GLENSIDE FIRE PROTECTION DISTRICT MINUTES OF THE REGULAR MEETING APRIL 12, 2016 OF THE BOARD OF TRUSTEES AT 5:30 PM I. CALL TO ORDER: President Kosiara called to order the regular meeting for Glenside Fire Protection District Board of Trustee s at 5:41 P.M. II. III. IV. PLEDGE TO THE FLAG: The pledge of allegiance to the flag of the United States of America was recited. The pledge was led by Administrative Assistant Laura Haiden. ROLL CALL: Present were President Kosiara and Secretary Osborn. Treasurer Christopher was absent but will be attending late. Trustee Osborn requested that the meeting minutes reflect that Chief Wood, Deputy Chief Reid, and Controller Jim Turi were also in attendance. MINUTES OF PREVIOUS TRUSTEES MEETINGS The regular session meeting minutes for the Board of Trustee s meeting held on March 8, 2016 were presented for review. Trustee Kosiara motioned to approve and file the regular meeting minutes of March 8, 2016. The motion was seconded by Trustee Osborn. Trustee Kosiara asked the record to reflect that there was unanimous approval of the motion with all members in attendance voting. V. FINANCIAL REPORTS A. Controller s Report Controller Turi provided the financial report for the month of March, 2016 noting the starting cash and investments for the District. There have been no capital expenditures for the fiscal year so far and eleven months of the fiscal year have been completed Controller Turi noted ambulance fees collected for the month and for the sale of a vehicle. Trustee Kosiara motioned to accept and file the Controller s Report as presented, and pay all accounts payables and payroll for March in the amount of $259,681.98. The motion was seconded by Trustee Osborn.
Trustee Osborn aye Trustee Christopher - absent B. Other Items from the Controller Controller Turi informed the Board that funds have been transferred from IL Funds to MB Financial Bank. VI. LEGAL ISSUES A. Attorney Report Chief Wood reported that there were no legal issues for our District. B. Other items from the Attorney There were no other items from the Attorney. VII. ANNOUNCEMENTS A. Fire Commissioners Of the qualified candidates who passed the written test for the position of full-time firefighter with the District, 99 will be offered interviews. Interviews are anticipated to be scheduled in early May. The next Commissioners meeting will be held on Thursday, April 21, 2016. Trustee Christopher arrived at 5:50 PM B. Foreign Fire Insurance Board Chief Wood said an evaluation of the LayZBoy recliners was completed and they are still under warranty. Approximately $500-$600 in maintenance will be needed on the chairs. The next scheduled meeting will take place on Monday, May 9th. C. DuComm Report Chief Wood said there was a meeting today and ETSB also took place in the AM. Depletion and MABAS policies were approved and accepted at the meeting. The new CAD system is about two years away. D. Other Announcements Chief Wood said that National Day of Prayer will take place on May 5, 2016 starting at 7:30 am. RSVP s should go to Chief Wood for those wishing to attend. Bloomingdale Fire Protection District is going through a territorial dispute with Hanover Park Fire Department over Turnberry Industrial Park. This is a potential revenue loss of $500,000 for Bloomingdale Fire.
Chief Wood and Deputy Chief Reid will be attending a non-alliance meeting in Itasca for a discussion regarding MABAS 12 potential split. Hanover Park Fire Department will be an island and Glenside Fire District will have 3 boundary sides that are alliance departments. The changes will leave 16 departments in MABAS Division 12. Chief Wood reported that he received in writing from Standard Insurance Company the approval of $50,000 in new life insurance for part-time employee coverage (for those who meet the criteria). Current Elmhurst Fire Chief Jeff Bacidore is retiring. The open position is being listed at $150,000 starting salary, but could have potential labor issues. Glen Ellyn Volunteer Fire Department Chief Bodony is retiring and new Chiefs are being considered for the open position. Fire Prevention Bureau Fire Marshal Curt Shires provided an Outdoor Event Presentation through the Illinois Fire Inspectors Association. Reportly Mr. Shires is considered a wealth of knowledge for crowd management and outdoor events. Interviews are currently being scheduled for the open position of Parttime Inspector with the District. Deputy Chief Steve Ewoldt has announced his retirement. Chief Wood provided a health update on several members of the District and/or their families. The Glenside Firefighters Local 3277 Union is looking to do a fundraising raffle with gift cards towards the end of the year. The Glenside Firefighters Local 3277 Union will be cooking lunch for the Glendale Heights Senior Citizens at the senior center and are looking to do more in the community to provide more outreach. Chief Wood acknowledged that this was a great idea. VIII. OLD BUSINESS A. Apparatus and Facilities Deputy Chief Reid reported that there was a backflow preventer issue that was being worked on and will cost between $3,000-$6,000 estimated. Lights in the attic section of the station have been completed. A thank you was acknowledged and extended to Lieutenant Steve Lipowski for his in-house assistance with this project. Engine 58 is at EVS for preventive maintenance and repairs, while waiting on parts. Bid requests went out for the replacement of the 13 year old pickup truck. The bids will be opened on April 20 th at 1:30 pm by vehicle committee members and will be presented at the May Trustees Board meeting. Chief Wood gave kudos to Lieutenant Lipowski and Red Shift for assisting with the Engine when EVS returned it at 1:00 am to get it back into service.
B. Review Board of Trustees Policy & Guidelines Modification and changes continue to be collected to update the Board of Trustees Policy and Guidelines. C. Other Old Business There was no other old business. IX. NEW BUSINESS A. Investment Policy Change Adoption One line change was made to the District s Investment Policy on page 2 to include the following: All interest earned on investments shall be credited to the District s Capital Improvement Fund. Trustee Kosiara motioned to accept the change and update to the Investment Policy. The motion was seconded by Trustee Christopher. Trustee Christopher - aye The policy was signed and dated for the file. B. Appropriation Budget 2016-2017 Chief Wood said a draft will be presented to the Board members at the next meeting. Final budget numbers are to be plugged in. C. Transfer to Capital Fund Chief Wood recommended a year end transfer from operating funds to the Capital Fund. Controller Turi said the transfer would allow for 25-50% remaining in the operating funds General and Ambulance, and still have 60-80% in reserves. Trustee Kosiara motioned to transfer $1.5 million from the General and Ambulance Funds to the Capital Improvement Funds. The motion was seconded by Trustee Christopher. Trustee Christopher - aye D. Transfer to Pension Fund
Chief Wood recommended that $500,000 be transferred to the Pension Fund to strengthen the Pension Fund and the District s overall funding percentage for the upcoming changes in how the fund is viewed in combination with the District s annual financials. Trustee Kosiara motioned to transfer $500,000 from the General and Ambulance Operating Funds to the Pension Fund. The motion was seconded by Trustee Christopher. Trustee Christopher - aye Chief Wood will inform the Pension Board at the meeting on April 19 th. Trustee Christopher will not be able to attend but a quorum will be obtained for the meeting. President Rich Cassady extended a thank you to the Board for their forth sight in strengthening the Pension Fund overall. E. Resolution 2016-001 Surplus or Donation of District Property Trustee Kosiara motioned to adopt Resolution 2016-001 A Resolution Authorizing the Sale of Donation of Personal Surplus Property of the Glenside Fire Protection District. The motion was seconded by Trustee Christopher. The Resolution was signed and will be filed. F. Ambulance Services Contract To be held for closed session. G. Benefit Consideration To be held for closed session. H. Other New Business Chief Wood said that Homewood Acres had pump issues with the Engine they just purchased from the district. The cost would be between $300 and $1,300 for an electronic board to be replaced. The
information about the known problem had not been conveyed and therefore the Board will cover the cost. Trustee Kosiara motioned to refund Homewood Acres after proper documentation is provided, up to but not to exceed $1,300 for the repairs needed. The motion was seconded by Trustee Christopher. X. PUBLIC COMMENTS/QUESTIONS Trustee Kosiara solicited any comments or questions from the public audience. There were none. CLOSED SESSION Trustee Kosiara recessed the regular meeting to go into closed session pursuant to Section (2)(c)(1) of the Open Meetings Act (to discuss the appointment, employment, compensation, discipline, performance or dismissal of specific employees of the public body); Section (2)(c)(2) of the Act (to discuss collective negotiating matters between the public body and its employees); and/or Section (2)(c)(11) of the Act (pending, probable or imminent litigation) at 6:41 P.M. XII. RETURN TO REGULAR MEETING Trustee Kosiara reconvened from closed session at 7:20 P.M. No action was taken in closed session. Trustee Kosiara motioned to renew the Paramedic Services of Illinois contract with a 3% personnel salary increase with the understanding that the whole amount would go towards increasing the Paramedics salaries. The motion was seconded by Trustee Christopher.
Trustee Kosiara motioned to provide a 3% personnel salary increase to the Fire Chief; to provide a salary adjustment to the Deputy Fire Chief by an increase of $12,655; to provide a 3% personnel salary increase to the Fire Marshal and to adjust the range accordingly; to provide a salary adjustment increase of $4,273 and to adjust the range accordingly for the Administrative Assistant; to increase the hourly rate of the Secretary to $16.50 per hour; to increase part-time firefighter/paramedic hourly wages by 3%; and per the accepted bargaining contract between the District and the Firefighters Association, provide the already approved 3% personnel salary increase; all changes are effective May 1, 2016. The motion was seconded by Trustee Christopher. XIII. ADJOURNMENT The next regularly scheduled meeting of May 10, 2016 will take place at the regular time of 5:30 PM at 1608 Bloomingdale Road, Glendale Heights, Illinois. Trustee Kosiara motioned to adjourn the meeting at 7:29 P.M. The motion was seconded by Trustee Christopher.
