Position Paper Guidelines Position Paper Guidelines What s it all about? The purpose of a position paper is to display your understanding of the committee topics as well as your position s stances on different issues. Writing a position paper will assist you in your research and preparation for the conference. The position paper will be comprised of three to four sections, depending on the number of topics your committee covers. Section One: Background Information Introduce your country or position by providing basic information and background. This section should start out broad, followed by any general information that is relevant to the committee as a whole. This only needs to be done once not for every topic. Remaining Sections: Topics Write one section for each topic. The header of each section should be the topic name as it is titled in your Background Guide. These sections should be roughly half a page to one page (double spaced) in length and should include: 1. Background information on the topic 2. Your position/country s stance on the issue at hand 3. Statistics and other relevant information with respect to your position 4. Policies or actions your position/nation has supported 5. Proposed solutions to each of your topics 6. Responses to the Questions to Consider provided throughout the Background Guide
Position Paper Guidelines Formatting A position paper should be formatted like a formal essay: use 12 pt Times New Roman font, black ink, and 1 margins. All information that is not common knowledge should be cited using your most comfortable format (ex. MLA, APA, Chicago, etc.). The header of your paper should include the following pieces of information: 1. Your Full Name 2. Full School Name 3. Committee (World Health Organization, United Nations Development Program, etc.) 4. Country/Position
Letter from the Director Dear Delegates, Thank you for attending William and Mary Middle School Model United Nations Conference. We are all beyond excited to have you here and cannot wait to see all the great ideas that you come up with in your committee sessions. I, especially, am excited for the Hunger Games Planning Committee as this used to be one of my favorite books and I am certain that you will all plan a very fun and successful Hunger Games to squash the hope of the various unruly districts. With dynamic committee positions available, I am sure that this will be a great time for both the delegates and the staff on this committee. For some background on me, my name is Steven Vacnin and I will be your director for this committee. I am a freshman at the College of William and Mary, but I currently live in New York, about thirty minutes outside of New York City. Currently, I am studying International Relations. If you have any questions about the committee, feel free to contact me. Also, just a reminder that this committee will be requiring position papers. Be sure to be as detailed as possible as I would love to see very strong and well thought through ideas being debated throughout the committee sessions. Unlike other committees, however, you will only be expected to write on the singular topic as this committee only has one. Letter from the Director Dear Delegates, Welcome, to the 25th Annual Hunger Games (planning committee)! My name is Quinn Campagna, and I will be your crisis director for this event. I am a sophomore majoring physics at William & Mary, and I have been participated in Model UN for 4 years now. As crisis director, it is my privilege to facilitate the unique aspects of this committee. In order for this to work, you will need to be familiar with your positions and use them creatively to deal with the situations presented to you. Personal crisis arcs will be of utmost importance in Panem s world of political intrigue. The choices you make will directly affect the course of this committee and the fate of the Tributes. Hunger Games Planning Committee Background Introduction Welcome to the year 2053. As you all know, the world is very different from the days before war broke out in 2018. Before the First Rebellion, the world seemed relatively peaceful; however, many citizens of the United States of America did not see the underlying cracks developing in their current way of life. In 2053, the districts are getting antsy again. It is clear that they are very unhappy with the current status quo and desire a change of gigantic proportions - one that would overthrow the capitol and destroy all the advances its citizens have made. In order to squash the hope of this rebellion, the leaders of the Capitol must plan a Hunger Games of epic proportions: one that will force the districts to concede and restore peace to Panem. Delegates to the 25th Panem convention, doubling as the 25th Annual Hunger Games Planning Committee, must restore the peace to Panem and ensure that President Snow is kept content with the outcome of the games. Nevertheless, each delegate should remember that it could be their head on the line if President Snow is not pleased. The purpose of the games is clearly to ensure peace, and as President Snow has always said: Hope, it is the only thing stronger than fear. A little hope is effective, a lot of hope is dangerous. A spark is fine, as long as it's contained. Your job, as delegates to the Planning Committee, is to ensure that the spark of hope is contained and that the rebellion does not reach the Capitol, or everything that you have worked for will be dismantled. History In the year 2018, the catalyst that brought about Panem as we know it today had occurred. Income inequality was at an all-time high when North Korea dropped the first nuclear weapons on the United States of America. Nuclear warfare caused much of the country to be decimated, only leaving small groups of isolated survivors throughout the North American continent. As sea levels rose, the map of North America barely resembles its previous self. However, not all the country was decimated. One particular area of the old
Hunger Games Planning Committee United States of America had found itself untouched by the scars of war and began to use its newfound advantage over the rest of the continent to rise up and claim many of the key resources needed for the rebuilding of the country. This region is known as the Capitol. With a tight grasp on technology, communications, and natural resources, the Capitol soon enveloped the other districts, demanding that they specialize in the production of certain goods. 1. District one specializes in luxury items and is one of the Capitol s strongest supporters, 2. District two specializes in security and strongly supports the Capitol, 3. District three specializes in electronics, 4. District four specialized in fishing, 5. District five specializes in hydroelectric power, 6. District six specializes in transportation, 7. District seven specializes in lumber, 8. District eight specializes in textiles, 9. District nine specializes in agriculture, 10. District ten specializes in livestock, 11. District eleven specializes in the production of fruits and vegetables, 12. District twelve specialized in coal, 13. District thirteen specializes in the production of nuclear weapons. Though the citizens of the Capitol were content with the peaceful system they had so kindly brought about to the nation of Panem, others in the districts were not. The most ungrateful of all the districts, District-13, led the charge against the Capitol in the First Rebellion of 2019. This rebellion led to District-13 s eventual demise as the Capitol invaded and then decimated all that remained of it, allowing for peace to be restored to Panem. In order to ensure that the districts remember their act of rebellion and to never do it again, the Capitol holds an annual Hunger Games in which two tributes from each district over twelve years old, but under twenty-five years old, are sent to fight to the death with their corresponding tributes from the other districts. Meanwhile, the Capitol - having been the one to restore peace, has the opportunity to watch the Hunger Games play out like a reality television show and commonly make bets on who is going to win. Recently, rumors have been going around regarding the ruins of District-13. Many in the Districts believe that those in the 13th District are still alive and are
Hunger Games Planning Committee planning on re-sparking this rebellion. Though this is important to keep in mind, it is probably just an old wives-tale. Current Situation: Revolutionary sentiment is at its highest since before the First Rebellion. Citizens living within each of the district are demanding more autonomy, which would upset the entire way of life that has been built for the citizens of the Capitol. Therefore, the Panem Convention must convene to plan the first Quarter Quell. A Quarter Quell is a special edition of the Hunger Games to commemorate twenty-five years of peace. With revolutionary sentiment now at an all-time high, the Hunger Games must truly accomplish its goal of reminding the districts of all that the Capitol provides for them. However, the delegates to the Panem Convention choose to make these particular games different than all the others is there choice; however, they must be sure not to upset President Snow. These new Hunger Games require a wide variety of accommodations including training facilities, an arena, security for the tributes, living spaces for the tributes, and sponsors of the games. These things must be acquired to ensure a successful experience for both viewers and tributes. Within the games themselves, a wide variety of factors must be considered including obstacles, wildlife inside of the arena, and many other facets that make the games interesting to watch. Furthermore, the design of the arena and the biome chosen to be placed within it must be considered in order to ensure success. Important Questions: 1. In what way can the 25th rendition of the Hunger Games be special compared to the regular renditions of the games? 2. How can this Hunger Games tackle the revolutionary fervour spreading throughout the Districts? 3. If the rumors regarding District-13 are true, what can be done to prevent them from spreading? 4. How can a successful games be planned all the while adapting to President Snow s demands?
