Interested transporters/ bidders can obtain the tender document containing general terms & conditions & other details from our Account section after depositing Rs 1000.00 (Rs One thousand only) in cash or through Demand draft in name of Bihar State Cooperative milk producer s Federation Ltd payable at Ranchi.The tender document can also be down loaded from our web site - www.cfpran.com but in that case the cost of tender document can be submitted through Demand draft in name of Bihar State Cooperative milk producer s Federation Ltd payable at Ranchi. Completed tenders without cost of tender document shall not be considered. The offers shall be received only in sealed conditions by speed post/ Registered Post/Courier Post on or before 09.01.2015 up to 5.30 PM. 05 Terms and conditions of Transporter. 1. The individual/ firm shall have at least three years of satisfactory molasses transportation experience. The copies of assignment/ certificate are to be provided along with the tender from. 2. The individual/ firm shall not have any criminal case for theft in transportation of material/molasses. Self declaration to be enclosed if any case is pending/punishment given/fine imposed. (Enclosed details). 3. Two nos. of passport size photograph of the applicant to be attached with the tender form. 4. The individual/firm shall attach photocopy of three year of Audited balance sheet, copy of latest income tax return along with PAN no. 5. The break up of the rate quoted(arrived at ) shall be attached with the application form. 6. Individual/firm will have to do all liaison work on behalf of Cattle Feed Plant,Hotwar,Ranchi with excise office ( secretariat ) Ranchi and Secretariat, Patna State Excise and Central Excise of sugar Factory for which No. additional payment will be made. 7. Applicant/ firm shall be responsible for any type of losses by pilferage and shortage etc. in course of transit. 8. Individual/ firm shall be liable to make up any losses because of delay, failure, default or non compliance of placing tankers in time for transporting molasses to Cattle Feed Plant, Ranchi. 9. The contract may be extended for a further period of one year or more by mutual agreement and on confirmation in writing by both the parties Either of the party is free to revoke agreement by giving one month notice. 10. This tender will be valid for the one year from the date of issuance of work order. 11. Manager, Cattle Feed Plant, Ranchi reserves the right to accept or reject one or more tender offer without assigning any reason. 12. The tenderer shall enclose a demand draft or Rs. 1,00,000/- (One lakh) only as earnest money deposit to be drawn in favour of Bihar State Co-operative Milk Producers Federation Ltd, payable at Ranchi along with this tender document which would be considered as security money is case of tender is assigned the work otherwise EMD will be refunded within 60 days from the opening of the tender. No interest on EMD Security Money is payable. In case the successful bidder is not willing to continue the job/ commits breach of any of the condition, then the earnest money deposit will stand forfeited. 13. After successful, tender exercise the work order shall be issued by Cattle Feed Plant, Ranchi. An agreement on non judicial stamp paper will have to be made by
06 successful transporter as per the terms and condition of contract framed by the Manager,Cattle Feed Plant, Ranchi. 14. Manager, Cattle Feed Plant,Ranchi reserves right to terminate this contact by giving one month notice without assigning any reason in lieu there of where no claim shall be payable by Cattle Feed Plant to the party. 15. The tenderer shall observe strict discipline and the transporter or his employees shall not engage in any anti social activities. In case, any of its employee is found indulging in such activity, the tenderer will be asked to withdraw such employee. At the time of dispatching goods the transporter should strictly adhere to following sub clauses, to declare information prior to dispatch of goods. (i) The number of authorized tankers while lifting molasses in a particular day including name of drivers on the wheels. (ii) The time and date of dispatch and its tentative time of arrival of any tanker to CFP,Ranchi on daily basis. (iii) The number of halting points to be availed by those tankers and its details on day to day basis. (iv) The routes map in details to be availed and followed by each tanker in a day. (v) The quantity of molasses being dispatched in each tanker on day to day basis. (vi) Any other points which determines, the safe dispatch of carrying commodity in particular, would be remained open to enquire by Manager,CFP,Ranchi. (vii) It is needless to say that the occasional unscrupulous practices so adopted by tankers driver like pilferaging the content and adultering same with water or any other suitable mode of nuisance, would be taken exceptionally and as per clause of agreement even harshly apart from exercising stringent legal action upto the extent of launching F.I.R. to local thana, imprisonment and trial including of imposing monetary penalty etc to the transporting firm where the drivers along with the owner of the firm would stand to be implicated parallely in identical merit & fashion. 16. Tender to be submitted through registered /courier post/ speed post only. 17. A copy of service tax registration as well as last deposit service tax challan are to be submitted along with tender. 18. The rates shall be valid for one calendar year from the date of award of contract and No. change in rate shall be admissible due to change in rate of diesel during the Contract period, Any liabilities arising due to of change in law in force etc during contract period shall be the safe liability of the tenderer. 19. The copies of owner book, road permit with fitness certificate, measurement certificate, Insurance,road tax, explosive license, pollution control certificate etc. are to be submitted alongwith tender.
07 20. In case of failure to attach the relevant copies as stipulated above, the facts written in tender shall not be considered as valied and no post tender fact shall be entertained. 21. The tenderer shall be solely responsible for compensation of any loss to the third party (ies) arising due to of accidents floods, fire, riots and natural calamities etc or whatever may be the reasons during the transportation of molasses. 22. The location of sugar mills shall be decided as per allotment issued by the Excise Dept. which will be acceptable by the tenderer. 23. The tenderer shall have own fleet of tankers or the tankers with outside firms with valid copy of agreement 24. The tender shall be rejected in case of tenderer fails to submit the details as per check list Sl.No. 3,4,6,7,8,9,10,11,12,13. 25. Separate cover envelop should be used for Part-I-Technical bid and Part-II-Price bid. Both the covers of Technical bid & price bid should be placed in common cover superscribed with the word as Sealed Tender for Molasses Transportation. 26. Part-I Tender will be opened before the committee on 10.01. 2015 at 11.00 AM in the presence of the Tenderer or their authorized representative. 27. After evaluation of Part-I tender by the committee the eligible tender will be declared. The eligible tenderers alone will be then allowed to participate in the auction in Part-II of tender process to be conducted at 12.00 PM subsequently on that day. 28. If the successful tenderer fails to lift the allotted quantity of molasses within the stipulated time the Earnest/Security money deposited by him shall be forfeited and the remaining quantity for lifting will be transported from any other source at vendors risk & cost. 29. In case of any dispute arising at any time between the Cattle Feed Plant, Ranchi and tenderer, in respect to this contract of concerning thing there in contained or arising out of this contract or as to decide the right liabilities, the sole arbitration of Managing Direct, Compfed, Patna, would be mandatory to accept by the transporter. 30. In case, any money found recoverable shall be recovered under the provision of Public Demand Recovery Act without prejudice to any other mode of recovery. 31. Interested bidders may obtain tender document from the office of undersigned after paying Rs. 1000/- in the form of cash or by demand draft.
