OFFICIAL PROCEEDINGS BOARD OF EDUCATION, DISTRICT NO. 148 DOLTON, COOK COUNTY, ILLINOIS The MINUTES of the Regular Meeting of the Board of Education, District No. 148, Dolton, Cook County, Illinois held at the Administrative Office in said School District at 7:00 p.m., on the 20 th of December 2016. ROLL CALL After the Pledge of Allegiance, President Kim Adkins called the meeting to order at 7:02 p.m. and directed that the roll be called. Upon the roll being called, the following members answered present: Faith Gunter, Charles Lloyd, Ernesto Mickens Jr., Joyce Jackson, and Kim Adkins. Also present were Attorney Jim Rock (Ancel, Glink, Diamond, Bush, DiCianni & Krafthefer P.C.), Interim Superintendent Dr. Mickles, Chief School Business Official Dr. Nohelty, Director of Support Programs Mrs. Llanes, Director of MTSS/PBIS and Bully Prevention Mrs. Navarre, Director of Technology Ms. Marshall; Principals Mr. Chambers, Mrs. Jeter, Dr. Marks, Dr. McFarlane, Ms. Montgomery, Dr. Parker; Assistant Principals Dr. Marks, and Mr. Palicki; and Board Secretary Mrs. Chapman. APPROVAL OF MINUTES OF THE CLOSED SESSION MEETING Mrs. Gunter moved and Mr. Mickens seconded the motion that the Minutes of the Closed Session Meeting held on Tuesday, November 22, 2016 beginning at 8:57 p.m. be approved as written and direct the Secretary to place them on file as a part of the official Board Minutes. Ayes: Gunter, Lloyd, Mickens, Jackson, Adkins, Lawrence ADMINISTRATION - INFORMATION REPORTS Mrs. Llanes, Director of Support Programs reported District 148 has been working on educating children with special needs with the Least Restrictive Environment in mind. Mrs. Llanes discussed the Federal Law s definition of the Least Restrictive Environment, which states that students with disabilities should have an opportunity to be educated with non-disabled students, as well as have access to general education curriculum, extracurricular activities and any other activities that non-disabled peers would be able to access. The District has accomplished this primarily through co-teaching. Mrs. Llanes is working with ECHO to develop a plan to keep some of our pre-kindergarten students in District and to bring back some of the students who are placed within our ECHO programs. Dr. Nohelty, Chief School Business Official reported on the Health/Life Safety inspection. 45 items were identified for correction. Within two weeks all corrections have been completed except six. The remaining six items will be completed by January 2017. Mr. Lloyd asked Dr. Nohelty to read the letter from South Cook Intermediate Service Center, in which they commended District 148 s staff for their efforts in maintaining the District s facilities. Dr. Mickles, Interim Superintendent introduced Mr. Ernest Williams, Intern Superintendent, to give a presentation on District Truancy and Attendance Plan. Dr. Mickles stated Mr. Williams is at the end of his internship and had prepared a PowerPoint presentation that outlined ways on improving attendance and discussed how attendance is a key factor for students to succeed in school. Mr. Williams presentation included data for attendance school years from 2012 through 2016. Recommendations were shared on how to improve attendance, such as individual school incentives, as well as district wide incentives. Mr. Williams stated the District Leadership Team will create a subcommittee to establish district wide goals for attendance. Mrs. Adkins questioned data for school years 2012 2016. Mr. Williams stated that Mr. Donnermeyer did an average of all four years. Mr. Williams stated that the data was up to the end of last school year, 2015-2016. Ms. Jackson acknowledged Ms. Randle, former Principal at Roosevelt School, had incorporated attendance incentives programs and these suggestions had been discussed in SIP meetings. Mr. Williams stated collaborating across the District would make the attendance incentive process work. Mr. Williams thanked Mr. Donnermeyer, Dr. Marks and Dr. Mickles for their assistance. Dr. Mickles reported the status on a FOIA request that was submitted in November 2016 from Matt Hoffman with SEIU Local 73. Requested documentation was emailed to Mr. Hoffman on December 6, 2016. 2

Ms. Marshall, Director of Technology reported the District s enrollment numbers total 2,161 students, an increase of 13 from last month. PRESIDENT'S REPORT Three Committees met since the last regular Board Meeting. The Board Policy Committee Meeting, Building and Grounds Committee Meeting and Finance Committee Meeting were held on Tuesday, December 6, 2016. Summaries of these meetings will be enclosed in the Board Packet following approval by each committee. The summaries of the Board Policy Committee meeting held on Tuesday, October 25, 2016, the Building & Grounds Committee Meeting and Finance Committee Meeting held on Tuesday, November 8, 2016 are enclosed for review. SCHOOL DISTRICT 148 CONCERT BAND, VOCAL ENSEMBLE, AND CONCERT CHOIR The District Band and Vocal Ensemble will be presenting their Winter Concerts. Wednesday, December 21, 2016, 7:00 p.m. at Washington Jr. High School Gym Beginners Band and Thursday, December 22, 2016, 7:00 p.m. at Washington Jr. High School Gym Advanced Band. Mrs. Adkins encouraged Board Members to come out and support these events. DISTRICT LEADERSHIP TEAM Mrs. Adkins reported the District Leadership Team is scheduled to meet on Tuesday, January 31, 2017 at 6:30 p.m. at the District Office. Minor revisions have been made to the Strategic Plan and will be finalized at this meeting. COMMITTEE CHAIR REPORTS Mr. Mickens presented the Buildings and Grounds Committee report from December 6, 2017. During the Building and Grounds meeting the following topics were discussed: sick days, personal days, vacation days, perfect attendance. Monthly accomplishments: repairs at Park, Roosevelt Elementary, Riverdale and Franklin. District wide pest control: monthly inspection in each building with no findings. District vehicles: oil changes on pickup truck and replace rear brakes on dump truck. Mr. Mickens presented the Finance Committee report from December 6, 2017. During the Finance meeting the following topics were discussed: real estate tax levy, premium payment for Suburban School Cooperative Insurance Pool, installation of InfoSnap Online School Registration, Industry Appraisal Company for fixed asset. Mr. Lloyd presented the Board Policy Committee report from December 6, 2016 and December 20, 2016. During the Policy meeting all policy updates were discussed with the exception of a few that will be discussed later. 3

CONSENT AGENDA Mrs. Adkins presented the Consent Agenda and explained if there is an item on the Consent Agenda that requires discussion, that item must be identified by the item number/letter. Upon removal from the Consent Agenda it would be placed on the regular Board meeting agenda for discussion. Mrs. Adkins asked for the following items to be removed from the Consent Agenda: 6a - Policy for Student Gender Support, 6b - Employment Policies and Procedures Transgender Employees, 6f - 2:125 Board Member Compensation; Expenses, and 6x - 5:100 Staff Development Program. Ms. Jackson asked to remove Item 3 Approval of Personnel Changes. Dolton West School District 148 approve the Consent Agenda with the removal of Item 3 Approval of Personnel Changes, 6a - Policy for Student Gender Support, 6b - Employment Policies and Procedures Transgender Employees, 6f - 2:125 Board Member Compensation; Expenses, and 6x - 5:100 Staff Development Program. Item 3 Approval of Personnel Changes will be discussed before Audience Participation. The policies removed from the Consent Agenda will be discussed at a later date. DISTRICT ITEMS OF INTEREST Dr. McFarlane and Mrs. Carreon shared a slideshow presentation for a Breakfast with Santa event held at Park School on December 3, 2016. Dr. McFarlane acknowledged the members of Delta Sigma Theta Sorority (DST) for sponsoring this event. Dr. McFarlane is also a member and gave a brief history of DST. Coats and bikes were given away to students. DST is committed to community service and would like to host 2 events in 2017. The fraternities of Alpha Phi Alpha, Kappa Alpha Psi and Omega Psi Phi were also present at this event. PTA parents were present. Mrs. Adkins presented certificates on behalf of the Board of Education to the members of DST and thanked them for their support, dedication and time to the students of District 148. 4

CONDUCT TRUTH IN TAXATION HEARING Dolton West School District 148 open the meeting to the public, as required by law, to conduct the Truth-in-Taxation Hearing. Dr. Nohelty gave a synopsis of Truth-in-Taxation. The process began in October 2016 and concludes with the hearing. The estimated total property taxes to be levied for 2016 represents a 15.16% increase over the previous year. CLOSE PUBLIC HEARING Dolton West School District 148 close the meeting to the public after conducting the Truth-in-Taxation Hearing and return to the regular order of business. ADOPT THE REAL ESTATE TAX LEVY Mrs. Adkins moved and Mrs. Gunter seconded the motion that the Board of Education, Dolton West School District 148, adopt the Real Estate Tax Levy, as reviewed by the Finance Committee and as stated in the Certificate of Tax Levy dated December 20, 2016. Furthermore, direct Administration to file all legal documents with Cook County Clerk on or before the last Tuesday in December (December 27, 2016). ADOPT RESOLUTION AUTHORIZING REDUCTION OF CERTAIN FUND LEVIES FOR THE 2016 LEVY YEAR Dolton West School District 148 adopt the Resolution that if the County Clerk is required to reduce the aggregate extension of the School District to meet the requirements of the PTELL, the Board of Education hereby authorizes and directs the County Clerk that if any reductions are required to be made to the School District s tax levy for the 2016 levy year, that: 100% of such reductions shall be made from the Transportation Levy. 5

APPROVE SUBURBAN SCHOOL COOPERATIVE INSURANCE POOL (SSCIP) RENEWAL Mrs. Adkins moved and Ms. Jackson seconded the motion that the Board of Education, Dolton West School District 148 approve the premium payment in the amount of $132,610.00 to the Suburban School Cooperative Insurance Pool (SSCIP for 12/31/16 thru 2017 insurance premium and coverage. APPROVE INSTALLATION FOR ONLINE SCHOOL REGISTRATION INFOSNAP Dolton West School District 148 approve the installation of InfoSnap Online School Registration in the amount of $14,041.00 for a one year subscription with a contract term of 36 months. ACCEPT PROPOSAL FOR INDUSTRIAL APPRAISAL COMPANY FIXED ASSET AUDIT Mr. Mickens moved and Mrs. Adkins seconded the motion that the Board of Education, Dolton West School District 148 approve payment in the amount of $5,500.00 to the Industrial Appraisal Company for fixed asset accounting control and insurance valuation purposes. 6

ACCEPT PROPOSAL/AGREEMENT FOR ERATE CONSULTING AND ADMINISTRATIVE SERVICES SY 2016-2017 Mr. Mickens moved and Mrs. Gunter seconded the motion that the Board of Education, Dolton West School District 148 accept the proposal/agreement for Erate Consulting and Administrative Services for SY 2016-2017 in the amount of $20,000.00. ITEM G8 CONSENT AGENDA ITEM #3 APPROVAL OF PERSONNEL CHANGES Mrs. Adkins made Item #3 Approval of Personnel Changes as Item G8 on the regular Board agenda. Mrs. Adkins moved and Mr. Mickens seconded the motion that the Board of Education, Dolton West School District 148 for Item G8 for Approval of Personnel Changes. Ms. Jackson asked if this can be removed permanently from the Consent Agenda as it is the interest of the Community to know the personnel changes within the school district. Mrs. Adkins stated this information is provided to the Board Members prior to the meeting. Mrs. Adkins stated if there are any questions regarding the approval of personnel changes, it can be pulled from the Consent Agenda for discussion. Ayes: Lawrence, Gunter, Lloyd, Mickens, Adkins Nays: Jackson AUDIENCE PARTICIPATION Dr. Wells expressed her appreciation for her time of internship since August 2016 with School District 148. Dr. Wells stated District 148 is a great District and gave thanks to her mentor Dr. Moore, and Dr. Mickles. Mr. Mickens stated it was a win-win having Dr. Wells in our District. Lil Husbands asked when a committee will begin the search for a Superintendent. Mrs. Adkins stated the search process for a Superintendent will begin soon. Ms. Henderson expressed concerns regarding programs at Park School being cancelled. Ms. Henderson stated she has a niece who was attending a karate program at Park School and it was cancelled. Dr. Mickles stated she has been in communication with Dr. Moore and they will be speaking with Dr. McFarlane regarding the status of the program. Dr. McFarlane stated she met with the Arts 4 Students Organization karate instructor on December 20, 2016 and is currently working out details for this program. 7
