REGULAR MEETING OF THE BOARD OF EDUCATION APRIL 11, 2017 The Regular Meeting of the Board of Education of the Johnson City Central School District, held in the Board Room of the Johnson City High School, 666 Reynolds Road, Johnson City, Broome County, New York was called to order by President Martinez at 7:00 p.m. on Tuesday, April 11, 2017. President Martinez led the Pledge of Allegiance to the Flag. Upon roll call, Board Members present: Member absent: Also present were: Richard G. Martinez, President Shannon M. Edmondson, Vice President Nicholas J. Matyas, District Clerk Jeannette Farr, Trustee Heather Gaughan, Trustee Matthew Jablonowski, Trustee Debra Welsh Clarke, Trustee Mary Kay Roland, Superintendent; Eric Race, Assistant Superintendent for Administration and Jalynn Doig, Board Clerk. MOTION: Trustee Jablonowski SECOND: Trustee Edmondson CARRIED UNANIMOUSLY - At 7:02 p.m. the Regular Meeting was recessed to hold the Public Hearing on the Revised Code of Conduct. PUBLIC HEARING 2016-17 RE-ADOPT CODE OF CONDUCT President Martinez called the Public Hearing to order at 7:01 p.m. Superintendent Roland explained the changes to the Code of Conduct Policy #5300. President Martinez then opened the floor for visitor questions/comments. There were no visitor questions or comments. MOTION: Trustee Gaughan SECOND: Trustee Matyas CARRIED UNANIMOUSLY - At 7:03 p.m. the Public Hearing was recessed to reconvene the Regular Meeting. ROUTINE MATTERS MIN. 2/28/17 MINUTES: February 28, 2017 Regular Meeting approved as REGULAR presented. MEETING MOTION: Trustee Gaughan SECOND: Trustee Jablonowski CARRIED UNANIMOUSLY FINANCIAL STATEMENTS COMMUNI- CATIONS There were no financial statements. A representative from NBT Mang Insurance Agency presented the Board a dividend check for effectively managing claims. President Martinez accepted on behalf of the District.

Regular Board Meeting - 2 - April 11, 2017 POLLING OF THE BOARD MEMBERS PROPOSED EXECUTIVE SESSION MOTION: Trustee Gaughan SECOND: Trustee Jablonowski CARRIED UNANIMOUSLY Upon the polling of the Board, a motion was made to leave open session at 7:06 p.m. to enter into executive session to discuss CSE and CPSE recommendations, attached to and made part of the official minutes filed in the permanent record. The following attended Executive Session: Board Members: Trustees Martinez, Edmondson, Farr, Gaughan, Matyas, Jablonowski Also attending: Mary Kay Roland, Eric Race, Jalynn Doig MOTION to Adjourn Executive Session: Trustee Gaughan SECOND: Trustee Jablonowski CARRIED UNANIMOUSLY The Regular Meeting reconvened at 7:15 p.m. REPORT - SUPERINTENDENT OF SCHOOLS A. INSTRUC- Mark Bordeau and Bryan McCoy shared a presentation regarding CEP, TIONAL a federal program that provides free breakfast to all students in qualifying REPORT districts. Their recommendation to apply for CEP at the K-8 building and continue with Provision 2 Breakfast at the high school was discussed. B. BOARD Audit Committee: Trustee Matyas reported that an independent audit of COMMITTEE the MS extra-classroom accounts was very favorable with all past REPORTS discrepancies reconciled and recommendations made for further improvement. Instruction/Curriculum Committee: President Martinez reported that the committee reviewed tenure recommendations and had no reservations. Project Committee: President Martinez presented the Board with an analysis of their priorities for the Renewal 2020 Project. These will be combined with administrator priorities to further define the scope of the project. Budget Committee: Mr. Race presented the 2017-18 budget information. His presentation included goals, state aid analysis, expenditures, budget breakdown, revenue projections and a tax-levy limit calculation explanation. C. LEGAL MOTION: Trustee Edmondson SECOND: Trustee Jablonowski ISSUES Upon the recommendation of the Superintendent and Asst. Superintendent - Budget for Administration, the Board approved the budget transfers. Regular Board Meeting - 3 - April 11, 2017 D. 2017-18 MOTION: Trustee Edmondson SECOND: Trustee Jablonowski BUDGET RESOLVED, that the Johnson City Board of Education hereby adopts ADOPTION the school budget for the 2017-18 school year in the amount of $54,007,539.00, to be voted on by district residents on May 16, 2017. Upon roll call the vote was as follows: Ayes: (6) Trustees Martinez, Edmondson, Matyas, Farr, Gaughan, Jablonowski Noes: (0) None Absent: (1) Trustee Welsh Clarke Abstain: (0) None President Martinez declared the motion approved. E. 2017-18 MOTION: Trustee Matyas SECOND: Trustee Gaughan PROPERTY Upon the recommendation of the Superintendent of Schools and the Asst. TAX Superintendent for Administration, the Board approved the 2017-18 REPORT Property Tax Report Card. B-T BOCES MOTION: Trustee Gaughan SECOND: Trustee Edmondson FINAL CARRIED UNANIMOUSLY REQUEST FOR RESOLVED that the Board of Education of the Johnson City Central SERVICES School District will participate in BOCES provided services during 2017-18 2017-18. The Board of Education agrees to pay Broome-Tioga BOCES the charges identified on the base contract according to the schedule as determined by Broome-Tioga BOCES. Also, be it resolved that payments on supplemental contracts will be implemented by the district in accordance with the Broome-Tioga BOCES requirements. G. CONTRACT MOTION: Trustee Jablonowski SECOND: Trustee Gaughan w/mgmt. CARRIED UNANIMOUSLY ADVISORY The Board approved the contract with Management Advisory Group for GROUP IEP and STAC services for the 2016-17 school year. 2016-17
