Some examples of laws are the law that sets the age for voting, the laws that control pollution, and laws that build public housing. These laws are for the whole country to follow. The is responsible for making sure that laws are followed. The is responsible for making sure that the laws passed by the Congress are fair. If the laws do not follow the rules made in the Constitution then the Judicial Branch can those laws. For example, if the Congress passes a law that says public housing has to be torn down in a city, the Judicial Branch can say that this law is wrong because it doesn t treat people fairly. Thursday Read the passage below. Answer the questions following it. Problems Making Decisions The men at the Constitutional Convention argued a lot. Sometimes they even fought over certain issues. Eventually, they had to make compromises. A compromise settles an argument because each side gives up something it wants. Suppose you want to watch one TV show, and your sister wanted to watch another. You could have a fight every week or you could watch your show one week and her show the next. Now, when the Legislative Branch was being created there was a huge argument. The small states (with not that many people) thought that each state should send one representative to Congress. The larger states (the ones with a lot of people) wanted the number of representatives to be based on the population in each state. The small states weren t dumb. They saw that the big states would have more power in Congress if this happened. If a larger state got to send more representatives then those representatives could have a better chance of passing laws they wanted. Eventually, the big and small states came up with the Great Compromise to solve their problems. It was the perfect plan. Congress would be split into 2 sides. This is called bicameral. These sides are called two houses. One house would be based on population and the other house each state would be equal. One side is called the House of Representatives. The number of representatives each state gets is based on population. The other side is called the Senate. Each state gets two senators no matter how big or small they are. Together, the House of Representatives and the Senate make up the Legislative Branch (Congress). It took the writers of the Constitution two months to create this compromise. Use the passage above to answer the following questions. 1) What is a compromise? 2) Tell about a time when you made a compromise.
