TO THE COUNCIL OF THE CITY OF LOS ANGELES Your reports as follows: TRANSPORTATION File No. 1-3 Committee TRANSPORTATION COMMITTEE REPORT relative to the installation of speed humps on Electra Drive between Mt. Olympus and Hercules Drives. Recommendation for Council action, as initiated by Motion (LaBonge - Rosendahl), SUBJECT TO THE APPROVAL OF THE MAYOR: AUTHORIZE the Department of Transportation (DOT) to: 1. Accept the sum of $1,5 from the Mt. Olympus Property Owners Association for deposit to Fund No. 1/94, Account No. 19 (Salary Overtime) to fund the preparation of design/bid package for two speed humps on Electra Drive. 2. Refund any unexpended project funds received from the community if, at the completion of the project, the City's actual costs are less than the amount received from the community. Fiscal Impact Statement: None submitted. Neither the City Administrative Officer nor the Chief Legislative Analyst has completed a financial analysis of this report. Community Impact Statement: None submitted. SUMMARY At its meeting held February 19, 21, Council considered Motion (LaBonge - Rosendahl) relative to the installation of speed humps and solar powered speed feedback signs on Electra Drive between Mt. Olympus Drive and Hercules Drive, in the Mt. Olympus community area. Motion movers state that Electra Drive between Mt. Olympus Drive and Hercules Drive is on a steep slope, and that cars travel on it at excessive speeds. The Mt. Olympus Properly Owners Association has requested that the City install street safety measures such as speed humps and speed feedback signs, but no improvements have been made. Motion movers go on to state that the City discontinued its speed hump program as a result of funding constraints. Given the City's current fiscal environment, the Mt. Olympus Property Owners Association has offered to pay all costs associated with the safety improvements that meet the City's criteria. Motion recommends that Council instruct DOT to report back relative to the feasibility and the necessary requirements to allow private funding to be used to contract the installation of speed humps and solar powered speed feedback signs. Council referred Motion to the Transportation Committee for consideration. In a report to Council dated May 5, 21 (attached to the Council file), DOT indicates that a feasibility study has shown that that speed hump installation is justified and feasible for the southwestern portion of Electra Drive where the street gradient was measured to be less than seven percent. DOT goes on to state that Council can authorize the Department to accept a donation for the installation of the speed humps. The Department also outlines the steps

necessary to proceed with the project. Finally, DOT reports that a meeting was held with the Mt. Olympus Property Owners Association, and the Board stated it does not want to proceed with the installation of the solar powered speed feedback signs at this time. At its meeting held May 26, 21, the Transportation Committee recommended that Council authorize DOT to accept the donation of $1,5 from Mt. Olympus Property Owners Association to fund the preparation of design/bid package for two speed humps on Electra Drive, and to refund any unexpended project funds.
