The special attention is given to implementation of projects on "Territories of advanced social and economic development". However, as earlier research has suggested, one of the key problems of successful implementation of these projects is shortage of labor resources. This problem can be partially solved using the internal and external migration, including that from Asian and Pacific countries. In this paper, an attempt is made to sum up the foreign and domestic research related to the analysis of current status, assessment of features, risks, prospects and forecast of labor market development of Primorsky Region with a view to draw up some recommendations for improving its stability. 2015 The Authors. Introduction Over the past twenty years the new world Development Centre has been formed at a quickened pace in the Asia-Pacific region (further the APAC). This is the place where the main global challenges economic, political, social, financial, innovative, are generated. The rate of the APR economic growth is 2 2.5 times higher than that in the countries of the European Union (further the EU) (Global Talent market, 2014). More than 50% of the world labor resources are concentrated in the APR, with 60% of them being under 30 years of age and over 40% of the world investment resources are brought into life in this region (Roberts, 2012). It is expected that the Pacific Common Market System which is to provide the additional competitive advantages and to form the additional protective barriers against the external competition will have been organized by 2015-2020. The economic transformation of society requires a deep understanding of processes which are going on *Corresponding author. This concerns, first and foremost, the problems of labor market performance, employment status of the population, assessment of current state and development of human capital, as an integral part of the process of creating the new world Development Centre in the APAC (Martin, 2009; Connel, 2010). At the same time, it should be noted that the problems of development and management of the labor market at a regional level have its specific nature associated with features that are determined by economic, natural and climatic, national and demographic, technological, socio-economic and other factors (Beisenova et al., 2014; Morozov et al., 2014; Morozova et al., 2014; Metelev, 2014; Vitsenets, 2014a). The steady trend of depopulation has been observed in the Russian Far East in recent decades. Over the last 15 years, the number of the Russian Far East inhabitants has been reduced by 1.5 million people (Noskova, 2011; Vitsenets, 2014). The population leaves the Russian Far East; the working-age high performers are leaving. This deforms the demographic structure the share of the senior population is higher while that of the active age population is lower. The population of a high social and professional level is replaced with the population of low quality parameters of educational level and skills as a result of emigrational exchange with other regions (Vitsenets, 2014c). With regard to this, alongside with the absolute population decline, there is also deterioration of its quality, in other words, gradual social degradation of the territory is observed. Persistence of these trends is not only a current threat to Russia's national security but it also implies the impossibility to implement the federal and regional programs aimed at the development of the Far East, the development of natural resources, the new jobs formation. First of all, this is true for the implementation of projects on "Territories of advanced social and economic development" (Federal Law of the Russian Federation 473-FZ, 2014). One possibility of solving these problems is the internal and external labor migration (Vitsenets, 2014g; Vitsenets, 2014c). Therefore, papers dealing with summing up the foreign and domestic research on studying the status, problems, assessment of risks for the working population migration from the Asia-Pacific countries turn out to be quite timely for the Russian Far East. 2. Literature review General analysis of the world and Asia-Pacific labor markets. The analysis of the world market of labor resources is based on its current status and on the forecast of world economic development. The global economy is forecast to accelerate modestly in the short term, with both strengths and risks present in all regions. Positive contributions include healthy economic activity in North America and the U.K., slowly recovering conditions in Europe, and continued high GDP growth across the APAC region (Table 1) (Bryson, 2012; Avdagic & Salardi, 2013). Although positive indicators have been seen recently in many beleaguered European labor markets, the progress has been very slow and fitful as the region's economic recovery remains fragile. The UK continues to rank among the region's standout markets with strong employment growth and rapidly falling unemployment. Despite its economic woes, the labor market in Russia is tight and unemployment is low, particularly in its large cities. Ageing workforce and low productivity add to the challenges in workforce. Improvements are expected in the short term in India and Australia, while China's employment outlook is more challenging. Table 3. Based on the UN definition of youth as persons aged between 15 and 24, the youth segment of the population for this region is estimated to constitute approximately 18 per cent of the total population or over 650 million persons, that is, over 60 percent of the world youth population (see Table 4) (Asia-Pacific Labour Market Update, 2015 ). Of these, over 200 millions are estimated to live in urban areas. Within the region, there is some variation in the demographic pattern and socio-economic development which produces an impact on employment of youth. In Southeast, South and Southwest Asia, the youth population constitutes a higher proportion of the total population or over 19 per cent. Youth comprises a smaller share of the total population in North and Central Asia (16.7 per cent), the Pacific region (13.5 per cent), and East and Northeast Asia (15.3 per cent). The most populated countries in the region the People s Republic of China and India have nearly 20 per cent of their populations aged 15 to 24 years. Region/Year Table 4. The Russian Far East is the eighth most populous among the federal districts. The greatest population size in the Russian Far East is observed in Primorsky Region (31.1%). Research methodology During the course of the research, the authors used both elementary methods of mathematical statistics and special methods of scientific research for economics and sociology: economic and mathematical methods; econometric methods; Delphi approach; simulation and classification methods; time-series analysis and forecasting; the spatial-temporal; the comparative and analytical; situation method; segmentation method, etc. (Vitsenets, 2014f). The authors used both the available electronic data (Tsentral naya baza statisticheskikh dannykh: interaktivnaya vitrina, 2014) and some specialized databases as the basic data. 4. Results of analysis As the research published in (Vitsenets, 2014g; Pestereva et al., 2014; Vitsenets, 2014h) suggests, issues of the internal labor migration between the country's regions can only be solved in Russia at the level of federal and regional programs. The development and improvement of strategy for HR policy of the regions as well as that of measures package for controlling the migration processes are based on assessing the current status of the labor market not only in the Russian Far East, but also in the expected source countries. The efficiency and quality of management of maritime coastal territories, including the development of marine transport, port and industrial complexes, are an essential component of sustainable development of maritime federal subjects of the Russian Federation. One of the key factors of growth of sustainable maritime territories development is the skill level and competence of employees of the government, regional and municipal services participating in implementation of State support measures for investment activities in maritime territories (Pestereva, Nadeina & Sashenko, 2014). At present, the labor market of Primorsky Region has a need in highly-skilled professionals of technical and engineering systems, energy and engineering industries, shipbuilding and ship repairing, in the petrochemical complex, transport and logistics, construction, tourism, agricultural industry, health care service [35, 36]. Workers with basic and secondary vocational education in the field of construction, manufacturing activity, vehicle trade and repair are also in demand. The proportion between supply and demand for labor in 2012, for example, was 3:1, with the vacancy rate amounting to 75%, and the number of unemployed citizens 25%. The opportunity to reduce the shortage of professionals in the social sphere due to developing the institution of volunteering and the non-profit organizations is considered in (Pestereva, Nadeina & Savinkina, 2014). The research dedicated to the improvement of current and development of new labor resources and recruitment needs forecast methods, and so the migration processes development forecast methods (Vitsenets, 2014c) are of crucial importance for enhancing the labor market strength of Primorsky Region and for paving the ways for labor resources development. 5. Conclusion A number of papers by the foreign and Russian researchers are dedicated to studying the Russian Far East labor market. The papers study the matters of the current status of labor market of the Asian and Pacific countries and the domestic labor market; their risks, shortage of highly-skilled professionals in industries that are key for both the region's development and its social sphere are assessed. The history, state policy, features of internal and external labor migration, methods of migration processes management are studied with due regard to any cultural, ethnic, social characteristics of the source countries' population, first of all, of the Asian and Pacific ones. The labor market assessment and forecast techniques developed by the authors can be used when forming regional programs of labor support for social and economic sphere.
