CITY OF BELLEVIEW PARTICIPATION/DISCUSSION TOPIC FORUM DATE OF MEETING March 23, 2017 EXPLANATION OF AGENDA ITEM PRESENTING PARTY Medical Marijuana Workshop Information Sue Farnsworth, AICP, CFM Development Services Director BACKGROUND/EXPLANATION The City of Belleview is currently under a moratorium on medical marijuana dispensing facilities. The purpose of the moratorium is to allow staff and elected official time to consider and implement appropriate land development and/or other ordinances necessary to regulate dispensing facilities in the City. The State and surrounding local governments have started developing regulations for this newly approved industry. Several bills have been introduced in this congressional session. All allow for local zoning regulation of medical marijuana treatment centers. Four local options are available to be used in any combination: 1) Regulate to specific zoning districts 2) Regulate through level of review (permit or special exception) 3) Limit the number of treatment centers 4) Require separation from specific land uses (churches, schools, etc) or from other treatment centers. a.public Comments b.commission Comments ATTACHMENTS RECOMMENDED ACTIONS Florida DOH Quick Facts PowerPoint with Maps Sumter Co Ordinance (adopted) Marion Co Ordinance (proposed) Discussion THE COMMISSION RESERVES THE RIGHT TO POSTPONE ANY DECISION ON AUDIENCE, OR WALK-IN REQUESTS UNTIL SUFFICIENT TIME HAS BEEN ALLOWED FOR REVIEW OF DOCUMENTATION
