Inputs fr the High-Level Independent Panel n Peace Operatins SG recmmendatins n wmen, peace and security relevant t peace peratins (2002-2014) - UN Wmen 2015 COMPILATION OF SECRETARY-GENERAL RECOMMENDATIONS ON WOMEN, PEACE AND SECURITY RELEVANT TO PEACE OPERATIONS (2002-2014) UN WOMEN POLICY BRIEF FEBRUARY 2015 This brief cmpiles the relevant recmmendatins n gender equality and peacekeeping included n Secretary-General reprts n wmen, peace and security since 2002 until 2014, and all the relevant language fr peacekeeping missins in Security Cuncil reslutins n Wmen, Peace and Security. They are gruped as per the fllwing themes: Gender mainstreaming (mandates, actin plans, indicatrs, budgets, mnitring and reprting) Wmen s participatin (verall numbers, senir psitins) Gender expertise (including bth gender advisrs and wmen prtectin advisrs) Vilatins f wmen s human rights in cnflict Sexual explitatin and abuse Training Gender Mainstreaming The SG has recmmended a gender perspective t be mainstreamed int all areas f peacekeeping activities in his reprts n WPS, frm mandates and directives t specific actin plans, mnitring and reprting, and indicatrs. The SG s reprts n cnflict-related sexual vilence since 2009 have recmmended t systematically reflect sexual vilence in cnflict in all relevant cuntry-specific reslutins and in authrizatins and renewals f the mandates f peacekeeping and special plitical missins. This extends t reprting requirements, frm mandating sex-disaggregated data t be cllected and reprted t the Cuncil t the establishment f mnitring, analysis and reprting arrangements devted t sexual vilence. Sme examples belw: 2002 (S/2002/1154): Incrprate gender perspectives explicitly int mandates f all peacekeeping missins, including prvisins t systematically address this issue in all reprts t the Security Cuncil. Ensure necessary financial and human resurces fr gender mainstreaming, including the establishment f gender advisers/units in multidimensinal peacekeeping peratins and capacity-building activities, as well as targeted prjects fr wmen and girls as part f apprved missin budgets. Require that data cllected in research, assessments and appraisals, mnitring and evaluatin and reprting n peace peratins is systematically disaggregated by sex and age and that specific data n the situatin f wmen and girls and the impact f interventins n them is prvided. 2004 (S/2004/418): I intend t develp a cmprehensive strategy and actin plan fr mainstreaming gender perspectives int peacekeeping activities at Headquarters and in peacekeeping peratins, in

Emphasis wuld be given t mnitring cmpliance with internatinal humanitarian and human rights laws and preventing and reprting n vilatins f wmen s rights. (S/2005/636). 2006 (S/2006/770) Wrking clsely with the Security Cuncil, the Peacebuilding Cmmissin and ther United Natins bdies, integrate wmen s rights and cncerns int the United Natins peace and security, humanitarian and develpment agendas thrughut all phases f cnflict preventin, management, peacebuilding, peacekeeping and pst-cnflict recnstructin and cnslidatin. Intergvernmental bdies shuld strengthen mandates and increase resurces f peacekeeping peratins t prevent sexual and gender-based vilence in cnflict and pst-cnflict situatins and t ensure specific and clear peratinal guidance. 2011 (S/2011/598): I nte with appreciatin that the Security Cuncil is increasingly giving specific instructins in reslutins cntaining r renewing mandates f United Natins missins with regard t addressing gender issues in sectr-specific aspects f peace cnslidatin and recvery. My reprt has shwn that mere reference t wmen and peace and security reslutins is nt enugh; instead, detailed instructins are highly prductive in driving resurce allcatin and institutinal prvisins n the grund in ways that deliver results fr gender equality and imprve accuntability. I encurage the Cuncil t cntinue this excellent practice and t add wmen and peace and security elements, as apprpriate, t mandates f peacekeeping and plitical missins that d nt cntain these elements. 2012 (S/2012/732): I encurage the Cuncil t cnsistently cntinue this practice and ensure that all cuntry-specific and thematic decisins and the establishment f r renewal f missin mandates are reviewed frm the perspective f their impact n the empwerment and human rights f wmen and girls, and that related instructins are included in mandates. 2013 (S/2013/149, and similar language in S/2014/181): T systematically reflect sexual vilence in cnflict in all relevant cuntry reslutins and in authrizatins and renewals f the mandates f peacekeeping and special plitical missins thrugh the inclusin f the specific language f its reslutin 1960 (2010), calling, inter alia, fr the cessatin f sexual vilence, the implementatin f mnitring, analysis and reprting arrangements as a basis fr evidence-based actins, dialgue with parties t cnflict with a view t achieving prtectin cmmitments and the deplyment f wmen s prtectin advisers. Wmen s participatin and leadership in the cntext f peacekeeping has als been central t relevant language in Security Cuncil reslutins n wmen, peace and security. Sme examples belw: 2004 (S/2004/814): I call n Member States, United Natins entities and civil sciety rganizatins t: further analyse the bstacles t increasing wmen s representatin in peace peratins and humanitarian respnse and develp and implement recruitment strategies aimed at increasing the number f wmen, particularly in decisin-making psitins, including in military and civilian plice services; Create a pl f precertified female candidates fr senir level psitins t ensure rapid deplyment. An utstanding challenge is increasing the number f wmen in high-level decisin-making psitins in peacekeeping peratins. In the areas f cnflict preventin, peace negtiatins and pst-cnflict recnstructin, wmen d nt participate fully and mre needs t be dne t ensure that the prmtin f gender equality is an explicit gal in the pursuit f sustainable peace. 2007 (S/2007/567) Recruit and appint wmen t senir psitins in the United Natins, including Special Representatives f the Secretary-General, and in peacekeeping frces, including military, plice and civilian persnnel. 2009 (S/2009/465): The Security Cuncil shuld vigrusly pursue a strategy t ensure an increase in wmen s participatin in all peace prcesses, particularly in negtiatin and mediatin, as well as in pstcnflict gvernance and recnstructin, including an increase in the number f wmen Special Representatives f the Secretary General as well as in peacekeeping missins, as military, plice and civilian members. 2011 (S/2011/598): I am encuraged by increases in the number f wmen in plice and trps cntributed t the United Natins and I urge Member States t cntinue their effrts t increase the number f wmen in security frces s as t increase the pl available fr deplyment as peacekeepers. 2013 (S/2013/525): In the case f trp- and plice-cntributing cuntries, t develp medium-term plans fr meeting the glbal recruitment gal f increasing the number f wmen military and plice persnnel serving in United Natins peacekeeping peratins. T meet glbally established gals and targets n wmen s representatin and gender balance in relevant institutins, I intend t address rganizatinal barriers affecting the recruitment, retentin and prmtin f wmen civilian persnnel in middle and senir management levels f United

SCR 1325 (2000): OP 4: Further urges the Secretary-General t seek t expand the rle and cntributin f wmen in United Natins field-based peratins, and especially amng military bservers, civilian plice, human rights and humanitarian persnnel. SCR 1820 (2008): OP 3: Requests the Secretary-General, where apprpriate, t encurage dialgue t address this issue in the cntext f brader discussins f cnflict reslutin between apprpriate UN fficials and the parties t the cnflict, taking int accunt, inter alia, the views expressed by wmen f affected lcal cmmunities OP 8: Encurages trp and plice cntributing cuntries, in cnsultatin with the Secretary- General, t cnsider steps they culd take t heighten awareness and the respnsiveness f their persnnel participating in UN peacekeeping peratins t prtect civilians, including wmen and children, and prevent sexual vilence against wmen and girls in cnflict and pst-cnflict situatins, including wherever pssible the deplyment f a higher percentage f wmen peacekeepers r plice. SCR 1888 (2009): OP 15: Encurages Member States t deply greater numbers f female military and plice persnnel t United Natins peacekeeping peratins, and t prvide all military and plice persnnel with adequate training n sexual and gender-based vilence, inter alia, t carry ut their respnsibilities. Where pssible, wmen s prtectin advisers are being identified frm within existing resurces in United Natins peacekeeping and special plitical missins. Where such resurces are limited, Member States are requested t ensure that funds are made available t establish these psts. 2013 (S/2013/525): T take n challenges linked t data gaps and the quality f gender and cnflict analysis, I encurage Member States and the United Natins system t place gender experts with specific technical skills within the substantive sectins f United Natins peace peratins, t deply wmen prtectin advisers t mnitr and reprt n sexual vilence in all relevant situatins and t prvide training t relevant staff n undertaking cnflict analysis frm a gender perspective. (S/2013/525). 2014 (S/2014/181): Ensuring the deplyment f wmen prtectin advisers, in line with the agreed peratinal cncept and terms f reference and the prvisins f Security Cuncil reslutin 2106 (2013), in rder t facilitate the full and timely implementatin f Cuncil reslutins n sexual vilence in cnflict and by ensuring that thse psts are included in the regular budgets f United Natins missins. SCR 1888 (2009): OP 12: Decides t include specific prvisins, as apprpriate, fr the prtectin f wmen and children frm rape and ther sexual vilence in the mandates f United Natins peacekeeping peratins, including, n a case-by-case basis, the identificatin f wmen s prtectin advisers (WPAs) amng gender advisers and human rights prtectin units, and requests the Secretary- General t ensure that the need fr, and the number and rles f WPAs are systematically assessed during the preparatin f each United Natins peacekeeping peratin; Vilatins f wmen's human rights in cnflict The SG has recmmended fr peacekeeping peratins t reflect and address vilatins f wmen s human rights in cnflict, including sexual and gender based vilence. This extends t reprting requirements, frm mandating sex-disaggregated data t be cllected and reprted t the Cuncil t the establishment f mnitring, analysis and reprting arrangements devted t sexual vilence. 2002 (S/2002/1154):

Identify and utilize lcal surces f infrmatin n the impact f armed cnflict, the impact f interventins f peace peratins n wmen and girls and the rles and cntributins f wmen and girls in cnflict situatins, including thrugh the establishment f regular cntacts with wmen s grups and netwrks. 2005 (S/2005/636): Actin plans n mainstreaming gender wuld be develped, inter alia, fr the areas f peacekeeping and plitical affairs. Emphasis wuld be given t mnitring cmpliance with internatinal humanitarian and human rights laws and preventing and reprting n vilatins f wmen s rights. 2008 (S/2008/622): The Security Cuncil, in rder t strengthen its capacity t end sexual vilence, shuld be prepared t dispatch missins t assess situatins when vilence is used r cmmissined as a tactic f war r as a part f a widespread r systematic attack against civilians. 2012 (S/2012/33): T ensure that reginal and subreginal rganizatins address cnflict related sexual vilence in their advcacy, plicies, prgrammes, mediatin activities, peacekeeping and peacebuilding engagements. This may include the appintment f high-level fcal pints r envys within their secretariats; develpment f peratinal guidelines; training fr military and plice persnnel. SCR 1888 (2009): OP 24: Requests that the Secretary-General ensure mre systematic reprting n incidents f trends, emerging patterns f attack, and early warning indicatrs f the use f sexual vilence in armed cnflict in all relevant reprts t the Cuncil. OP 25: Requests the Secretary-General t include, where apprpriate, in his regular reprts n individual peacekeeping peratins, infrmatin n steps taken t implement measures t prtect civilians, particularly wmen and children, against sexual vilence; OP 27: Requests that the Secretary-General cntinue t submit annual reprts t the Cuncil [ ] including [ ] infrmatin regarding parties t armed cnflict that are credibly suspected f cmmitting patterns f rape r ther frms f sexual vilence, in situatins that are n the Cuncil s agenda. SCR 1960 (2010): OP 3: Encurages the Secretary-General t include in his annual reprts submitted pursuant t reslutins 1820 (2008) and 1888 (2009) detailed infrmatin n parties t armed cnflict that are credibly suspected f cmmitting r being respnsible fr acts f rape r ther frms f sexual vilence, and t list in an annex t these annual reprts the parties that are credibly suspected f

OP 6: Requests the Secretary-General t track and mnitr implementatin f these cmmitments by parties t armed cnflict n the Security Cuncil s agenda that engage in patterns f rape and ther sexual vilence, and regularly update the Cuncil in relevant reprts and briefing. OP 7: Reiterates its intentin, when adpting r renewing targeted sanctins in situatins f armed cnflict, t cnsider including, where apprpriate, designatin criteria pertaining t acts f rape and ther frms f sexual vilence; and calls upn all peacekeeping and ther relevant United Natins missins and United Natins entities [ ] t share with relevant United Natins Security Cuncil Sanctins Cmmittees [ ] all pertinent infrmatin abut sexual vilence. OP 8: Requests the Secretary General t establish mnitring, analysis and reprting arrangements n cnflict-related sexual vilence, including rape in situatins f armed cnflict and pst-cnflict and [ ] t engage with United Natins actrs[ ] t enhance data cllectin and analysis f incidents, trends, and patterns f rape and ther frms f sexual vilence t assist the Cuncil s cnsideratin f apprpriate actins, including targeted and graduated measures[ ].
