situation in which we work and invest in understanding the context, including the political and social structures, any gender imbalances and human rights issues. We will seek to identify the best entry points for programmatic intervention and for policy advocacy, taking into account the political dynamics and keeping in mind the needs of the end-users of justice, especially women, the poor, marginalized and vulnerable groups. Transparency & accountability We recognize the importance of being held accountable for our results and the use of our resources. We will work to enhance transparency and accountability to our program partners, beneficiaries, funding partners and governing bodies. We are committed to continue reporting according to the International Aid Transparency Initiative (IATI). Legal pluralism Although the values and standards of the rule of law are universal and must be universally respected, we accept the plurality of legal systems. We believe that it requires us to engage with all formal legal systems and where relevant also with informal or customary and community-based justice. Human rights based We are committed to achieve our goals through a human rights-based approach. We will follow international human rights standards and ensure that our operations are directed at promoting and protecting human rights. We will anchor our development interventions in a system of rights and corresponding obligations established by international law, to promote sustainability, empower people to participate in policy formulation and hold accountable those who have a duty to act. IDLO Vision of the Rule of Law Our vision and mission are founded on the notion of the rule of law as embodying substantive justice and good governance as well as procedural fairness. The rule of law is about rules, institutions and norms, the overall purpose of which is to regulate relations between state and individuals and among members of society, constrain the arbitrary exercise of power and ensure a just process. The rule of law is also about equal protection. Affirming legal equality and impartial justice, the rule of law is concerned with the integrity of institutions and good governance. Most importantly, the rule of law is about safeguarding rights. The rule of law protects not only procedural rights through legal supremacy, certainty and due process, but also important substantive rights through an independent and impartial judiciary and laws consistent with international human rights standards. In many countries of the world, the rule of law operationalizes human rights through constitutional and legal protections, institutions for effective implementation and accountability, judicial and administrative remedies, and the legal empowerment of people to access justice and claim their rights. The rule of law is relevant to all three dimensions of sustainable development: economic, social and environmental. By ensuring stable and transparent legal regimes, the rule of law promotes economic development. By ensuring equal opportunity and equitable access to basic services, it promotes social development. By strengthening the legal framework to protect the environment and set regulatory frameworks for natural resource management that provide fair and sustainable development outcomes, it advances the environmental dimension of development. IDLO IN 2017 Championing the rule of law as a driver of sustainable development at local and global levels IDLO s programs, advocacy and thought leadership support the Sustainable Development Goals to advance equality, inclusion, human rights, justice, peace and prosperity. SUSTAINING PEACE IDLO s programs work to strengthen the rule of law and promote equality and inclusion as necessary investments in stability and peacebuilding. Through institution building and empowerment strategies, IDLO seeks to address the root causes of violence and displacement. GENDER IDLO contributes to gender equality, women s empowerment and the achievement of fair justice outcomes for women and girls through its programs, capacity development and research. IDLO advocates for women s professional participation in the justice sector, including in international fora through support to the GQUAL Campaign. ECONOMIC DEVELOPMENT IDLO promotes sustainable economic development through commercial law reforms, judicial and legal capacity development and anti-corruption initiatives. INVESTMENT SUPPORT With pro bono private sector support, IDLO provides tailored legal expertise and capacity development to the least developed countries to attract investment and stimulate economic growth. This program has been designed in collaboration with the UN Office of the High Representative for the Least Developed Countries. JUDICIAL INDEPENDENCE An independent judiciary ensures fair and equal treatment for all. IDLO works at national and international levels to enhance judicial capacity, integrity and independence through concrete programs, research and advocacy. PROMOTING DEMOCRACY IDLO strengthens the capacity of courts to resolve electoral disputes. Based on its research and learning, IDLO will cooperate with the Global Network on Electoral Justice to share knowledge and experience. HEALTH IDLO launched a project that empowers adolescent girls and young women to hold service providers accountable for HIV-related health and legal services.

IMPACT GOAL 1 People and groups are empowered to realize their rights Afghanistan Burundi Egypt Global: Health Global: Human Rights Honduras Indonesia Liberia Mongolia Myanmar Tanzania Somalia South Sudan Uganda BURUNDI IDLO s research and targeted activities in rural provinces in Burundi strengthened women s customary land rights. Results show a considerable increase, with the level of protection increasing from 4.18% to 28.40% in two provinces, and to 46.70% in an additional province. HONDURAS Following a participatory consultation process with municipal authorities and intended beneficiaries in San Pedro Sula, IDLO supported the development of policy addressing domestic, intra-familial and gender-based violence, with a special emphasis on women, children and youth, people with disabilities and the elderly. INDONESIA IDLO supported a range of civil society initiatives, including a project that seeks to empower rural communities in forest and peat land villages. Through paralegal support, villagers are able to protect their rights to land. MIDDLE EAST AND NORTH AFRICA IDLO is researching the barriers that prevent women entrepreneurs access to justice. The work will inform future interventions to create an enabling legal environment. MYANMAR Through the Rule of Law Centres, IDLO empowered citizens to better understand their rights and access judicial and administrative remedies. Graduates have become change agents in their communities forming 14 civil society organizations. SOMALIA IDLO engaged with the informal justice systems in Somalia to strengthen alternative dispute resolution as part of its work to link customary and formal systems to serve the immediate justice needs of Somali citizens. NEW INITIATIVES Uganda: IDLO has launched a new community justice program, to facilitate local partners to enhance the accessibility, quality and sustainability of justice services delivered to rural, vulnerable and marginalized communities.

An online database in the Attorney General s Office documented and tracked over 10,000 violence against women cases from 23 out of 34 provinces. KENYA IDLO s technical assistance on devolution, gender reforms, judicial capacity development, electoral dispute resolution, commercial law and natural resource management supported Kenyan institutions to successfully implement the new Constitution. KYRGYZSTAN IDLO trained elders from Kyrgyzstan s informal Aksakal courts on their legal jurisdiction. As a result, they carried out their mandates under the formal justice system, which facilitated stronger access to justice for local communities. MALI Facilitated and supported by IDLO, local actors working across the justice chain in four regions in Mali identified and resolved local problems that helped bolster the country s criminal justice system. UKRAINE IDLO launched Ukraine s largest and most advanced Public Service Center in Kharkiv, where up to 2,000 visitors per day access over 400 services, from marriage licenses to pensions, through transparent and simple procedures. IDLO supported the National Anti-Corruption Bureau and Special Prosecutor to help reduce corruption and build public confidence in the rule of law. NEW INITIATIVES Mexico: IDLO is launching a program in Mexico to improve professionalization of the police at municipal, state and federal levels to strengthen the new accusatory system of justice.

IDLO and EBRD are partnering to build judicial and legal capacity in central Asia, Europe and Mediterranean countries to bolster the investment climate. Under the One Belt One Road initiative, IDLO has strengthened its cooperation with the Ministry of Commerce of China to implement projects on law, investment and trade. IDLO has joined forces with UN Women to reform discriminatory laws, and increase women s access to justice and participation in legal service delivery across 16 countries.

International Development Law Organization (IDLO) 2017 at a glance Experts come together at IDLO s Branch Office in The Hague to discuss emerging approaches to rule of law reform, promoting local ownership and shifting the focus to the end users of justice. The myriad ways in which the law makes a crucial difference to public health are outlined in a report published by IDLO, the World Health Organization, the University of Sydney and Georgetown University. The rule of law is essential to achieving the 2030 Agenda and sustaining peace, IDLO tells the United Nations in New York. IDLO s Director-General warns of a global backlash against women s rights unless men and boys are included in the quest for equality, during an Overseas Development Institute event to mark International Women s Day. Advancing gender equality through the rule of law and gender-responsive justice systems is the focus of a roundtable meeting cohosted by IDLO at the UN Commission on the Status of Women. The rule of law is key to closing the gap between human rights aspirations and human rights realities, says IDLO at the Human Rights Council in Geneva. Strong judicial electoral dispute resolution mechanisms are crucial to peaceful elections, highlights a new report published by IDLO. Women s access to justice and representation in the justice sector are discussed during an event with IDLO and the International Association of Women Judges. During the Belt and Road Forum for International Cooperation, IDLO signs a Memorandum of Understanding with the Ministry of Commerce of China, aimed at developing joint projects to build legal capacity for investment and trade. EBRD and IDLO sign a cooperation agreement to increase judicial capacity building with the aim of boosting the investment climate in central Asia, Europe and Mediterranean countries. IDLO s Director-General speaks about the integrated nature of the Sustainable Development Goals at the ECOSOC High-Level Political Forum in New York. A specialized database developed by IDLO to track violence against women cases in Afghanistan contains 10,000 cases in 23 provinces after just one year of use. A new program to support foreign investment in the least developed countries through expert legal assistance is launched by IDLO and the United Nations. Law students and legal academics in Uganda and Tanzania convene to discuss the role of the law in national and global HIV responses. The importance of the rule of law to a stable international order is the subject of an address by IDLO s Director- General to policy makers and civil society in New Delhi, India. Sweden and Mali join IDLO as Member Parties during a signing ceremony at the 2017 Assembly of Parties in Rome. IDLO's 2017 Partnership Forum addresses the relationship between peace and development and the role that the rule of law plays to promote stable and inclusive societies. IDLO presents a key tool to the municipality of San Pedro Sula in Honduras to strengthen the local institutional response to intrafamily violence and promote people s access to rights. JANUARY FEBRUARY MARCH APRIL MAY JUNE JULY AUGUST SEPTEMBER OCTOBER NOVEMBER DECEMBER The Vietnamese Ministry of Justice signs a cooperation agreement with IDLO to facilitate future joint work supporting the justice sector in Vietnam. South African judges provide peer training to their counterparts in Liberia as part of IDLO s program to strengthen forensic and expert evidence in gender-based violence cases. A sub-project starts in Indonesia to improve the admissibility of electronic evidence in court, the third of ten projects under the Dutchsupported Rule of Law Fund implemented by IDLO. At a pan-african conference in Kigali, IDLO advocates for increased collaboration between the formal and informal justice sectors in Africa. IDLO advocates for the key contribution that the rule of law and human rights can make to ensure food security and nutrition for all at the Committee on Food Security in Rome. International best practice in corruption prevention in Ukraine and Italy is discussed at a roundtable meeting hosted by IDLO together with the Ukrainian Embassy in Rome. Legal empowerment of girls and women around the globe is fundamental, emphasizes IDLO s Director-General in a keynote address at the University of Ottawa in Canada. IDLO advocates for genderresponsive laws and policies to combat discrimination against women during an interactive dialogue at the Human Rights Council. IDLO consults stakeholders on a new gender strategy to ensure that IDLO s work effectively contributes to gender equality, women s empowerment and fair justice outcomes for women and girls. IDLO tells the United Nations in New York that the rule of law can help combat the factors that make people vulnerable to trafficking, such as inequality and gender discrimination. www.idlo.int Students in Kyrgyzstan take part in the first university competition on issuing judicial rulings to put into practice the theoretical knowledge they gained in the classroom. To strengthen collaboration on fostering women s access to justice and reforming laws to end gender discrimination, IDLO signs a memorandum of understanding with UN Women. Policy makers, judges and activists discuss the importance of independent judiciaries and separation of powers at a high-level event organized by IDLO, IPU and the Graduate Institute in Geneva. The rule of law is fundamental for ensuring the rights of those in need of protection, including refugees, displaced persons and migrants, IDLO affirms at the UN Youth Assembly. During a mission to Ukraine, IDLO s Director-General meets anti-corruption institutions, supported by IDLO, and visits the Public Service Center in Kharkiv, a one-stop-shop for citizens, which IDLO helped set up.
