Ragging is defined by Hon ble Supreme Court of India in SLP 24295/2006 dated 16.5.2007 and Civil Appeal No. 887 of 2009 dated 8.5.2009 as Any disorderly conduct whether by words spoken or written or by an act which has the effect of teasing, treating or handling with rudeness any student, indulging in rowdy or undisciplined activities which causes or likely to cause annoyance, hardship or psychological harm or to raise fear of apprehension thereof, in a fresher or a junior student, or asking the students to do any act or perform something which such students will not do in the ordinary course and which has the effect of causing or generating a sense of embarrassment so as to adversely affect the physique or psyche of a fresher or a junior student Gauhati University also defines ragging in the same line as above. The Assam Prohibition of Ragging Act, 1999, defines Ragging as Either display of noisy or disorderly conduct or doing of any act which causes or likely to cause social, physical or psychological harm or raise apprehension or fear or shame or embarrassment to any student in any educational institution and includes teasing, abusing of, playing practical jokes on or causing hurt to such students, or asking the student to do any act or perform something which such student will not, in the ordinary course, willingly do. Ragging as defined by UGC under Clause 3 of the Regulations, in addition to above, includes any act by a senior student that prevents, disrupts or disturbs academic activity of other student, exploiting the services of other students for completing their academic tasks, any act of financial extortion or forceful expenditure burden put on any other student(s), act of physical abuse of all variants like sexual abuse, homosexual assaults, stripping, forcing obscene and lewd acts causing physical harm or danger, any abuse by spoken words, e-mails, post, public insults which includes deriving perverted pleasure, vicarious or sadistic thrill from actively or passively participating in the discomfiture to any other student(s). The UGC vide D.O. letter No.F.1-15/2009 (ARC) pt.-iii dated August, 8, 2016 has expanded the definition of Ragging in the following manner: 3 (j) Any act of physical or mental abuse ( including bullying and exclusion) targeted at another student( fresher or otherwise on the ground of color, race, religion, caste, ethnicity, gender ( including transgender), sexual orientation, appearance, nationality,

regional origins, linguistic identity, place of birth, place of residence or economic background Ragging as defined by AICTE: AICTE defines ragging as Any conduct of a student or students by spoken or written words or by an act which has effect of teasing, treating or handling with rudeness, indulging in rowdy or undisciplined activities which cause or likely to cause annoyance, hardship physical or psychological harm or to raise fear or apprehension in any student, asking any student to do any act which a student will not do in ordinary course and has the effect of causing or generating a sense of shame or torment or embarrassment adversely effecting physique or psyche of fresher or any other student, any act by a senior students preventing, disrupting or disturbing academic activity of any other student, exploiting services of a fresher or any other student for completing the academic tasks assigned to a student or a group of students, any act of financial extortion or forceful burden of expenditure, physical abuse of all variants like sexual abuse, homosexual assaults, stripping, forcing obscene & lewd acts, gestures, bodily harm or danger to health on fresher or any student, any act or abuse by spoken words, e-mails, posts, public insults to derive perverted pleasure, vicarious/sadistic thrill from actively or passively participating in discomfiture to fresher or other student, any act affecting mental health and self-confidence of any student to derive sadistic pleasure or showing off power, authority or superiority by a student over any other student 2.RGIs stand on Ragging :: Ragging is not only a dreaded social evil predominating mainly in the Higher Educational institutions, but also a cognizable offence under the law. Every wise and conscious citizen will come forward to fight against ragging. 3.Measures to prevent Ragging: RGI, being a premier institution of higher education in the N.E Region, is not lagging behind to join the mission to eradicate this dreaded social evil from the society and pledges to make RGI a Zero Ragging Campus, which will, no doubt, be an important milestone towards perfect learning and acquiring practical knowledge and guarantee equal opportunities to all and highest regard for human rights. In strict compliance to the directions of the Supreme Court, Assam Government, AICTE, UGC, and with a view to curb the menace of ragging effectively, RGI has taken the following measures: a) Constitution of (i) Anti-Ragging Committee and (ii) Anti-Ragging Squad for 2016-17. b) Constitution of Anti-Ragging Cell in each School consisting of the Dean/Principal (Exofficio Chairman), Associate Professor -1, Asstt. Professor-3 (nominated by the Principal) and 4 representatives from students (two from seniors and two from juniors) for taking appropriate Anti-Ragging measures within the school.

Banerjee Principal, RSET 4.Punishments for indulging and abetting Ragging (Ref: Clause 9.1 of UGC Regulations as well as AICTE guidelines ) Ragging in any form is a cognizable offence under the law. Exemplary and justifiably harsh punishment to be given to those found guilty of Ragging and indulgence to ragging. Punishment at the institution level include:- (i)cancellation of admission (ii) Suspension from attending classes (iii) Withholding/withdrawing Scholarship/Fellowship and other benefits (iv) Disqualification from appearing in any examination/evaluation process (v)withholding examination result (vi) Disqualification from representing in any meet, event, tournament, festival etc. (vii) Suspension/expulsion from hostel (viii) Rustication from the institution to a maximum 4 semesters. (ix)expulsion from the institution and consequent disqualification from admission in other institutions (x) Collective punishment when the person(s) committing/abetting the crime is/are not identified. (x)fine of Rs.25000.00. The Anti-Ragging Committee shall take appropriate decision with regard to punishment or otherwise, depending on the facts of each incident of ragging, nature and gravity of the incident. (The ARC may also constitute an enquiry in such case, if feels necessary.) 5.Filing FIR: ( Ref: Clause 7 of UGC Regulations ) For every single incident of ragging, a First Information Report must be filed without exception by institutional authorities with the local police authorities within twenty four hours of receipt of information with intimation to concerned District Level and University Level Anti-Ragging authority, under appropriate penal provisions relating to one or more of the offences falling under the definitions of Ragging

6.Appeal against punishment: An appeal against punishment order by the ARC shall lie:- (i) To the Vice-chancellor, in case of an order of punishment of the institution, affiliated to or consequent part, of the University. (ii) To the Chancellor, in case of an order for punishment by the University (iii) To the Chairman or Chancellor of the institution, in case of an institute of national importance established by an Act of Parliament. 7.Submission of undertaking: a) It is mandatory for each fresher and parents to submit at the time of admission a written undertaking (Format for student attached (at Annexure I) and for parents (at Annexure II) ii) Hostel Boarders are to submit affidavit/written undertaking in the Format at Annexure-III) 8.Helpline Contact Numbers:: i) In case of any Ragging like incident happens in and outside the RGI Campus, student may contact for help using the following Phone numbers for necessary help. * Mr. N C Gogoi, Manager(Security & Vigilance)-8 8 1 1 0 0 3 1 2 8 Mail ID-numal.gogoi@rgi.edu.in *Mr. Manoj Kr. Playing a silent spectator s role in such incidents, amounts to indulging in such activities which is also punishable crime under the law. 9.Duties of students and Guardians:: a) Duties of fresher s & their guardians:

i) To maintain a cordial relationship with members of the Royal family particularly with the students exhibiting perfect manners and decent behaviors ii) To show due respect to faculty members, officers and other staff of RGI and outsiders visiting the RGI. iii) Students enjoy all rights and privileges like other citizens of India. As such, they should not bow down their heads to any force trying to deprive them of their rights and privileges, but to stand boldly. In case, a student or a group of students forces them to obey orders/directions, which they consider to be embarrassing, undignified, they should forthwith report it to the concerned authority using the helpline phone numbers/mail ID iv) RGI authority is always ready to redress the grievances of any student traumatized because of ragging and ragging like activities and seeks cooperation from guardians. 10.Duties of Senior Students:: Senior students will always welcome a fresher in a befitting manner creating a homely environment in the RGI campus, where only love and affection, peace and tranquility, a culture to help others and a healthy academic environment congenial for useful studies, proper growth and allround development of a student prevails, so that all students (Seniors and Juniors) feel RGI campus a free and secured one for learning without any disturbances whatsoever. Conclusion: The aim of publishing Anti-Ragging Bulletin by RGI is to acquaint the members of RGI family, particularly the students, with various provisions of law on prevention and prohibition of ragging in educational institutions, including punishments to be faced by the offenders and steps taken by RGI to eradicate one of the most dreaded social evils from the RGI as well as the society. It is sincerely hoped that the Booklet will definitely help to create a platform, free from any disturbance, for peaceful learning and teaching and exposure of the hidden talents of the students.
