1. Call to Order Chairman Amato called the meeting to order at 9:55 am 2. Introduction of Members and Visitors The members, which totaled7 and visitors introduced themselves. An attendance sheet was passed around for all to sign. (Attachment Page 2) 3. Announcements Secretary William Vallance and Mr. Gary Scribner presented announcements for the week and the NBIC Code cycle information. 4. Adoption of the Agenda The agenda was amended to add new business action items and 2 membership nomination for the Sub Group Historical 5. Approval of the Minutes of January 11 th, 2016 Meeting The minutes from the January 2016 meeting are posted on the National Board website. The minutes for action item, NB13-0903(Liquid/Gaseous), now should show Dennis Rupert and Jim Larson offered to present the proposed items wording to the NBIC Executive Committee for consideration of adding to NBIC Part 2. 6. Review of Rosters a. Membership Nominations Mr. David Rose was nominated by Mr. Robert Brice to be a member of this Sub Group. Mark Jordan was nominated by Chairman Joel Amato to be a member of this Sub Group. A motion was made and unanimously approves to support having these nominations moved to the subcommittees Repair and Alteration and Inspection and subject to the approval of the Chairman of the Board of Trustees. b. Membership Reappointments Mr. Robert Bryce is eligible for reappointment to subgroup Historical Boilers. Any appointments are subject to the approval of the Chairman of the Board of Trustees. Mr. Bryce has elected not seek reappointment to the subgroup Historical 7. Action Items Attachments are for those action items that were approved or closed with no further action at this subgroup. Johnson 2

: The Action Item wording was reviewed by Chairman Amato with the subgroup Repairs and Alteration. The Item was sent out for a ballet by the subcommittee Repair and Alteration. The Ballet passed with one negative vote by Mr. Moedinger. This subgroup discussed the negative vote and felt it was not a concern for the conservative revision to the supplement not to move it forward. A motion was made and unanimously approved to move this item to the subcommittee Repairs and Alteration for Consideration. Item Number: NB13-0902 NBIC Location: Part 3, S2 Attachment Page 15 General Description: Review alternate methods of tube sheet repair Task Group: F. Johnson, T. Dillon, M. Wahl Chairman Amato informed the committee this Action Item was sent out for a ballet at the Subcommittee Repairs and Alterations. A unanimous approval ballet vote was received. This item will now be up for consideration at the NBIC Committee. Item Number: NB13-0903 NBIC Location: Part 2, S2.14 Attachment-For MC Reference Page 18 General Description: Add safety requirements for use of liquid or gaseous fuels to fire a historical boiler Task Group: D. Rupert (PM), T. Dillon, J. Larson, R. Bryce Dennis Rupert discussed that at the January 2016 NBIC meeting James Larson and he presented to the NBIC Executive Committee the proposed items wording and requested of them if this subgroup should move forward placing it into the NBIC. As of this meeting date no response from the Executive Committee has been received. The attachment was revised and formatted and presented by Secretary Vallance. A motion was made and unanimously approved to accept the attachment and wait for a response from the NBIC Executive Committee. Item Number: NB15-1601 NBIC Location: Part 2, S2.11 b) 2) Attachment Page 20 General Description: Requirements for the removal of jacketing/lagging insulation for inservice inspections of historical boilers Task Group: T. Dillon (PM), J. Amato 3

There was much discussion by several members and guests on this items wording associated with an inspectors requesting removal of jackets or insulation for inspection. A motion was made and unanimously approved to move this item to the subcommittee Inspection for consideration. Item Number: NB15-1602 NBIC Location: Part 3, S2.7.1 No Attachment General Description: Revise material list for historical boiler reports to include bolts, studs, nuts and formed pressure parts Task Group: T. Dillon (PM), M. Wahl, G. Galanes Mr. Bryce indicated he is awaiting subgroup Locomotive action to designate acceptable patch bolt material for a repair to a pressure retaining item. Progress Report Item Number: NB15-2901 NBIC Location: Part 3, S2 Attachment Page 21 General Description: Review references to 1971 ASME Section I code edition with the recent additions of Part PL and Part PR in the 2015 ASME Section I Task Group: Mike Wahl(PM) Mike Wahl offered the draft wording allowing the use of past and current ASME BPV Code Section 1 for repairs and alterations. A motion was made and unanimously approved to accept the attachment wording to paragraph 1.2 c) and move this item to the subcommittee Repairs and Alteration for consideration. Item Number: NB15-3501 NBIC Location: Part 2, S2 Attachment Page 22 General Description: Address assorted errors in Part 2, S2 Task Group: R. Bryce Mike Wahl (PM) Mr. Bryce presented a document listing items that are in need for revision as they were incorrect (errata) when the 2015 code was published. In the attached document items 1-5 were presented for Sub Group consideration. Items 6&7 are to be reviewed by Mr. Bryce and M. Wahl for a possible new action item or Items. A motion was made and unanimously approved to move this item to the subcommittee Inspection to incorporate this information into the 2017 NBIC. New project manager Mike Wahl was appointed. 4

Item Number: NB15-1205 NBIC Location: Part 2, S2.14 Attachment Page 24 General Description: Review referencing Wisconsin Historical Steam Association writing within the standard Task Group: Mike Wahl (PM) The Subgroup reviewed the footnote in S2.14 SAFETY PROCEDURES. A motion was made and unanimously approved to keep the footnote as is due to copy write issues. This item will be sent to the subcommittee Inspection for consideration. 8. New Business: Attachments are for those action items that were approved or closed with no further action at this subgroup. Item Number: NB16-2301 NBIC Location: Part 2, S2.9 f Attachment Page 25 General Description: Valves on Blowoff Task Group: Mr. Bryce Mr. Bryce and Rupert lead the discussion on the proposed wording to be added to paragraph S2.9 f clarifying information for blowoff valves. A motion was made and unanimously approved to accept this item and move it to the subcommittee Inspection. Item Number: NB15-0502 NBIC Location: Part 2, S2.8.2e&f No Attachment General Description: Gage Glass and water level Task Group: Dennis Rupert (PM), Frank Johnson, Tom Dillon The Action Items proposed wording was presented for the Sub Groups for consideration. This subgroup agreed to have its members inspect the water level over historical boilers crown sheets. The inspection information will be used to develop possible wording to be incorporated into NBIC Part 2 at a future date.
