History and Philosophy of Springdale 4-H Club The Springdale Center 4-H Club received its charter in l940 under first General Leader Milo Grundahl. He served until l942 when Mr. and Mrs. Curtis Baker became General Leaders. In l944, the Club s name changed to Springdale 4-H Club. Following the death of Mr. Curtis Baker, Mrs. Mildred Baker continued as the Club s General Leader until her retirement in l978, after 40 years of service to 4-H. During l928-l929 and l930, she was leader for the Berg 4-H. Hundreds of people attended the retirement party to wish her well after her many years as a 4-H Leader. Leaders Mary Mackler and Marion Ringgenberg then took over the club as General Leaders. In 2004, Mary Mackler retired as Club General Leader and enrolled as one of the Club s Cloverbud Leaders. Florence Connors joined the Club in 1988 and served as Co-Organizational Leader with Mary Mackler. Florence Connors and Donna Dochterman were current Co-Organizational Leaders till 2012 when Donna stepped down as club Co-Organizational Leader. Florence Connors is currently the General Club leader. The Springdale 4-H Club has had a tremendous listing of club members, with thousands of award winners in a large variety of areas, hundreds of graduates who completed the 4-H program, dedicated project leaders and enthusiastic junior leaders, who all came away from 4-H with memories that will last a lifetime. Each and every individual is important to the club. All members, young and old, help make the club work. Take an active part speak up at meetings and make your ideas known. Everyone can help with a job, and some people are better at one thing over another. Each member should serve on a committee, or just pitch in when things need doing. Your involvement at meetings and your attendance at activities will allow you to get to know other club members better and feel more a part of the Springdale 4-H Club. Participation of Club officers, leaders, members, parents, other family and the community are all necessary components of a successful 4-H club. By working together and being involved in our club, we acknowledge our past, enjoy our present, and shape our future. The Springdale 4-H Club has a long and proud history. The next chapter of the Springdale 4-H Club story continues to be written by our youth officers, youth leaders, adult leaders and members of the club. No one knows the future, but as a 4-H member, you are making history for the Springdale 4-H Club. 2

Springdale 4-H Club Constitution Article l: The Springdale 4-H Club will conduct its business in accordance with Robert s Rules of Order. Article ll: The Springdale 4-H Club will have a quorum of active members in attendance to legally conduct any 4-H club business. Article lll: Regular meetings of the Springdale 4-H Club will be held on the first Tuesday of each month at the Springdale Town Hall, 2379 Town Hall Road, Mount Horeb, Wis. 53593. Meetings start at 7:00 P. M. (4-H club officers should arrive before the meeting is to start.) Exception: APRIL 4-H CLUB MEETING if on an Election Day for the township will be moved or cancelled. The decision on where it will be held or if it will held will be decided by leaders and all members will be notified (by email). Exception: NOVEMBER 4-H CLUB MEETING. First Tuesday of November, if an Election Day at the Springdale Town Hall, meeting will be moved. Discussion at the October meeting will make notice (by email) of any meeting change. Exception: If the Mount Horeb Schools are dismissed early or if no school is held because of bad weather, the Springdale 4-H Club monthly meeting or any project meetings that were scheduled will be cancelled for that day. The decision about rescheduling for that month will be made by the club leader or project leader with notification by email. Exception: The 4-H leader(s) can make changes in the meeting schedule. Meetings will not be conducted on holidays and notice by email will be given in advance to all 4-H members prior to the meeting of the schedule change. Article lv: Membership: No person can be denied on the grounds of race, color, national origin, sex, handicap status, religion, or political affiliation be excluded from participation in, be denied the benefits of, or be subjected to discrimination under any aspect of the Dane County 4-H Leaders Association, Inc., including, but not limited to, all programs and activities. Springdale 4-H Club is open to all individuals who are in Kindergarten, 1 st and 2 nd grades can participate in the Dane County 4-H program as Cloverbuds, and membership is $3.00 per member. Individuals may join starting in 3rd grade, and may continue in the 4-H Club as a member through the next 4-H year following their graduation from high school. Member dues must be paid by October to be considered an active member. DUES are Payable to the SPRINGDALE 4-H, $20.00 per member, horse project member $21.00, when enrollment forms are confirmed on line by the Springdale 4-H club enrollment person. No monthly club dues are collected. The Springdale 4-H Club is not responsible for paying members unpaid dues to the Dane County Leaders Association. NEW MEMBERS ONLY can enroll in 4-H at any time during the year. Members will have to pay the full year membership. New members with a beef project to show at the Dane County Fair have to be a member by January lst of the year they want to show. New member s dues are to be paid by October or upon enrollment if later to remain an active member. MEETING REQUIREMENT: Springdale 4-H members are required to attend at least 3 monthly club meetings in 3

a year to stay in good standing with the club, as well as to qualify to be an officer and to show at the Dane County Fair. Cloverbuds are exempt from the minimum meeting attendance requirement. POST- HIGH SCHOOL: To encourage post-high school members to continue in the 4-H club, they are exempt from the meeting attendance requirement. The club leader needs to notified of the college status and a plan needs to be completed with the leader to stay in good standing with the 4-H club. LEADERS OF SPRINGDALE 4-H CLUB will complete the leader orientation program offered by Dane County 4-H office and be approved as leaders and enrolled in club enrollment. Their dues for each year are $5.00 to be paid by each individual leader themselves. A vote may be called for as an agenda item each year regarding if the club will pay for leaders membership. The club treasury balance has to announced to all members who would be voting and a majority of the members have to be present to have a valid vote. Article V: All active members are encouraged to have one or more projects based on their interest. Members are encouraged to attend meetings, participate in related activities of the Springdale 4-H Club, and to maintain record books for their projects and activities. Members are encouraged and required to exhibit their best behavior, manners, leadership, and be a good role model while representing 4-H. Article V:1a Horse and Pony project members are totally responsible for filling out and filing required project forms by the required date of March 1 st (of the year showing at the Dane County Fair) with the necessary information to meet the deadline. If this is not met, they are disqualified from being able to show. Springdale 4-H is not responsible if meeting requirements are not met, forms are not completed, or if forms are not filed on time to qualify to show in the project they are enrolled in. Article V:1b Animal projects and some other 4-H projects have required educational meetings; exhibitors must attend. Proof of attendance is the total responsibility of the individual exhibitor. For example, large or small animal and dog projects have required meetings. Springdale 4-H is not responsible if meeting requirements are not met, forms are not completed, or if forms are not filed on time to qualify to show in the project they are enrolled in. Article VI: Officers will be elected on a yearly basis at the June meeting of the Springdale 4-H Club. Any eligible club member can be nominated to run for an office at the May and June meetings, and attendance at the June meeting is not required to be elected. The positions are President, Vice-President, Secretary, Treasurer, Reporter, Historian, and Sunshine Officer, if club members can fill all jobs. All active club members are eligible to be nominated for an office. To be considered an active club member you have to be a member for at least one year and have attended the required number of club meetings as stated in Article IV Membership (Please see Springdale 4-H Club Policies & Procedures: Election of officers Article VII: Requirements to hold a 4-H Charter: The following requirements must be met to hold a 4-H charter and be recognized as a 4-H club in Dane County, Wisconsin: Club Name Five or more youth from at least three families Adult Leadership that has been approved through the Youth Protection Program Educational plan which meets the purposed of the 4-H program Youth involvement in leadership and decision-making 4

Meeting on a continuing basis Have written operating guidelines, bylaws or constitution approved by the members to govern the club. Complete the 4-H Annual Charter Renewal Packet that includes critical communication, legal, financial and educational accountability requirements. All blanks must be completed. This is submitted to the county UW-Extension office by NOVEMBER 1st annually. Officers will submit their required information and signatures due to the Club Leader by required date. Article VIII: Dissolution Clause Upon dissolution of the club, the officers of the club will notify the Dane County 4-H Leaders Association of the intent to dissolve and disburse any remaining funds and records of the club to the Dane County 4-H Leaders Association and the Dane County 4-H Youth Development Staff as their property. Article IX: Any Springdale 4-H Club Constitution, policies and procedures can be modified or changed at any meeting by a majority of the members present provide the notice was given at a previous minutes and will be noted in minutes. By-laws yearly will be reviewed and any additions and corrections to the club documents will be made by a majority vote of the youth members of the club. By-Law Acknowledgement: Each family at the next month after the by-laws and constitution has been voted on will be required to sign by-laws acknowledgement form confirming they have read the by-laws and Constitution and agree to abide by them. Article X: *Each family that has a registered Springdale 4-H club member is assigned one month to serve snacks, beverage, and provide a short program of interest to the other 4-H club members per 4-H club year. Each family serving their assigned month is responsible for set-up and clean-up of the meeting facility. Clean-up includes general pick up and returning meeting area to original arrangement, which may include vacuuming, checking bathrooms for if lights are turned off, turning heat down if turned up. New 4-H members for the first year will be put on the schedule with another 4-H family who has already served a previous year (if more families than 12 are available). Springdale 4-H Club By-Laws (Policies & Procedures): *The Springdale 4-H Club Educational Mission is to develop leadership skills through working on and sharing in a wide variety of Agricultural based projects and events throughout the year. Springdale 4-H Club Yearly Dates: Wisconsin 4-H Fiscal Financial year: July 1 st -June 30 th of the following year Charter Year: Jan 1 st -Dec 31 st of the same year Dane County 4-H Leaders Association Annual Year: October 1-Sept 30 of the purpose of definition in Wisconsin 4-H policies Dane County Record Book Year: September 1 st -August 31 st of the following year State Enrollment Membership Year: November 1 st -Oct 31st 5

Enrollment for all MEMBERS and LEADERS: Enrollment will be available online Sep. 1 at https://wi.4honline.com. It will be the responsibility of the member or parents to fill in the necessary information needed to complete enrollment. They will be notified by the Dane County 4-H office by email when they have been approved and are accepted as a 4-H member. This has to be done every year and enrollment fees are to be paid to the club you are enrolling in at a meeting or by mail by November lst Youth Leaders for Cloverbuds Youth leaders are strongly encouraged to work with the Cloverbuds at a monthly meeting, showing the younger members leadership. Members can work with the Cloverbuds during a monthly meeting with a project of interest for the young members, a sign-up sheet will be offered at the beginning of the new 4-H year. If a youth member cannot complete the month they signed up for they are to find a replacement by notification of replacement to club leader) The Cloverbuds will have an Adult Cloverbud leader and ONE youth leader assigned to each meeting. All club members (including other youth leaders) will be attending the regular monthly meeting, unless it has been approved by the club leader that the project needs additional help for the meeting event. The youth leader s responsibilities for working with the Cloverbuds will include: Plan the entire Cloverbud meeting for a monthly meeting. Present the meeting plan to (Mary Mackler or Florence Connors) prior to their assigned meeting. Responsible for gathering all necessary supplies for the meeting. Lead the meeting, assisted by the adult Cloverbud leaders. This is a great opportunity for our older members to gain some real leadership experience while treating our youngest members to some excellent programs and serving as a wonderful role model. The youth leaders can enter this on their Permanent Record as a Leadership Project. Leadership Projects are required to receive a silver pin and 3 Leadership Projects are required to receive a gold pin. Club Information Documents The Springdale 4-H Club will furnish a document (handbook) with club rules, a membership listing, members names, parents names, addresses, phone numbers, e-mail addresses, monthly club meeting schedule, and projects that members are enrolled in (project list) for the coming year at the time of publication. These documents are to be used by club members and leaders in contacting 4-H members and families in reference to 4-H related items only. If a family does not want their information used in the membership listing, they will give written notice to the Springdale 4-H Club Leader. 6

Adult Leader Youth Protection Process: State 4-H Policy Requirement Every 4 years, the Dane County 4-H office complete a new background check on all adult 4-H leaders. Leaders needing a new background check will receive the renewal information in an email. If this is not completed within the required amount of time, the leader s status with Dane County 4- H will be made inactive. Required Process for All New Leaders: Complete a Dane County 4-H enrollment form Complete a department of Justice form (background check) Attend youth protection training. Meetings can be found on 4-H web-site or call Dane County 4-H office 224-3705 or email ottem@countyofdane.com Complete all of the above in order to be recognized as a leader with Dane County 4H. This is state 4-H policy. This process applies to ALL new leaders at any time during the year. Notes About Leader Enrollment A leader who has not been enrolled in the 4-H program for more than one year will need to have a background check done through the Department of Justice. A leader who has not been enrolled in the 4-H program for more than five years needs to complete the entire volunteer orientation process. The State 4-H office will notify leaders that need to complete either of the above. 4-H members who serve as youth leaders do not need to complete the youth protection program process. To continue to be recognized as a 4-H volunteer leader in the Wisconsin 4-H Youth Development program beyond the first year, all adults 18 years or age and over must annually complete the Volunteer Behavior Expectation Form and 4-H Enrollment Form. A guest speaker or guest presenter doesn t need to complete the process if working under the visual supervision of an enrolled volunteer or Extension Staff Member. Member/Family Expectations from Club Leader: Springdale 4-H members who do not attend the monthly meetings when forms are handed out have the full responsibly for getting the forms picked up from the Club Leader. EXAMPLE: Dane County Fair entry tags. The Springdale 4-H Club leader will notify the family that they have material to be picked up. A time should be arranged to pick up the material. The Club Leader is not required to deliver to the family s home or the 4-H Club is not to have the expense of mailing the many items to the family. It is the family s full responsibility to get the items picked up on time and then returned to the leader on time. All active Springdale 4-H Club families are encouraged to register at the Dane County website for all the latest updates in 4-H fyi.uwex.edu/dane4hyouth/. Members have the responsibility to attend the meetings required by Dane County and have necessary forms filled out on time to qualify for showing in their projects at the Dane County Fair or other project-related fairs and meetings. This is also true for forms where the 4-H leader is not required to sign forms. 7

4-H Fundraising: Purpose of Fundraising-Fundraisers should promote healthy youth development. In addition to raising funds, the project should be one in which 4-H members can have an educational experience and learn life skills. A Guideline for Fundraising All money that is raised using the 4-H Name and Emblem must be used for 4-H activates. Funds raised in the name of the 4-H become the property of 4-H (4-H funds are not the property of the individuals who may have helped raise the funds). Funds are not to be raised in the name of particular individual (member or leader). They must not be used for personal financial gain for any individual, pocket money, personal items and souvenirs are clearly not legitimate uses of money raised in the name of 4-H. At the club level, the club should approve the fund raising goal and the fund raising project being undertaken. Fund raising should not be the main focus of group activities nor exclude any individuals from participating. 4-H clubs are expected to support the financial needs of the total group and when possible, assist with participant costs in county, state, and national programs. All funds raised become part of the club s treasury and should be handled in accordance with the guidelines of having an accurate record of the funds raised. Fund raising must not be used to endorse or imply endorsement of a particular business or product. Raffles or bingo must comply with state regulations and obtain raffle license from the State of Wisconsin License, Permit and Registration Services. If any item or product for a fundraiser that is to have the 4-H Name and emblem on the product needs the 4-H youth Development staff member at the county level needs to review the fund raising plan prior to placing the 4-H name and Emblem on a product for sale. Dane County Fair Season Gate Passes (Wristbands) Dane County Fair wristbands may be issued to 4-H Members of the Springdale 4-H Club if the following requirements are met: The Springdale 4-H club treasury needs to have the necessary funds to pay for the wrist bands. If forms required are completed and returned by the required date as requested by club leader. Online fair enrollment is completed by the date required by the club leader. All parents, leaders and non-4-h members in a family are required to pay for their own gate season passes for the Dane County Fair. 4-H families are required to pay for the Dane County Fair Entry Fees for members to show at fair. This is not paid by the club. Dane County 4-H Project Awards: Website: http://fyi.uwex.edu/dane4hyouth/awards/ All members of the Springdale 4-H Club can apply for the following awards by filling out the appropriate forms: Project Awards, Permanent Records for Bronze, Silver, and Gold pins, Leadership Awards, Citizenship Awards, 4-H Achievement Award, Key Award and Trips and Scholarships. Be sure to fill out the forms for correct grade and ages. 8

Blue ribbon winning projects and showing at fairs are not necessary to receive a project award. Members report skills learned, project meetings attended, cost of items, new things tried, leadership, etc. The Club Leader will notify members of the date due to the Club Leader so that there is time for the leader to sign and deliver them to the Dane County 4-H Office, usually the first Tuesday after Labor Day. The Club leader needs to submit all club award forms as a group on time, or they will not be accepted. Cloverbud members K-1-2 cannot apply for above awards or fill out permanent records or record books until they have completed 1 year as a regular 4-H member 3 rd grade and above. The club has a special book for them to complete if they wish. Only one pin can be received for a project in each age level. The following years in that age group a certificate will be awarded to member if forms are completed correctly. Members can complete as many project reports as they will, but they will be awarded only 2 project awards per year. This does not include Bronze, Silver, or Gold pins. They must state on the project request form the projects for which they hope to receive awards. Dane County 4-H Permanent Records: Website: http://fyi.uwex.edu/dane4hyouth/awards/ All members can fill out the Permanent Record. This is available from club leader and not available on line. The Permanent Record is used each year, accumulating the necessary points to qualify to receive Bronze, Silver and Gold pins. All the permanent records completed are to be turned into the club leader in August. Permanent Records with required points will be submitted to the Dane County 4-H Office for awards. ALL PERMANENT RECORDS updated should be submitted to the club leader so that the leader can see the progress of the member, even if the member is not eligible for an award that year. The leader can also recommend to the member additional items that they could be using for points. 4-H members are recommended to keep written notes on meetings and activities they attend. This will be a handy reference for applying for awards. It is suggested to use an old spiral notebook or calendars to keep a list of events completed or attended, including any project work at home, trips to purchase supplies, etc. Also include details of cost for a 4-H project, amounts of premium check, etc. It is amazing things members have done, and how easily things can be forgotten. Keep good notes during the year. 9

School, church, community and sports activities are also recorded in the Permanent Record. Banquet and Awards Program Springdale 4-H club will hold its Banquet and Awards Program at the November meeting. It could be election night at Springdale Town Hall, so notification of the location will be made by email. Any family members, leaders or grandparents are welcome to attend if they wish. The banquet will be a potluck with families bringing a dish to pass and a salad or dessert. It will be a fun night to show everyone how much members in Springdale 4-H have accomplished in the past year. It also shows new families what our club members have accomplished and what is offered for them to get involved in. 4-H Scholarships Information can be found on the Dane County Awards 4-H web-site: http://fyi.uwex.edu/dane4hyouth/awards/ Currently enrolled 4-H members, high school seniors, or first year of college 4-H members who have completed a minimum of 4 years in 4-H can apply for 1 of l2 $1,000.00 scholarships awarded each year. NOTE: APPLICATIONS are due the 1 st Monday of March at the Dane County 4-H Office. New scholarships can be offered so it is the responsibility of the member to check the Dane County 4-H website and contact your club leader in advance if you will need a letter of recommendation. Election of Officers Members of club have the opportunity for a great year by electing officers who will accept responsibility. Club officers guide the club through the year. Officers should have the following characteristics: Be enthusiastic, tactful, and friendly to all Work with all members and give everyone an opportunity to participate. Share leadership with many and give others the opportunity to grow. Represent the best interests of the group to all people they come in contact with. Be dependable, on time, and think of the needs of the whole club. Plan things all can enjoy. Get along with leaders and other club members all the time. Do a good job for the club now and for the future of the club. Cloverbud & Explorer members are building impressions for the future of 4-H by watching the current officers. Election of officers will be held at the June club meeting, and newly elected officers will be installed into office at the July meeting. A member who feels they can complete the officer job is encouraged to run for an office. Cloverbud members may not run for PRESIDENT, VICE PRESIDENT, TREASURER, SECRETARY, OR REPORTER. HISTORIAN AND SUNSHINE OFFICERS COULD BE FILLED BY A CLOVERBUD If ELECTED BY MEMBERS. Members can nominate themselves or others for these positions. The person nominated has to state if they are willing to take the office. All nominations must be submitted in person or in an email before or during the election meeting. Nominations will open at the May meeting and conclude at the June meeting. 10

Any member can be re-elected to any officer position except for President. The Vice-President will automatically assume the role of President the next year. If the Vice-President cannot fulfill the term as President, then the position will be open for nominations from all active members. New officers will be elected by a majority of those members present at the meeting. All new officers will assume their duties at the formal swearing in of the new officers. Voting is based on the majority of members present at the meeting. Voting is done by the youth members only. Youth may consult with parents for voting decisions, but adult votes are not counted. Please reference to Article VI: of Constitution for officer requirements to run for office. Springdale 4-H Club Officer Job Responsibilities: All officers are expected to attend the Dane County Officer Training offered by Dane County 4- H if offered. Anyone elected to an office and not attending County Officer Training will be required to write a 200-word essay on the responsibilities of their office and how the club officers work as a team to run a successful 4-H Club. All officers are expected to submit in August (4-H enrollment year closing date) reports required by the job to assemble the Club Record Book. President: The President presides over all club meetings. Items are to be submitted throughout the month from members and leaders for next month s agenda. The completed agenda will be emailed to the club leader for approval by the 25 th of the month preceding the meeting. Upon approval by the club leader, the agenda will be emailed to all club families. President is also required to sign and date the club charter report before submitting to County 4-H office. Vice President: The Vice-President presides over club meetings when the President is absent. The Vice-President serves a one-year term and becomes the President the following year. The Vice- President writes the Club Story for the Club Record Book at year end. The Vice President will contact the Springdale Town Hall Clerk to remind him or her of the upcoming meeting. The Vice President may also maintain the calendar of club events and activities. Secretary: The Secretary takes notes at each meeting and writes the minutes for the club. The minutes are emailed to the club leader (Florence Connors) for approval within 7 days of the meeting. After final approval by the club leader, the minutes are emailed to all club members and to the county extension office. The Secretary turns in a printed copy of each month s minutes for the Club Record Book in August. S/he also writes any correspondence for the Club. Treasurer: The Treasurer writes checks for club expenses approved by leaders and deposits all income in club bank account. The Treasurer reports on income and expenses at each club meeting in writing for the monthly agenda and balances club checkbook in agreement with the bank statement balance. The Treasurer completes the required financial reports of financial worksheet monthly. A year-end balance sheet is submitted to the club leader at the close of the June club financial year. Two auditors (who are not related to any members who deal with money) must sign the required financial Charter form. This will be submitted to the Dane County 4-H office for year July lst - June 30 th of the following year. The Charter form for Dane County 4-H also has to be signed by the treasurer 11

Reporter: The Reporter turns in an article to the Mount Horeb and Verona newspapers (if it pertains to Verona Members) for club meetings and events (with the exception of Dane County Fair events) within one week of the occurrence. The Reporter takes pictures at club meetings and events to add to their newspaper reports. The Reporter turns in all newspaper articles published throughout the year on club members and events, to be added to the Club Record Book at year-end of August. Historian: The Historian keeps newspaper clippings and items that the club feels are important history items assembled on a display board for entry in the Dane County Fair. The display board may be used for National 4-H week in October. Sunshine Officer: The Sunshine Officer will receive a list of 4-H club members and leaders birthdays. The officer will make handmade cards and send to each for their birthday. Upon notification from leaders, cards for some special occasions will be sent. Event Report Policy 4-H Event Reports MUST be a 4-H event. Members are to notify leaders of an event attended so they can be put on agenda. This does not include any non-4-h shows or educational events. Open shows and educational events are great learning experiences for youth and we strongly encourage all members to attend these events. Be sure to include these events in your project record (also record event expenses, what you learned and time for each event in your record book) Examples; that do not qualify for 4-H Event Reports would be the World Dairy Expo, or Mount Horeb Fall Festival Quilt Show. Demonstrations 1 volunteer each month will give a prepared speech, demonstration or illustrated talk of about 5 minutes long at a club meeting. Presentations can be on any subject that interests you, including one of your 4-H projects or an arts and crafts project. This is a way for you to show off that item. This is not a show and tell time. Demonstrations are to be prepared in advance and are to teach or show about a subject. For example: show your dog with a presentation on Rally. Showing your dog and some ribbons won is not a valid prepared speech, demonstration or illustrated talk. Meeting Programs The serving family or families will provide refreshments for at least 1 monthly meeting per 4-H year and a 5-10 minute program for that meeting. Programs should be educational, interesting, or fun for the general population of the club. Examples: working with cleanup after Hurricane Katrina, Mount Horeb Fire Department ambulance attending a meeting and answering questions, and weather prediction from a meteorologist. We want every member of our club to have the opportunity to be in the spotlight at some point, but we have to set limits to ensure everyone gets a turn while keeping our meetings to a reasonable length.
