Minutes of the Regular Board Meeting of the New Lenox Community Park District Board of Commissioners held on Wednesday, at 6:00 pm in the Board Room of the Village Hall, New Lenox, IL. GENERAL FUNCTIONS: Call to order President Fischer called the meeting to order at approximately 6:02 pm. Pledge of Allegiance President Fischer led the Board, Staff, and all others present in the Pledge of Allegiance. Roll Call President Fischer directed the Recording Secretary to take roll call. Upon taking roll call, the following were present, Commissioners: Krumreich, Jansma, Kraemer, Larson, and President Fischer. Also in Attendance Communications/Marketing Supervisor Lauren Lotz, Recreation Superintendent Shirley Braglia, Golf Course Superintendent Douglas Eggert, Parks-Maintenance Superintendent George Travnicek, Facilities Superintendent Mike Langlois, Executive Director Greg Lewis, Attorney Angelo Vitiritti, Finance/Human Resource Superintendent Kathy Lynch, Executive Assistant/Office Supervisor Jacque Tuma. Treasurer s Report Commissioner Kraemer quoted the totals from the Treasurer s Report. President Fischer requested any questions or comments regarding the Treasurer s Report for May 31, 2012. Hearing none, President Fischer requested a motion to approve the Treasurer s Report as presented for May 31, 2012. Motion made by Commissioner Krumreich, seconded by Commissioner Jansma. Upon a roll call vote, all were in favor and the motion passed unanimously. Payment of Bills Commissioner Kraemer quoted totals from the Payment of Bills presented for May 31, 2012. President Fischer requested any questions or comments. Hearing none, President Fischer requested a motion to approve the Payment of Bills as presented for May 31, 2012. Motion made by Commissioner Jansma, seconded by Commissioner Larson. Upon a roll call vote, all were in favor and the motion passed unanimously. Special Guests Mrs. Kim Auchstetter, IGFOA Board Member, Finance Director & Treasurer of New Lenox- Presentation of the Government Finance Officers Association (GOFA) Certificate of Achievement Award & Award of Financial Achievement) President Fischer introduced Ms. Kim Auchstetter who presented the Park District and Finance/Human Resources Superintendent Lynch with the Certificate of Achievement Award & Award of Financial Achievement plaque for the 4th consecutive year. President Fisher noted this is a very difficult award to achieve and congratulated Finance/Human Resources Superintendent Lynch, her staff and the entire park district staff for doing such a great job to achieve this. Communications New Lenox School District 122-Personnel Announcement President Fischer noted Dr. Sass will be retiring in 2015 and Dr. Peggy Manville will be taking his place as Superintendent of New Lenox School District 122. Consent Agendas Approval of the Special Meeting Walker Country Estates Parks Planning Workshop Minutes of May 10, 2012 Approval of the Regular Meeting Minutes of May 16, 2012 President Fischer requested any questions or comments on the Consent Agendas. Hearing none, President Fischer requested a motion to approve the Consent Agendas. Motion made by Commissioner Krumreich and seconded by Commissioner Larson. Upon a voice vote, all were in favor and the motion passed unanimously. Committee & Staff Reports Enterprise Golf Course Operation and Financial Reports Month to Date & Year to Date Golf Course Superintendent Eggert noted Kyle English was the defending champion in I-80 AM Tournament which was held in May and noted the golf course was in pristine shape for the tournament. Golf Course Superintendent Eggert noted we are up 4,000 rounds of golf compared to last year due to the weather. Golf Course Superintendent Eggert noted the Toro Sand Pro 5040 should be delivered in 5-7 days but there was no specific timeline.

Executive Director Lewis noted the following products have been finalized for purchase in the entertainment tent includes: 16oz aluminum bottles of Miller, Miller Light, Coors Light, MGD, Leinenkugel Summer Shandy, Mike s Hard Lemonade and water. Executive Director Lewis noted pop will be available only for purchase at the food vendors outside of the entertainment tent this year. Executive Director Lewis noted at next months board meeting there will be a formal presentation with all the events and entertainment. Finance/Human Resources Superintendent Update/Executive Director Assistant/Office Supervisor Update President Fischer asked if there were any questions regarding the Finance/Human Resource Superintendent report. President Fischer asked if there were any questions regarding the Executive Assistant/Office Supervisor Report. Administration FY 12-13 Entry Level Base Salary & Wage Rate Recommendations Executive Director Lewis noted this will be the third year once the professional study is done that we will be holding the entry level rates. President Fisher asked if there were any questions regarding FY 12-13 Entry Level Base Salary & Wage Rate Recommendations. Hearing none, President Fisher requested a motion to approve FY 12-13 Entry Level Base Salary & Wage Rate Schedule. Motion made by Commissioner Jansma and seconded by Commissioner Krumreich. Upon roll call, all were in favor and the motion passed unanimously. Executive Director 3 Year Employment Agreement President Fisher asked if there were any questions regarding the Executive Director 3 Year Employment Agreement. Hearing none, President Fischer requested a motion to approve the Executive Director 3 Year Employment Agreement. Motion made by Commissioner Kraemer and seconded by Commissioner Krumreich. Upon roll call, all were in favor and the motion passed unanimously. Ms. Sue Kuzmuk, Recreation Supervisor-Retirement Announcement/25 Years President Fisher noted Ms. Sue Kuzmuk announcing her retirement after 25 years of faithful service to the Park District. Recreation Superintendent Shirley Braglia noted the great job Sue performed and noted she was looking forward to her retirement as well as going to visit her grandchildren. Recreation Supervisor Position Timeline on Filling Vacancy Executive Director Lewis noted there is a timeline for the Recreation Supervisor Position was going to be filled. Executive Director Lewis noted it was a perfect time to evaluate how our supervisor positions are within the recreation department. Executive Director Lewis noted based on the recommendations at the workshop we are going to go ahead with the timeline. Executive Director Lewis noted shortly after Proud American Days everything will be in place and we will be ready for the upcoming school year. Facilities/Planning Development Projects Update Parks-Maintenance Superintendent Travnicek noted the Countryview/Royal Meadows Park is right on schedule and should be completed within a week or two. Parks-Maintenance Superintendent Travnicek noted the park should be open the end of June. Parks-Maintenance Superintendent Travnicek noted 6 sections of the skate park had to be replaced due to cracking. Commissioner Larson asked if the inspector looked at the new sections yet. Parks-Maintenance Superintendent Travnicek noted there is a meeting scheduled for Friday morning to go over the sections and check for any cracks. President Fisher asked what was going on with Water Chase. Parks-Maintenance Superintendent Travnicek noted last year it was a bad site with almost all weeds and hardly any grass but still not ready for acceptance.

Regular Board Meeting Page 3 of 5 (Committee & Staff Planning Resources Inc.-Updated Concept Plan for Walker Park Parks-Maintenance Superintendent Travnicek noted he was working on documents and was going to be submitting the application to Springfield next week. Parks-Maintenance Superintendent Travnicek noted we are certainly ahead of the July 1 st deadline. Parks-Maintenance Superintendent Travnicek noted the 2 nd meeting was held and 7 different families showed up. Parks-Maintenance Superintendent noted for both meetings the total was 21 families which is huge. Parks- Maintenance Superintendent Travnicek noted we hope to receive a letter from Springfield in October asking us to go to Springfield for a 3 minute presentation and then wait until January to find out if we received the grant. President Fisher asked if this was the third time we were trying for the grant. Parks-Maintenance Superintendent Travnicek noted it this will be the fourth time. Executive Director Lewis noted the plan has been redesigned to include new elements. Parks Parks Maintenance Superintendent & Facility Superintendent Facilities Superintendent Langlois noted Proud American Days is being finalized. Facilities Superintendent Langlois noted all of the associations are winding down. Facilities Superintendent Langlois noted there was vandalism at the Lions Den with spray paint on the dugouts and the Mustangs concession stand was broken into. Parks-Maintenance Superintendent Travnicek noted on June 7 th BMO Harris Bank had over 20 volunteers come out and help spread 160 cubic/yards of mulch at Spencer & Nelson Campuses. Parks-Maintenance Superintendent Travnicek noted there are over 6,400 BMO volunteers nationwide who tackled over 400 projects and wanted to thank them for their help and also note we were able to purchase some new tools. Parks-Maintenance Superintendent Travnicek noted we received 45 semi-loads of the grindings which came from Pine Street. Parks-Maintenance Superintendent Travnicek noted we are going to use the grindings to help build up the parking lots at the shops and drive. Parks-Maintenance Superintendent Travnicek noted to receive 45 semiloads of grindings for free is a huge savings. Recreation Assets of the Month ( Family rules are important to keep me safe! ) Executive Director Lewis read the Asset of the Month aloud. Special Recreation Monthly Reports Staff Reports Executive Director Lewis noted the reports continue to be good information for everybody. Executive Director Lewis noted they are doing a good job retaining the participation numbers and having those individuals participate more frequently which is always positive. Executive Director Lewis noted this has a lot to do with the community events and the educational events are doing great to get help the community with understanding what LWSRA does. Executive Director Lewis noted he attended two wheelchair events with the New Lenox Fire Protection District and the Mokena Fire Protection District which they were able to purchase 4 smaller wheelchairs for wheelchair basketball for the smaller children. Monthly Financial Reports Executive Director Lewis noted the monthly financial reports are included in the board packet. Executive Director Lewis noted there is not a whole to report except their fiscal years is one month off from ours. Proposed Budget FY 2012-2013 Executive Director Lewis noted the proposed budget was passed. Executive Director Lewis noted the budget included the detailed construction budget for the facility. Executive Director Lewis noted is was passed pending the review by the contractor, architect and financial planner. Executive Director Lewis noted it looks like the project is back on track. Executive Director Lewis noted next month we will be planning the ground breaking ceremony. Executive Director Lewis noted next Monday they will be in front of the Village for approval which is just a formality at this point to answer all of their questions and concerns. Executive Director Lewis noted LWSRA has a foundation which has been very active and noted at the meeting yesterday they received a $50,000

Executive Director Lewis noted LWSRF will going after some larger donations if possible as they are organizing and hoping to get more funds for the project. Executive Director Lewis noted once the brick and mortar start going up they will receive more sizable donations. Recreation Superintendent Update Recreation Superintendent Braglia noted all of the summer programs are going well and noted the staff is working on the fall catalog. Recreation Superintendent Braglia wanted to mention we are still looking for vendors for the Made in America Craft and Vendor Show held on Saturday, July 28 th at Proud American Days. Recreation Superintendent Braglia noted if you are interested to please contact the park district. President Fisher stated he is always amazed at how many young kids the NLCPD takes care of with all of the programs and Before/After school programs. Recreation Superintendent Braglia noted the Camp Wewannago has over 140 participants. Regular Board Meeting Page 5 of 5 Executive Director Lewis congratulated the Employee of the Month Kathy Claver. He also wanted to extend his appreciation to Finance/Human Resource Superintendent Lynch for the award for the fourth year in a row and noted it s the entire team to make this happen. Commissioner Jansma wanted to thank Finance/Human Resource Superintendent Lynch and her staff as this makes us all proud. He also wanted to let the tax payers know that everything is done here at the park district is done right and the way it s supposed to be done. He wanted to thank all of the department heads as this is a busy time of the year as the golf course is busy, a park is being built, lots of maintenance as well as things being fixed. Everyone is doing a great job. Commissioner Krumreich thanked Finance/Human Resource Lynch for a great job again as well as all the staff. He also wanted to say that Sue Kuzmuk will be missed as she put in a long 25 years. Commission Kraemer wanted to congratulate the whole staff for a great year. He also wanted to say people came out droves for the programs and noted the community is using our programs. He also hopes everyone will come out and enjoy Proud American Days as there is something there for everyone during the 4 days. He also wanted to congratulate Sue Kuzmuk on her retirement. Commission Larson agreed with everything that was said. He also wanted to thank BMO Harris Bank for volunteering. President Fischer agreed with all of the commissioners comments. He also congratulated Sue Kuzmuk on her retirement. He also congratulated Finance/Human Resource Superintendent Lynch for the award as it is a huge undertaking. He also noted Proud American Days is being held July 26 th -July 29 th, there will be great bands and good food. Adjournment At approximately 6:46p.m. President Fischer requested a motion to adjourn the Regular Board Meeting of the New Lenox Community Park District Board of Commissioners. Motion made by Commissioner Larson, seconded by Commissioner Kraemer. Upon a voice vote, all were in favor and the motion passed unanimously.
