Carried on a 2/3 vote of members present Presentations Elizabeth Glibbery, Manager, Toronto Animal Services and Esther Attard, Chief Veterinarian provided a presentation concerning feral cats and the City of Toronto s trapneuter-release program. 501 Corporate Services Committee Minutes - 2 - May 30, 2016 Delegations Barb North addressed the Corporate Services Committee concerning feral cats and is requesting the Responsible Pet Owners By-law include a definition for feral cats, feral cat colonies and trap-neuter-return program and the caretakers of the feral cat colonies be exempt from the provision to license the cats in their colonies. Councillor Neal left the meeting during Barb North s delegation. Cindy Bennett addressed the Corporate Services Committee providing information about the Humane Society of Durham Region's new transport program to Toronto Humane Society for low-cost community spay/neuter service and T.N.R. service for feral cats in Durham Region stating it is a free service for registered owners of a feral cat colony. Adam Lamplugh addressed the Corporate Services Committee stating he has been a volunteer with the Humane Society Durham Region for 7 years now and is speaking in support of stronger provisions in the Responsible Pet Owners By law for doghouses and pens. Kathy Green addressed the Corporate Services Committee stating she is an Oshawa resident and a volunteer with Team Chelsea and is requesting Council adopt the same provisions included in the City of Mississauga s Animal Care and Control By-law for doghouses and pens. Martin Field addressed the Corporate Services Committee reading from his submission, Martin Field requested Council adopt the same provisions as included in the City of Mississauga s Animal Care and Control By-law for doghouses and pens. Karen Ormerod, Humane Society Durham Region addressed the Corporate Services Committee in support of stronger provisions in the Responsible Pet Owners By-law for doghouses and pens and is requesting Council adopt the same provisions included in the City of Mississauga s Animal Care and Control By-law. Gillian Lauder addressed the Corporate Services Committee in support of stronger provisions in the Responsible Pet Owners By-law for doghouses and pens and is requesting Council adopt the same provisions included in the City of Mississauga s Animal Care and Control By-law. Absentee Member (OEAC-16-34) Recommendation That in accordance with Section 6.3 of the Advisory Committees of Council Policy and Procedure regarding Attendance Management, Niels Schonberg be removed from the Oshawa Environmental Advisory Committee. 505 Corporate Services Committee Minutes - 6 - May 30, 2016 Municipal Law Enforcement and Licensing Services Discussion Agenda Matters Excluded From Consent Agenda Moved by Mayor Henry, That Correspondence CORP-16-50, being letters in support of stronger provisions in the Responsible Pet Owners By law for doghouses and pens be referred to staff for a report back in September 2016. Carried That Correspondence CORP-16-52 and the presentation provided by Toronto Animal Services be received for information; and, That Municipal Law Enforcement and Licensing Services staff be requested to meet with staff from the Humane Society Durham Region to consider options: 1. to more effectively and humanely manage feral at colonies; 2. to work co-operatively to optimize spay/neuter opportunities; 3. to explore other opportunities for effective collaboration; and, 4. That staff prepare a subsequent report to the Corporate Services Committee including possible recommendations for amendments to the Responsible Pet Owners By-law related to collaborative, effective management of feral cat colonies. Corporate Services Committee Minutes - 7 - May 30, 2016 Items to Be Introduced By Councillors 506 CORP-16-54 Seniors Protection and Care Recommendation Whereas we have an ageing population; and, Whereas many families are responsible for the care of both or one parent; and, Whereas these parents have provided protection and endless love to their children throughout all stages of their lives; and, Whereas many of these parents are placed in private or publicly run long-term care facilities; and, Whereas many are dealing with physical and mental health issues, Alzheimer's and dementia; and, Whereas many are unable to speak or protect themselves from violent acts, sexual assaults or theft of personal property; and, Whereas many of our parents have become vulnerable and deserve protection as they have provided to us throughout our lives; and, Whereas many private and publicly run long-term facilities screen their owners and employees to protect all the residents; and, Whereas many residents placed in these long-term care facilities have changed due to medical and health reasons, and have become violent, physical, and aggressive; and, Whereas there is no screening done on these residents or history of crimes committed currently or in the past; and, Whereas some still have active probation or protection orders against them; and, Whereas many seniors have become the most vulnerable due to lack of ability to speak up; Therefore be it resolved, that the Council of the City of Oshawa supports the protection and care of all long-term care workers and residents, and requests the federal and provincial governments require that appropriate disclosure of any history or active cases of violence, sexual assault, etc. be made for any person being placed in any of these facilities; and,

Carried as amended That the motion be amended to add: and the Association of Municipalities of Ontario for distribution to all Ontario municipalities with a request for support.
