November 24, 2017 Regular Parks Meeting Agenda a) amend the agenda for its regular Parks meeting scheduled for November 24, 2017 by adding: i) Item C.1 Jo and Andrea Ledingham, Belcarra South Preservation Society; ii) Item C.2 Hans-Christian Behm, Bowen Island Heritage Preservation Association; b) vary the order to consider Section K. Resolution To Close Meeting prior to Section G. Reports Not Included in Consent Agenda; and c) adopt the agenda as amended. B. ADOPTION OF THE MINUTES 1. October 27, 2017 Regular Parks Meeting Minutes That the MVRD Board adopt the minutes for its regular Parks meeting held October 27, 2017 as circulated. 9:10 a.m. Director Williams arrived at the meeting. C. DELEGATIONS 1. Jo and Andrea Ledingham, Belcarra South Preservation Society Jo and Andrea Ledingham, Belcarra South Preservation Society, spoke to members about the proposed changes to the Belcarra South area from restricted access residential to non-residential public use, requesting the MVRD Board to reject the proposed plan for Belcarra South area. On-table executive summary and presentation material titled "Belcarra South Proposal -What's New" are retained with the November 24, 2017 MVRD Board agenda. 2. Hans-Christian Behm, Bowen Island Heritage Preservation Association Hans-Christian Behm, Bowen Island Heritage Preservation Association, spoke to members about the proposed design concept resulting from the conclusion of the Davies Orchard planning study in Crippen Regional Park, requesting the MVRD Board to reject the recommended concept and transfer the management of Davies Orchard to the Bowen Island Heritage Preservation Association. of Directors held on Friday, November 24, 2017 Page 2 of 11

CONSENT AGENDA At the request of Directors, the following item was removed from the Consent Agenda, for consideration under Section F. Items Removed from the Consent Agenda: 1.1 Belcarra Regional Park- Belcarra South Proposed Design Concept That the MVRD Board adopt the recommendations contained in the following items presented in the November 24, 2017 MVRD Board Consent Agenda: 1.2 Crippen Regional Park - Davies Orchard Planning Study, Recommended Concept 1.3 Grouse Mountain Regional Park- Public Engagement Summary 1.4 Kanaka Creek Regional Park - Contribution Agreement for Operation of the Kanaka Creek Bell-Irving Hatchery 2018-2020 2.1 Delegations Received at Committee November 2017 Director Williams absent at the vote. The items and recommendations referred to above are as follows: 1.2 Crippen Regional Park - Davies Orchard Planning Study, Recommended Concept Report dated October 11, 2017 from Jeffrey Fitzpatrick, West Area Division Manager, Regional Parks, Parks, Planning and Environment, seeking MVRD Board approval of Concept 2: Heritage Focus for Davies Orchard in Crippen Regional Park. Recommendation: a) approve Concept 2: Heritage Focus for Davies Orchard in Crippen Regional Park as detailed in the report dated October 11, 2017, titled "Crippen Regional Parks - Davies Orchard Planning Study, Recommended Concept"; and b) direct staff to proceed with detailed design and implementation of Concept 2: Heritage Focus subject to regular work planning and budget approvals. Adopted on Consent 1.3 Grouse Mountain Regional Park - Public Engagement Summary Report dated October 12, 2017 from Jeffrey Fitzpatrick, West Area Division Manager, Regional Parks, Parks, Planning and Environment, providing the MVRD Board with an update on public engagement in Grouse Mountain Regional Park and seeking approval to develop a preliminary park management plan. of Directors held on Friday, November 24, 2017 Page 3of11

Recommendation: a) receive for information the report dated October 12, 2017, title "Grouse Mountain Regional Parks- Public Engagement Summary"; and b) direct staff to report back to the MVRD Board with a preliminary management plan for Grouse Mountain Regional Park. Adopted on Consent 1.4 Kanaka Creek Regional Park - Contribution Agreement for Operation of the Kanaka Creek Bell-Irving Hatchery 2018-2020 Report dated October 10, 2017 from Wendy DaDalt, East Area Division Manager, Regional Parks, Parks, Planning and Environment, seeking MVRD Board approval to enter into a three-year Contribution Agreement commencing on January 1, 2018 and ending on December 31, 2020 with the Kanaka Education and Environmental Partnership Society toward the operation of the Kanaka Creek Bell-Irving Hatchery in the amount of $21,000 annually. Recommendation: That the MVRD Board approve the Contribution Agreement between the Metro Vancouver Regional District and the Kanaka Education and Environmental Partnership Society toward the operation of the Kanaka Creek Bell-Irving Hatchery for a three-year term in the amount of $21,000 annually, commencing January 1, 2018 and ending on December 31, 2020. Adopted on Consent 2.1 Delegations Received at Committee November 2017 Report dated November 8, 2017 from Kelly Hardy, Office Supervisor, Board and Information Services, Legal and Legislative Services, informing the MVRD Board of delegations received at Committees in November. Recommendation: That the MVRD Board receive for information the report dated November 8, 2017, titled "Delegations Received at Committee November 2017" containing submissions received from the following delegates: a) Hans-Christian Behm. Adopted on Consent F. ITEMS REMOVED FROM THE CONSENT AGENDA 1.1 Belcarra Regional Park- Belcarra South Proposed Design Concept Report dated October 6, 2017 from Jamie Vala, Central Area Division Manager, Regional Parks, Parks, Planning and Environment, seeking MVRD Board approval of the proposed design concept from Belcarra South area in Belcarra Regional Park. of Directors held on Friday, November 24, 2017 Page 4of11

Main Motion a) approve the revised Belcarra South Proposed Design Concept, which changes the use of the Belcarra South area of the regional park from restricted access residential use to non-residential public use; b) retain those buildings protected with Port Moody heritage designation (Cabins 2-7 and Bole House); and c) direct staff to investigate options for Cabin 1, and report back to the MVRD Board. Members discussed ongoing tenancy within Belcarra Regional Park and requested that legal matters related to this issue be discussed at this point. That the MVRD Board close its regular Parks meeting scheduled for November 24, 2017 pursuant to the Community Charter provisions, Section 90 (1) (i) as follows: "90 (1) A part of a board meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following: (i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose." ADJOURNMENT The MVRD Board adjourned its regular Parks meeting of November 24, 2017 at 9:24 a.m. to convene a closed meeting. F. ITEMS REMOVED FROM THE CONSENT AGENDA 1.1 Belcarra Regional Park- Belcarra South Proposed Design Concept (continued) Members discussed the potential development of a park-and-ride system to and from Belcarra Regional Park and the impact of increased traffic on the municipalities of Port Moody and Belcarra. Members discussed the potential for staff to work with the municipalities of Port Moody and Belcarra on the implementation of the Belcarra South proposed design concept. Amendment to the Main Motion That the MVRD Board amend the Main Motion, at the end of the motion, by adding the phrase "and d) direct staff to work with the municipalities of Port Moody and Belcarra on the implementation of the Belcarra South proposed design concept." Directors Louie and Reimer absent at the vote. Question on the Main Motion as Amended Question was then called on the Main Motion as amended and it was Director Reimer absent at the vote. of Directors held on Friday, November 24, 2017 Page 6 of 11

The Main Motion as amended now reads as follows: a) approve the revised Belcarra South Proposed Design Concept, which changes the use of the Belcarra South area of the regional park from restricted access residential use to non-residential public use; b) retain those buildings protected with Port Moody heritage designation (Cabins 2-7 and Bole House); c) direct staff to investigate options for Cabin 1, and report back to the MVRD Board; and d) direct staff to work with the municipalities of Port Moody and Belcarra on the implementation of the Belcarra South proposed design concept. 9:29 a.m. Director Williams arrived at the meeting. Agenda Varied Pursuant to Item Al, the order of the agenda was varied to further consider a resolution to close the meeting at this point. K. RESOLUTION TO CLOSE MEETING That the MVRD Board close its regular Parks meeting scheduled for November 24, 2017 pursuant to the Community Charter provisions, Section 90 (1) (e) and (i) as follows: "90 (1) A part of a board meeting may be closed to the public if the subject matter being considered relates to or is one or more of the following: (e) the acquisition, disposition or expropriation of land or improvements, if the board or committee considers that disclosure could reasonably be expected to harm the interests of the regional district; (i) the receipt of advice that is subject to solicitor-client privilege, including communications necessary for that purpose." Adjournment The MVRD Board adjourned its regular Parks meeting of November 24, 2017 at 9:58 a.m. to convene a closed meeting.
