The NHRC took suo motu cognizance of a media report which said children from Salem and Villupuram districts of Tamil Nadu were being trafficked and auctioned in Thrissur district of Kerala for domestic work. The June 14 media report had quoted the coordinator of the Tamil Nadu Domestic Workers Association. The report said the children were being subjected to sexual harassment too. In a statement, NHRC member Justice D Murugesan observed that the contents of the press report, if true, amounted to serious violation of human rights of children. Quoting the report, NHRC said there were a number of brokers working for trafficking children. They approached the poor parents in villages in these districts and brainwash them. After paying some money to the parents, they take the children to Kerala. Trafficking of children could be prevented only if the Tamil Nadu government took serious and immediate steps, the NHRC observed.

They have been asked to reply to the notices within eight weeks. Reports of trafficking of children in the age group of 12 and above have been appearing in the media and NHRC member Justice Murugesan, taking suo mutu cognizance of one such media report on June 14, quoting the state coordinator of Tamil Nadu Domestic Workers' Association, issued notices to chief secretaries and directors general of police of the two states to enquire into the matter and submit reports. "Most cases of trafficking of children to Kerala have been reported from Salem and Villupuram districts," noted child rights activist A Devaneyan told TOI. "Most of them are girls and they are taken to Kerala under the guise of domestic work and then forced into sex trade. The parents forget about them after a few years," he said. Poor people in Villupuram and Salem districts as well as in the districts bordering Kerala fall prey to them. "During our interaction with some parents of these children, we found that in most cases they did not have money to marry off their girl children. Hence, they send girls to Kerala to work as domestic help and earn money on their own for their marriage," said Devaneyan. An NHRC release said children from Salem and Villupuram districts of Tamil Nadu were being trafficked to Kerala and auctioned at Thrissur as domestic help. Reportedly, these children were also being subjected to sexual harassment, the release said. Murugesan has observed that the contents of the press report, if true, amounted to serious violation of human rights of the children. A number of brokers, who are part of the racket, approach poor parents in villages in the two districts and brainwash them and take their children along with them by paying a paltry amount. Children are being trafficked to Kerala from other parts of the country as well. Recently, 53 children from the NorthEast were rescued from Palakkad railway station. "Though the caretakers mentioned that they were brought to Kerala for education, authorities did not allow them to proceed and sent the children back with their parents to their respective states," said Devaneyan. In another case, children from West Bengal, Jharkhand and Bihar were rescued last year at Palakkad railway station. More than 580 children from these three states were on their way to some orphanages in Kerala. They were stopped midway at Palakkad and child rights officials from those states said it was utter poverty that forced the parents to send their wards to Kerala.

The Commission referred to a media report, which quoted the State Coordinator of Tamil Nadu Domestic Workers Association that children from Salem and Villupuram districts were being trafficked to Kerala and auctioned at Thrissur for domestic work, while some of them were also being subjected to sexual harassment. NHRC member Justice D. Murugesan observed that the contents of the press report, if true, amount to serious violation of human rights of the children, a NHRC statement stated. Notices have been issued to the Chief Secretaries and the DGPs of Tamil Nadu and Kerala to enquire into the matter and submit a report in eight weeks, it added.

NHRC ASKS OHRC TO PROBE NALCO S NEGLIGENCE Tuesday, 16 June 2015 PNS BHUBANESWAR The National Human Rights Commission (NHRC) has directed the Odisha Human Rights Commission (OHRC) to inquire into the issue of Nalco s negligence to provide job to a woman whose husband had died while working in the Navaratna company. The apex human rights body asked the OHRC to submit an action-taken report (ATR) soon. The commission s direction came after Angul-based Human Rights Watch secretary Sangita Swain lodged a complaint at the NHRC alleging that one Swagatika Pradhan wife of deceased Trilochan Pradhan who had died in 2011 while working in Nalco, is yet to get a job. The Nalco authorities even do not comply with the recommendation of Angul Collector, said the petitioner. Neither she has been provided job in humanitarian ground nor under rehabilitation and resettlement policy, the petitioner pointed out. Taking the issue seriously, the NHRC directed the OHRC to intervene in the issue and asked it to submit an ATR at the earliest. The petitioner also urged the NHRC to provide `20 lakh to the victim as compensation. She also requested the commission to initiate criminal proceeding against the concerned authorities.

NHRC asks Railway Board to pay Rs 5 lakh to woman Press Trust of India New Delhi June 15, 2015 Last Updated at 21:28 IST The NHRC has asked the Railway Board to pay Rs 5 lakh as relief in a case of alleged molestation of a woman and attack on her husband by RPF personnel resulting in his death. The couple, along with their children, was on June 16, 2008 travelling to Daltanganj, Jharkhand, by train. Four RPF personnel had allegedly molested the woman at Rai railway station. The woman's husband was also attacked. He had sustained head injuries and was taken to a hospital, where he died during treatment, the NHRC said in a statement. The Railway Board's contention that the four RFP personnel involved were not guilty as per an enquiry by a competent authority was held untenable by the commission. The RPF had said the personnel were on duty with lathis and not rifles as was claimed by the woman and his husband had died after consuming aluminium sulfide and no injuries were found during post-mortem. The NHRC said the RPF's contention was factually incorrect because external injury in the form of swelling and bruises on the head was mentioned in the post-mortem report. Also, on the NHRC's directions the CB-CID, Jharkhand and SP, Government Railway Police had conducted probe into incident and found that the personnel guilty of molesting the woman and attacking her husband. The NHRC has sought a compliance report along with proof of payment within eight weeks from the Railway Board.

NHRC issues notice to UP energy department Two girls were electrocuted in village Pradhanpur of Jaunpur district on July 11 due to the alleged failure on part of a Junior Engineer and a lineman Virendra Singh Rawat Lucknow June 15, 2015 Last Updated at 17:34 IST National Human Rights Commission (NHRC) has issued notice to the Uttar Pradesh energy department to inquire into the delay in payment of additional compensation of Rs 2 lakh each to the kin of two minor girls, who were electrocuted in Jaunpur district in July 2011. Two dalit girls Kajal (9) and Shikha (10) were electrocuted in village Pradhanpur of Jaunpur district on July 11, 2011 due to the alleged failure on part of a Junior Engineer (JE) and a lineman of the electricity department. Apart from issuing notice to the UP energy department principal secretary, the NHRC has asked the Jaunpur Superintendent of Police (SP) to inquire into inaction and delay in not making the concerned JE and lineman accused in the case and filing a chargesheet against them in court. Both the officers have been given six weeks time to submit the proof of payment along with the action taken report in the matter by their respective departments. NHRC member Justice D Murugesan expressed dissatisfaction over the response of the concerned authorities to the show cause notice issued earlier by the Commission that the JE had superannuated and the lineman had been put under suspension. The Commission noted the statutory inquiry had indicted both the personnel, but the JE was allowed to retire on December 31, 2011 and the lineman was placed under suspension only on December 6, 2014. It lamented only a 'meagre' amount of financial relief of Rs one lakh each had been paid to the next of kin of both the electrocuted girls after about two years following the incident. The Commission observed the sequence of events spoke volumes about the state of affairs in the UP energy department. It said the compensation of Rs one lakh was meager and that an additional Rs 2 lakh each be paid as interim relief. In its inquiry, the Commission had concluded the JE and the lineman had violated provisions of Rule 29 (1) of Indian Electricity Manual, 1956 in non-maintaining the transmission lines properly that led to the two death.

The Commission has also asked the Superintendent of Police, Jaunpur to conduct an enquiry into inaction and delay in not making the concerned Junior Engineer and the Lineman accused in the matter and filing a chargesheet against them in the court.

According to a NHRC's release Justice D. Murugesan, Member of the Commission expressed dissatisfaction over the response of the concerned State authorities to the show cause notice issued by the Commission that the Junior Engineer had retired and the Lineman was put under suspension. Further, Rs. 1 lakh each had been paid to the next of kin of both the deceased minor girls. The Commission said that the statutory enquiry had indicted both the delinquent Electricity Department personnel on the 26th July, 2011 but the Junior Engineer was conveniently allowed to retire on the 31st December, 2011, almost five months after the enquiry report, and the Lineman was placed under suspension only on the 6th December, 2014. Even the meagre amount of financial relief of Rs.1 lakh each had been paid to the families of both the electrocuted girls after about two years after the incident. The Commission observed that the sequence of events speaks volumes of the state of governance and particularly in the State Electricity Department. The amount of compensation of Rs.1 lakh each is meager. In these circumstances, the Commission reiterated that the Government of Uttar Pradesh pay Rs.2 lakh each more as recommended by it in its show cause notice, as an interim relief. During the course of enquiry, the Commission had found that a 200 meter iron wire was drawn by the villagers of Harijan Basti (East) of Village Pradhanpur to use the electricity illegally. On the 11th July, 2011, the illegally drawn iron wire broke up and fell down in the field. The two minor girls came in its contact when they went towards the field to answer the call of nature and died on the spot. The Junior Engineer and the Lineman were found having violated provisions of Rule 29 (1) of Indian Electricity Manual, 1956 in non-maintaining the transmission lines properly.

NHRC dissatisfied over UP's response to electrocution of two minor dalit girls Jun 15, 7:10 pm New Delhi, June 15 (ANI): The National Human Rights Commission has issued a notice to the Principal Secretary of the Department of Energy of the Uttar Pradesh government to enquire into the inaction and delay in the payment of an additional amount of Rs.2 lakh each to next of kin of two minor dalit girls here in Pradhanpur village, who were electrocuted. Rs.1 lakh each had been paid to the next of kin of both the deceased minor girls. Kajal, aged nine and Shikha, aged ten were electrocuted on July 11, 2011, due to failure on the part of a junior engineer and a lineman of the electricity department of the state. The commission has also asked the Superintendent of Police of Jaunpur to conduct an enquiry into the inaction and delay in not filing a charge sheet in the court against the concerned junior engineer and the lineman accused in the matter. Both the officers have been given six weeks time to submit the proof of payment along with the action taken report on the inaction and delay in the matter by their respective departments. Justice D. Murugesan, member of the Commission, expressed dissatisfaction over the response of the concerned State authorities to the show cause notice issued by the Commission that the junior engineer had retired and the lineman was put under suspension. The commission observed that the sequence of events spoke volumes of the state of governance, particularly in the state electricity department. During the course of enquiry, the commission had found that a 200 meter iron wire was drawn by the villagers of Harijan Basti (East) of Pradhanpur village to use the electricity illegally. On the fateful day, the illegally drawn iron wire broke up and fell down in the field. The two minor girls came in its contact when they went towards the field to answer the call of nature and died on the spot. The junior engineer and the lineman were found guilty of having violated provisions of Rule 29 (1) of Indian Electricity Manual, 1956 in non-maintaining the transmission lines properly. (ANI)

NHRC issues notice to Tamil Nadu, Kerala over reports of child trafficking Jun 15, 9:49 pm New Delhi, June 15 (ANI): The National Human Rights Commission (NHRC) on Monday issued notices to the Chief Secretaries and the Director Generals of Police, Governments of Tamil Nadu and Kerala over reports of child trafficking. The commission has asked them to inquire into the matter and submit reports within eight weeks. The NHRC took suo motu cognizance of a media report, quoting the State Coordinator of Tamil Nadu Domestic Workers Association, Gilara, that children from Salem and Villupuram districts of Tamil Nadu were being trafficked to Kerala and auctioned at Trichur for the purpose of domestic work. Reportedly, these children were also being subjected to sexual harassment. Justice D. Murugesan, Member of the Commission has observed that the contents of the press report, if true, amount to serious violation of human rights of the children. According to the media report, carried on June 14, there were a number of brokers working for such trafficking. They approached the poor parents in the villages of these two districts of Tamil Nadu and brainwashed them to take along their children after paying some small amount. The trafficking of children could be prevented only if the Government of Tamil Nadu took serious and immediate steps. (ANI)

The Commission has also asked the Superintendent of Police, Jaunpur to conduct an enquiry into inaction and delay in not making the concerned Junior Engineer and the Lineman accused in the matter and filing a chargesheet against them in the court. Both the officers have been given six weeks time to submit the proof of payment along with the action taken report on the inaction and delay in the matter by their respective departments.
