City Attorney Charles Cantrell, City Clerk Mallory Prewett, Finance Director Allen Brinkman, and City Administrator/Engineer Tom Stehn were also present. Councilman Josh Cotter was absent and Councilman Cary Stewart was absent for closed session. ADMINISTRATOR S REPORT For the month of January, 2018, 1046 Cut-off Notices were sent out with a potential loss of revenue of $280,207.70. Handout on latest FEMA Status. Kentucky Avenue: a. On January 9, 2018, we held a public meeting to get public input on how to address the traffic issues with the vacancy of Kentucky Avenue from 6 th Street to 8 th Street. Approimately 40 people attended the public meeting. From the meeting, we received a total of 19 different variations of possible concepts. We hired CMT to help us evaluate each concept, and they put each concept into a heat decision matri to determine viability. We are still working through each concept, but it was evident with the matri to address the traffic issues most effectively, it was a combination of making improvements to the North/South and East/West City Street
System. We will be scheduling another public meeting in the near future to share this information with the public. Flood Concerns Update: Briefly, a quick update on some items that we are trying to move forward to address future flooding concerns. The City has applied for a CDBG Grant for two detention basins. This would be 100% funding, no match required. We have interviewed 3 consultants to evaluate and design a new St. Louis Street bridge and a bridge for the etension of Thayer Avenue. The scope of work would also include evaluating and design of improvements to the Howell Creek channel from Lincoln Avenue to the end of the city limits near Arlee Home Fashions. We hope to bring an agreement for this work to the Council Meeting in March of this year. The Street Department has begun the process of cleaning out the Howell Creek Channel. They started at the edge of the city limits near Arlee s Home Fashions and working back toward town. We are currently working between St Louis Street and Washington Avenue. We have re-established the Luna detention basin. The City is currently working on at adding gabion baskets at Rhonda Bridge. We replaced the culvert washout on Palmer Street. The City is looking at grants and other options for doing some additional buyouts. We are evaluating some other detention basins possibly on Lincoln Avenue and around Independence Drive. We are also evaluating the purchase of some stream monitoring equipment. Berm Removal:
a. We have made some progress with removing the berm in front of the GoCat Facility. Most of the berm has been removed along Howell Avenue. However, due to the weather, we are on hold while it is just too wet at this time. Local Use Ta: We just wanted to remind everyone that voting for a Local Use Ta for the City of West Plains will be during the April 3, 2018 election. We have begun the process of educating our citizens on what a yes vote could mean for our community, which would only apply to purchases made from OUT OF STATE vendors and would mirror the 2% sales ta rate currently in the City of West Plains. We just want to emphasize that passage of a Local Use Ta would NOT increase the sales ta paid to local businesses or to any Missouri vendor. This would not be a double ta, and it is not a new ta. For eample, a $20 online purchase out of state would generate 40 cents of revenue for the City of West Plains. The Use Ta is also on the Howell County ballot, along with eight other communities in the region. Fiber: a. A brief history: In 2015, the City of West Plains began connecting all city buildings to establish its own fiber internet network. However, the City was also receiving a significant amount of feedback from business owners and private citizens that internet speeds, reliability and affordability in West Plains were not adequate. In September, 2015, a 22 person, citizen-led Broadband Study Group was formed to research options that would best provide West Plains consumers with improved reliability and affordability for internet access. After considerable research, this group recommended for the City to provide high-speed internet to ALL West Plains consumers as an additional utility, which the group felt would improve economic development prospects and add a quality-of-life amenity for its citizens. The West Plains City Council agreed with this recommendation, prompting the City to invest the time and manpower necessary to be able to offer this internet utility to its citizens in the net few years. **Currently, the City is only offering DEDICATED high-speed internet to local businesses, and a test pilot is currently underway in the Southern Hills area to determine the viability and feasibility of a full deployment. Should that full deployment happen in the net few years, it will simply be another internet option for our citizens and NOT a mandatory service. Please contact City Hall at 417-256-7176 of you have
