THE ROLE OF THE FIRST VICE PRESIDENT OF PROGRAMS Presented by Joyce Duckett, National Chapter Development Committee Co-chair National Coalition of 100 Black Women, Inc. Joint Annual Leadership Retreat & Legislative Day Washington, DC January 24-28, 2017

FIRST VICE PRESIDENT OF PROGRAMS What is a First Vice President? The First Vice President is an elected officer of NCBW and is second in authority to the President. She has a very important role and should work very closely with the President and members of the executive committee and board to ensure effective leadership.

FIRST VICE PRESIDENT OF PROGRAMS CHAPTER BYLAWS SHOULD INCLUDE THE FOLLOWING OR SIMILAR LANGUAGE DESCRIBING THE ROLE OF THE FIRST VICE PRESIDENT OF PROGRAMS: preside and exercise the duties and powers of the President in the absence of the President; know and understand the goals, objectives, Bylaws and policies and procedures of the Chapter and NCBW; develop and coordinate all Chapter programs; oversee the activities of all program committees; ensure that the Chapter s programs and goals are consistent with NCBW programs and goals; serve as an ex-officio member of all committees that fall under her responsibility; and represent the Chapter as required by the President.

FIRST VICE PRESIDENT OF PROGRAMS CHAPTER BYLAWS SHOULD INCLUDE THE FOLLOWING OR SIMILAR LANGUAGE DESCRIBING THE REQUIREMENTS FOR A CANDIDATE FOR THE OFFICE OF THE FIRST VICE PRESIDENT OF PROGRAMS: served in at least one leadership position, i.e. committee chairperson, secretary, treasurer, etc.; (b) attended at least one (1) National NCBW meeting; (c) participated in the planning of at least one (1) Chapter event; and (d) attended the Chapter s leadership training.

FIRST VICE PRESIDENT OF PROGRAMS Some Critical Responsibilities for the 1 st VP are: Participates on the President s team to create the organization s overall vision, mission, values, beliefs and strategic goals. Creates, communicates and implements the chapter s vision, mission and overall direction within her area of responsibility which is programming. Leads, guides, directs, and evaluates the work of the chapter to ensure its success in meeting their goals and advocacy mission. Implements program initiatives that are consistent with national initiatives and conformed to meet the needs of the local community and constituents.

First Vice President Some Additional Critical Responsibilities for the 1 st VP are: Assist in the formulation of the strategic plan that guides the chapter s direction; Preside in the absence of the President in the sequence of their position, and shall perform the duties and exercise the powers of the President in the President s absence; Perform any other duties as may be assigned by the President and the board.

How Does She Fulfill Her Responsibilities? Planning Strategizing First Vice President Knowing and understanding the chapter and national program initiatives Implementing national initiatives in a manner that best impacts the local community Working effectively with chapter leadership Directing and Sharing in the work with committee members

First Vice President PLANNING: 1 st VP is a vital leader in directing the chapter s programmatic projects 1 st VP must ensure each chapter program has a purpose, goal and is measurable

First Vice President STRATEGIZING: 1 st VP is a vital leader in developing the strategic plan that serves as a guide to direct the chapter s programmatic projects 1 st VP must ensure each chapter program has a purpose, goal, and is measurable 1 st VP must develop and secure member buy-in and approval for budget to allow implementation of programs 1 st VP must also identify organizations and individuals in the community for additional funds and collaborations

First Vice President KNOWING AND UNDERSTANDING THE CHAPTER AND NATIONAL PROGRAM INITIATIVES 1 st VP should present to committees under her area of responsibility clear goals to deliver and sustain transformational programming 1 st VP must ensure each chapter program has a purpose, goal and is measurable

First Vice President IMPLEMENTING NATIONAL INITIATIVES IN A MANNER THAT BEST IMPACTS THE LOCAL COMMUNITY 1 st VP should work with committees under her area of responsibility to identify target groups and/or target communities 1 st VP must ensure each chapter program addresses current issues, concerns, and needs of the target group

First Vice President WORKING EFFECTIVELY WITH CHAPTER LEADERSHIP Actively work with the board and leadership team on the development of the chapter strategic plan Reviews programming efforts and evaluation reports Conducts regular meetings and conference calls to monitor the progress of the committees under her area of responsibility Conducts training sessions with committee chairs to ensure that their program plans are on target s meet the Coalition goals Serves as an ex-officio member of all chapter program committees

First Vice President DIRECTING AND SHARING THE WORK WITH COMMITTEES Conducts regular meetings and conference calls to monitor the progress of the committees under her area of responsibility Conducts training sessions with committee chairs to ensure that their program plans are on target to meet the Coalition goals Engage all chapter members in the work of programs committees

First Vice President SUMMARY The national 1 st VP and her committees work to develop programs that exemplify the core values and mission of NCBW. The chapter 1 st VP must ensure that chapter programs are created and implemented to be transformative in the lives of the constituents in their communities and address local issues, concerns, and needs.
