ORGANIZATIONAL CONTEXT AND SCOPE Under the overall guidance of the Regional Project Coordinator and under the direct supervision of the Project Consultant the incumbent will be accountable and responsible for the implementation of activities under the under two projects: 1) the project funded by the Bureau of Population, Refugees and Migration (PRM) on Addressing Irregular Migration Flows in Southern Africa - Phase IV in Malawi and 2) the project funded by the International Organization for Migration (IOM) Development Fund Migration Profile in Malawi: Building Capacities to Promote Evidence-Based Policy Making. The one-year project funded by PRM aims to support governments in the Southern Africa Development Community (SADC) region in managing migration with a focus on irregular migration. Specifically the project will engage SADC governments on migration management through a consultative process i.e. the Migration Dialogue for Southern Africa (MIDSA) as well as through capacity building of government officials in Botswana, Malawi, Mozambique South Africa, Zambia and Zimbabwe through: targeted training on prevention of trafficking in persons, victim assistance, safe/legal migration and assisting unaccompanied minors. The fifteen-month project, funded by IOM Development Fund, aims to foster migration management through supporting the government of the Republic of Malawi in promoting evidence-based policy making through the development of a migration profile. The project aims to provide such support by developing a methodology for migration data collection, sharing, analysis as well as compiling existing information into a migration profile that can serve as a baseline for further reporting. In addition, the project will also include a capacity building component to equip government 1
officials with the necessary skills and knowledge to develop an evidence based migration policy as well as carry out regular updates of the migration profile after completion of the project. The projects will be implemented by IOM in collaboration with relevant government Ministries, UNHCR, Non-governmental organizations, refugee organizations and other key stakeholders. III. RESPONSIBILITIES AND ACCOUNTABILITIES Specific duties will include the following: Provide support in all IOM activities undertaken in Malawi. Support activities related to the development of migration profile Support capacity building of government officials on migration management Facilitate the return of vulnerable migrants to countries of origin and complete/maintain the necessary IOM internal paperwork. Provide technical and administrative assistance in the development of the regional curriculum on migration management. Coordinate with other partner agencies the implementation of the migration management projects. Support the Project Consultant(s) in the preparation of work plans, workshop updates and the project donor report. Assist in monitoring implementation of activities to achieve project outcomes and according to the budget. Participate in organizing the Regional Migration Dialogue for Southern Africa (MIDSA) and any stakeholder consultation meetings as necessary. Provide administrative and logistics support required for the successful implementation of project activities. Represent IOM in meetings with government and other relevant stakeholders as required Undertake duty travel for project implementation purposes. Perform other duties as assigned. IV. V. EDUCATION AND EXPERIENCE Bachelor s degree in any social science field preferably, legal studies, sociology, political science and /or humanities or any related field, (Master s degree an advantage). At least five years of working experience in/with NGO/IGO. Experience in working with Malawi Civil Society organizations/ngo highly desirable Extensive experience in organizing events, workshops, meetings and strategic planning exercises Familiarity with concepts and developments related to irregular migration highly desirable Experience in designing and conducting training in adult education methodologies especially in the areas of human rights, gender, capacity building an added advantage Proficiency in Microsoft Windows and MS Office applications. Required IOM functional competencies: team player, effective communicator, successful negotiator, creative and analytical thinker, active learner, able to work in a multi-cultural environment. Ability to function effectively under stressful conditions such as heavy workloads, extensive travel and deadlines. VI.
