RESOLUTION No.18-3 9 A RESOLUTION INITIATING A PUBLIC QUESTION FOR SUBMISSION TO THE QUALIFIED ELECTORS OF THE VILLAGE OF FRANKFORT OF WHETHER THE VILLAGE OF FRANKFORT SHOULD BE AUTHORIZED TO LEVY NON-HOME RULE MUNICIPAL OCCUPATION TAXES WHEREAS, the Village of Frankfort, Will and Cook Counties, Illinois is authorized by section 8-11-1.1 of the Illinois Municipal Code and other statutory authority to submit to the qualified electors of the Village the question of whether the Village should be authorized to levy a Non-Home Rule Retailers' Occupation Tax and a Non-Home Rule Service Occupation Tax at a rate of one (1 %) percent for expenditures on municipal operations, expenditures on public infrastructure, or property tax relief; and WHEREAS, it is in the best interest of the Village to submit such question to the voters of the Village. NOW, THEREFORE, BE IT RESOLVED BY THE PRESIDENT AND BOARD OF TRUSTEES OF THE VILLAGE OF FRANKFORT, WILL & COOK COUNTIES, ILLINOIS AS FOLLOWS: SECTION 1. SUBMISSION OF QUESTION The question in substantially the following form shall be placed upon the ballot and submitted to the qualified electors of the Village of Frankfort at the next possible election: "Shall the corporate authorities of the Village of Frankfort, Will and Cook Counties, Illinois, be authorized to levy a Non-Home Rule Retailers ' Occupation Tax and a Non-Home Rule Service Occupation Tax at the rate of one (I%) percent for expenditures on municipal operations, expenditures on public infrastructure, or property tax relief?" SECTION 2. AUTHORIZATION The Village Clerk and Village staff are authorized and directed to take all steps necessary to place such a question on the ballot including filing a certified copy of this Resolution with the election authority of Will County. SECTION 3. REPEALER All Resolutions or parts of Resolutions in conflict with any of the provisions of this Resolution shall be, and the same are hereby repealed.

In the event that any court of competent jurisdiction may find and declare any word, phrase, clause, sentence, paragraph, provision or section or part of a phrase, clause, sentence, paragraph, provision or section of this Resolution is void or unconstitutional, the remaining words, phrases, clauses, sentences, paragraphs and provisions and parts of phrases, clauses, sentences, paragraphs, provisions and sections not ruled void or unconstitutional shall continue in full force and effect. RESOLUTION No.18-40 A RESOLUTION DECLARING PLANS FOR FUTURE DISBURSEMENT OF NON-HOME RULE RETAILERS' OCCUPATION TAXES WHEREAS, the Village President and Village of Board of Trustees in the best interest of our residents is seeking to implement a Non-Home Rule Retailers' Occupation Tax and Non Home Rule Service Occupation Tax at the combined rate of one percent (1 %) with voters' approval of a referendum; and WHEREAS, the existing residents will benefit fro~ the sales tax increase because it comes disproportionately from non-residents; and WHEREAS, it is conservatively estimated that 70% of Village's sales tax dollars come from people who live outside of Village of Frankfort's borders; and WHEREAS, the Village President and Village Board of Trustees is declaring that the disbmsement of the sales tax dollars would benefit the Village and its residents in the following ways: 1. The funds would be expended to support municipal operations specifically to allow for the hiring of additional police officers to staff crime prevention, traffic and special investigation units; 2. NOTICE OF SUBMISSION OF A PUBLIC QUESTION TO THE VOTERS OF THE VILLAGE OF FRANKFORT, WILL AND COOK COUNTIES, ILLINOIS NOTICE IS HEREBY GIVEN that at the General Election to be held on Tuesday, November 6, 2018, the following proposition will be submitted to the voters of the Village of Frankfort, Will and Cook Counties, Illinois: "Shall the corporate authorities of the Village of Frankfort, Will and Cook r! Counties, Illinois, be authorized to levy a Non-Home Rule Retailers' Occupation Tax and a Non-Home Rule Service Occupation Tax at the rate of one (1 % ) percent for expenditures" on municipal operations, expenditures on public infrastructure, or property tax relief?" The polls at the election will be open at 6:00 o'clock a.m. and will continue to be open until 7:00 o'clock p.m. of that date. If this proposition is approved by the voters, the governing body of the Village of Frankfort believes these funds would benefit the Village and its residents including by: 1. Supporting Village operations specifically to allow for the hiring of additional police officers to staff crime prevention, traffic and special investigation units; and, 2. Maintaining the Village's corporate capital fund to support future infrastructure. improvements such as grant matching monies to reconstruct roadways, install new bike trails, and construct new sidewalks.
