Mr. Koogler moved Resolution 17-4-20-5 determining to proceed with the construction of a water supply system in the Northwest Regional Water Supply Improvement area of the Greater Greene-Little Miami Sewer District known at W15-3, NW Regional Master Plan Project #5 Upper Bellbrook Road Water Main Extension. IN RE RECOGNIZING PARKS & TRAILS DEPARTMENT VOLUNTEERS Mr. Anderson moved Resolution 17-4-20-6 recognizing the volunteers to the Greene County Parks & Trails and Greene County Park District for their time and energy during 2016. There are more than 110 individuals who donated in excess of 9,261 hours of service. IN RE COLLECTIVE PAVING CONTRACT: COUNTY ENGINEER Mr. Koogler moved Resolution 17-4-20-7 approving an agreement between the County Engineer and County Services for the collective paving program of 2017. The County plans to have Greene Way Boulevard paved under this program. IN RE AUTH. TO ADV.: WILMINGTON PIKE & BROWN ROAD TRAFFIC SIGNAL PROJECT Mr. Anderson moved Resolution 17-4-20-8 authorizing the advertisement of the Wilmington Pike and Brown Road Traffic Signal project. Bids to be opened May 11, 2017 at 11 A.M. IN RE AUTH. TO ADVERTISE: VILLAGE OF JAMESTOWN (FY16 CDBG) Mr. Koogler moved Resolution 17-4-20-9 authorizing the advertisement for the Village of Jamestown curb, gutter and sidewalk replacement project (FY16 CDBG). TO APPLY & APPROVE AGREEMENT: OHIO SUPREME COURT TECHNOLOGY FUND GRANT (COMMON PLEAS) Mr. Anderson moved Resolution 17-4-20-10 authorizing the application to and authorizing the County Administrator to sign the agreement with the Ohio Supreme Court for the Technology Fund grant for the Court of Common Pleas. The grant award is $82,968 with no local match required. IN RE ACCEPT & RECORD EASEMENT DEED: WATER LINE, BEAVERCREEK Mr. Koogler moved Resolution 17-4-20-11 accepting and recording the easement deed from NNN TRS, Inc., the developer of The Shoppes at Fairfield Commons, for a water line on behalf of the Sanitary Engineering Department. IN RE ACCEPT & RECORD EASEMENT DEED: SEWER LINE, SUGARCREEK Mr. Koogler moved Resolution 17-4-20-12 accepting and recording the easement deed from PEBB Dayton LLC., the developer of Sugarcreek Plaza, for a sewer line on behalf of the Sanitary Engineering Department. IN RE RECOGNIZING XENIA HALL OF HONOR INDUCTEES Mr. Anderson moved Resolution 17-4-20-13 through 18 recognizing the following inductees into the Xenia Community Schools Foundation Hall of Honor: John Bowen, Douglas Cope, R. Greggory Cross, Janet Kindred, Kathleen Seagraves, and William Schumacher. Page 13 Thursday, April 20, 2017 IN RE ACCEPTANCE OF PERFORMANCE BONDS & CASH SURETY: RIVER RESERVE Mr. Anderson moved Resolution 17-4-20-27 accepting the performance bonds and cash surety for River Reserve, Section 1, Beavercreek Township for water and sanitary sewer lines in the amount of $141,796.13; streets and storm sewers in the amount of $189,950.31; sidewalk and survey markers in the amount of $88,781; and the cash surety for parkland dedication in the amount of $10,344.42. IN RE ESTABLISHING CONTRACT RETAINER ACCOUNT: RIVER RESERVE Mr. Koogler moved Resolution 17-4-20-28 establishing a contract retainer account at The Huntington National Bank in the amount of $10,344.42 for parkland dedication in lieu of fee for the development known as River Reserve, Section 1, Beavercreek Township, and authorizing the County Administrator to be the authorized signer on the account. Emily Smith of Fairborn told the Board she lives in a Ryan Home and while they look great from the outside, there are problems on the inside. She thought the Board would like to know because of the action just taken for River Reserve. Mr. Koogler suggested she contact the Better Business Bureau. Mr. Glaser said to write a letter to the County s Building Regulations Department. Kim McCarthy of Xenia asked if the study on County wages is finished. Brandon Huddleson, County Administrator, said not yet. IN RE EXECUTIVE SESSION Mr. Koogler moved Resolution 17-4-20-29 entering into executive section at 1:30 p.m., to consider the purchase of property for public purposes, or for the sale of property at competitive bidding, pursuant to ORC Section 121.22(G)(2). Those present were Commissioners Glaser, Koogler and Anderson, Brandon Huddleson, Lisa Hale, Paul Newman Jr., Elizabeth Ellis, and Lisa Mock. Commissioners resumed open session at 1:55 p.m., with no action taken as a result of the executive session.
