ELECTION COMMISSION STUDENTS GYMKHANA 2016-17 INDIAN INSTITUTE OF TECHNOLOGY KANPUR PRESENTS Post-Conduction Report By-Elections 2017 Chief Election Officer 21-Mar-17 As per the discussion in the 2016-17/6th Special Meeting of the Students Senate, the situation of the incoming Senate was declared extra-ordinary, therefore it was decided that a By-Elections shall be conducted for the vacant posts of the Students Senate 2017-18. The By-Elections were conducted from 13th February to 20th February, with minor changes from the pre-conduction report that was presented through the mailing list. This report contains the election schedule, all the posts on which elections were held, results, finance report and the recommendations.

SCHEDULE As per the approved pre-conduction report presented by the Election Commission, on 10 th February 2017, the election was conducted from 13 th to 20 th January 2017. The proposed schedule is as follows: 13 th February (Monday) 0600 hrs. Call for nominations Code of Conduct begins Via Mail 2030-2200 hrs. Re-nominations: Since there was no withdrawal of nominations till 9 AM of 14 th February, renominations were called for the following posts: Executive (Total post = 1): Position Seats Electorate General Secretary, Films and Media 1 All registered IITK Students Senators (Total posts = 31): Position Seats Electorate BT/BS-MT/MS/MBA Y12 2 Registered Students of the Same Batch BT/BS-MT/MS/MBA Y13 2 -do- MTech (2-year) Y15 2 -do- MBA and MDes Y15 1 -do- PhD Y14 and earlier batches 5 -do- PhD Y15 1 -do- PhD Y16 and MSc-PhD Y14 2 -do- Re-nominations for MSc (2-year) and MSc-PhD Y15 and Y16 were not called because these posts were already filled in the General Elections and calling nominations on these posts were a mistake. Re-nomination filing started at 8:30 PM on 14 th February at the Senate Hall, nominations for the following posts were filed: Senators: Position Seats Nomination Received BT/BS-MT/MS/MBA Y12 2 1 Since there was no PG Girl candidate for any of the posts, therefore according to the article 2.03 and 3.07 of the Students Gymkhana constitution, the nominations for the PG Girls Representative were called on 15 th February. We received only one nomination. 4

Campaigning was allowed for all the candidates, after the ratification of their manifestos and submission of Campaigners List, from 15 th February. As per the requests from candidates, the campaigning time was extended until 2359 hrs. from 16 th February so that the candidates could cover as much as possible, which also changed the time for the EC meeting with candidates to 0000 hrs. Parallel campaigning was also allowed where at most two of the official campaigners of any Executive candidate can campaign door to door canvassing to most 2 people at once, as the audience. As there were no nominations for the General Secretary, Films and Media, the slot for one of the Executive Debate was converted into the FB Campaigning for the candidates of General Secretary, Games and Sports. As per the data available on the Election Commission page, this campaigning was very successful for the candidates, with an increase of 3k in the post reach from the General Elections. Envelope Voting was conducted in three sessions on 15 th 17 th February from 8:30 PM to 9:30 PM in Senate Hall. No. of envelopes received = 5 Polling was conducted on 19 th February 2017 (Sunday) at the following seven locations: Locations Hall of Residence I Hall of Residence II Hall of Residence III Hall of Residence V Hall of Residence VI Hall of Residence VIII Hall of Residence XI Electorate All students of Hall I and XII All students of Hall II All students of Hall III and IV All students of Hall V All students of GH-I, GH-T and NRAT All students of Hall VII, VIII and other registered students All students of Hall IX, X and XI The timing for polling was 6 PM to 10 PM. All the polling booths were secure and were under proper vigilance. Polling booths were occupied by an appointed polling officers and a SIS guard. There was some delay in setting up the polling booths in Hall II, III and V; therefore polling was informally extended by 30 minutes. The time mentioned in the pre-conduction report was 5 PM to 10 PM, but due to the Assembly Elections scheduled in the campus, the polling was rescheduled to 6 PM. Counting of votes started at 11 PM on 19 th February. All the candidates (for the posts for which elections were being held) were informed to send one nominee to witness the counting procedure. Counting was done under the supervision of the members from the Vigilance Committee. Counting was finished by 11:30 PM. RECOMMENDATIONS The conduction of these elections should never be taken as precedence by the Students Senate. This decision was taken in haste and thus has affected the EC and the spirit of elections very poorly. The EC proposes that in a case of crisis a proper thought should be given to the dates. The senate must consult the dates with all the clubs, festival teams etc. so that there are no clashes and the code of conduct doesn t hinder there activities. Increase in budget of the Election Commission is required, as seen in the finance report presented above, the sources of income are very limited and hence a significant increase is required as the General Elections are expensive event and the proper publicity of the elections and conduction of the polling can very easily go up to INR 60,000/- to 70,000/-. Hence, the budget for the next year should be allotted keeping this in mind. To increase the voter turnout the EC proposes the dynamic polling booths, so that we can reach the maximum number of voters possible. There is a need to come up with proper structure of this system, but we can assure more 70 % voter turnout. The EC will be trying this system in the HEC elections with the help of the Hall-level elections council and respective HECs. COMMENTS The unwillingness of the members of the Election Commission was made very clear to the Senate, but the Chief Election Officer felt pressurised by the Students Senate to conduct these elections, which ultimately led to a lot of problems. The conduction of elections and giving a good senate next year, are as much a responsibility of the Senate as it is for the EC and apart from few members of the senate there was no one to assist the EC in the conduction of the elections, even when most of them were well aware of the crisis faced by the EC and the fact that the team was dissolved. I would like to appreciate the efforts by Ms. Richa Agarwal, Mr. Vedant Goenka and Mr. Mayank Jain. Without them the conduction of polling would have been impossible. THANK YOU 9
