Number MS The papers of Gabriel Alexander were placed in the Archives of Labor and Urban Affairs in December of 1981 by Mr. Alexander and opened for research in April of 1988. Gabriel N. Alexander was born in Detroit, Michigan, on March 1, 1910. A graduate of the University of Michigan and a practicing attorney, Mr. Alexander served with the Region XI National War Labor and the National Wage Stabilization Boards during World War II. During the decade after the war, the US Department of Labor referred the G.H.R. Foundry dispute and the Southern Bell strike settlements to him. In 1959, Michigan Governor G. Mennen Williams appointed Gabriel Alexander to a task force on labor. Shortly after the Public Employee Relations Act (PERA) of 1965, Governor George Romney appointed Mr. Alexander to an advisory committee to determine what adjustments, if any, should be applied to the act to best serve both the public employee and the general public. In the private sector, Mr. Alexander held various positions. From 1948 to 1950, he was appointed several times by the American Arbitration Association to hear dispute cases. He also acted as arbitrator for General Motors and the UAW from 1948 to 1956. During the years 1956-59 Mr. Alexander served as the umpire for Bower Roller Bearing-UAW arbitrations. He was permanent arbitrator for Great Lakes Steel-United Steelworkers; umpire for Swift & Co.-United Packinghouse workers; arbitrator, Bethlehem Steel-United Steelworkers. In 1962, he was appointed as an umpire to UAW-Chrysler matters. In 1971-72 Mr. Alexander was part of an arbitration panel hearing contractual issues between the Detroit Police Officers Association (DPOA) and the City of Detroit. Gabriel Alexander also served, from 1971-76, as a referee for the System Board of Adjustment between American Airlines and the Air Line Stewards and Stewardesses Association, Transport Workers' Union of America (TWU), AFL-CIO. Academically, Mr. Alexander has been an instructor and visiting lecturer of labor law and arbitration at Wayne State University, the University of Michigan, and the New York School of Industrial & Labor Relations. The papers of Mr. Alexander reflect his work in both the government and private sector as it relates to the interaction between union and management.

This series includes information on the National War Labor Board (NWLB) in labor disputes during World War II; the Federal Mediation and Conciliation Service, US Department of Labor, and its referral of Mr. Alexander to the Southern Bell Telephone & Telephone arbitration; collective bargaining, and the Michigan Public Employee Relations Act (PERA) of 1965.
