APPROVAL OF CONSENT CALENDAR City Council Ordinances, Resolutions/Informational Reports/Approval of Actions and Motions Mayor Gauthier asked to pull Item 4J and to speak on Item 4C. Adopt a Resolution of the City Council of the City of the City of East Palo Alto Accepting the Fiscal Year 2013-14 Annual Auditor s Reports, including the: 1. Comprehensive Annual Financial Report (CAFR); 3

Proposition 111 Appropriation Limit Report for Fiscal Year 2014-15 (Department of Finance) Adopted Resolution 4580 F. Adopt a resolution authorizing the Interim City Manager to execute a second amendment to the professional services agreement with Peter J. Geraghty for project management services for Phase III and IV of the Cooley Landing Park Project, adding $73,000 to the contract, for a new not to exceed amount of $200,000 (Community and Economic Development Department) Adopted Resolution 4581 G. By resolution, authorize the Interim City Manager to issue a purchase order to GovConnection, Inc. for the purchase of desktop computer systems in an amount not to exceed $76,000 (Information Technology Department) Adopted Resolution 4582 H. Adopt a resolution approving the Plans and Specifications for the Water Main Replacement Project (CIP-WD-04) and authorize the City Engineer to advertise the project for bid (Community and Economic Development Department) Adopted Resolution 4583 I. Adopt a resolution to authorize the Interim City Manager to submit an application to the California Department of Water Resources to obtain a 2014 Water-Energy Grant pursuant to Senate Bill No. 103 Section 11 (2013-2014 Regular Session); prepare the necessary data, conduct investigations, and file such application with the California Department of Water Resources (Engineering Department) Adopted Resolution 4584 J. By motion, accept and file December 11, 2014 Storm Incident Report (Community Programs Department) Item pulled by Mayor Gauthier. Comments were made by Council Member Moody and Vice Mayor Rutherford. Action: Upon motion by Vice Mayor Rutherford and seconded by Council Member Moody, the City Council voted to accept the report and requested to bring this Item back in a Study Session. 5. SPECIAL PRESENTATIONS (Government Code 54954.3(b)): There were no special presentations. 6. ORAL REPORTS A. Report Out of Special Meeting Closed Session There was nothing to report out of the three closed sessions. B. Staff Reports Kamal Fallaha, City Engineer, invited the public to the Public Works and Transportation Commission Meeting on January 21, 2015. C. City Council Reports Vice Mayor Rutherford reported that she and City Manager Martinez attended the Senior Center Board and will attend the next meeting in March. Council Member Abrica reported attending the (1) Free At Last 21 st Anniversary Celebration on January 16, 2015, (2) Community Clean Up on January 17, 2015, and (3) Martin Luther King Program at the Community Church on January 19, 2015. Council Member Moody celebrated Reverend Marry Frasier, of the Bread of Life Evangelical Outreach. He was acknowledged by the San Mateo County Board of Supervisors as their Honorary Chair Person for the Martin Luther King Day Celebration that took place on January 19, 2015. The Council Member also reported attending the League of Cities Conference in Sacramento on January 15, 2015, and was appointed as the member of the State League of Cities Policy Committee on Housing and Community Development. There, he met with State leaders to study the Governor s budget and practices within the State of California. He will attend the next meeting in April. He was also appointed as the Board Chair for the San Mateo County Housing and Community Development Commission. Mayor Gauthier announced a community Luncheon with Reverend Jesse Jackson on Monday January 26, 2015, and welcomed everyone in the community. She reported celebrating Martin Luther King Day at East Side, and in Downtown Palo Alto with YCS on January 19, 2015. She also commended Live In Peace for taking people to watch Selma and hosting a discussion to talk about the movie. Mayor Gauthier thanked the families that attended the Community Clean Up on January 17, 2015, and congratulated Council Member Moody on his two appointments. She reported needing to leave early in order to attend the Mayor s Conference in Washington D.C. to represent East Palo Alto. She also talked about the recruitment for the City Manager position and assured that the Council will not allow the community to fail. 7. COMMUNITY FORUM There were seven speakers who spoke on various subject matters. Mayor Gauthier turned over the gavel to Vice Mayor Rutherford at 8:19pm and left the Council Chambers. 5

8. PUBLIC HEARINGS: None. 9. POLICY AND ACTION ORDINANCES, RESOLUTIONS, INFORMATIONAL REPORTS A. City Beautification Presentation: Targeting Residential Abandoned Waste (Michelle Daher, Management Analyst Environnemental Programs) Recommendation Accept Staff presentation regarding City Beautification and abandoned waste abatement, and provide informational notice to the community about the City Beautification Workshop: Targeting Residential Abandoned Waste to be held on January 21, 2015, at the regularly scheduled Public Works and Transportation Commission meeting, at 7:30 p.m. Michelle Daher presented the City s effort toward addressing illegal dumping regarding the City-wide beautification, and the Community-base plan to eliminate abandoned waste. She discussed the abandoned waste problem, the sources of abandoned waste, ideas of community engaged planning, enforcement options, and the need for City standard operating procedures. Council Members Abrica and Moody commented on this Item. There were four speakers on this Item. The City Council accepted the presentation, with Council Member Martinez and Mayor Gauthier absent. B. East Palo Alto Measure C - 2007 Crime Fighting Act Grants Program (Karla M. Prince-Cheng, Interim Measure C Program Coordinator) Recommendation By motion: Approve Measure C Large Collaborative Grant funding to Able Works in an amount not to exceed $98,000; and Restructure the funding programs for the City of East Palo Alto Measure C Crime Fighting Act of 2007 as follows: Replace the Measure C Small Grant Program with a Capacity Grant Program. The current allocation of the Small Grant Program is $54,500 per year distributed in amounts not to exceed $15,000. The recommended allocation for the Capacity Grant Program is $155,870 for three remaining cycles beginning in the spring of FY 2014-15;and Incorporate the Truancy Strategy Area into the Measure C Large Collaborative Grants Program. The current amount allocated to the Large Measure C Grants Program is $326,666. The recommended allocation for the Large Measure Grants Program is $544,415 per year for the two remaining cycles beginning in the fall of FY 2015-16. Council Member Abrica recused himself, because of his participation on the Board of JobTrain and left the dais. With Council Member Abrica, Council Member Martinez, and Mayor Gauthier absent, there was no quorum and this Item was tabled to a future meeting. 6

There were two speakers on this Item. C. Proposed New Job Classification of Police Commander (Albert Pardini, Chief of Police) Recommendation Adopt a resolution: 1) amending the City s Classification Plan by adding the job classification title and specifications for a Police Commander; and 2) amending the City s Compensation Schedule establishing the compensation for the classification. Chief Pardini presented to add a classification to the Police Department and a reconfiguration within the existing resources. There was one public comment. Action: Upon motion by Council Member Abrica and seconded by Council Member Moody, the City Council voted to pass the recommendation. Ayes: Abrica, Rutherford, Moody Absent: Gauthier, Martinez 10.
