EXECUTIVE SUMMARY This report provides a snapshot of crime statistics of York Regional Police pertaining to the incidents reported to York Regional Police in 2017. Crime rates are calculated for York Region, Districts and Municipalities using the corresponding population estimates received from the Regional Municipality of York. The 911 Communications Centre received 609,199 calls in 2017 of which 36.3% were emergency 9-1-1 calls and 63.7% were non-emergency calls. Call response time decreased in 2017 for priority 1 (emergency) calls and priority 4 calls but increased for priority 2 calls and priority 3 calls compared to 2016. The response time for priority 1 calls decreased to 7.3 minutes or by 1.4% in 2017 from 7.4 minutes in 2016. 207,346 Citizen Generated Calls for Service were received in 2017 compared to 198,000 calls in 2016, a 4.7% increase over the year. Of these calls, 109,251 (52.7%) were dispatched, 9,076 calls (4.4%) were diverted to the Community Resource Centre & Alternate Response Unit, and 10,183 calls (4.9%) were diverted to online reporting. 36,299 Criminal & Federal violations were reported in 2017, an increase of 1,922 violations or 5.6% from 2016. The crime rate per population increased to 3,008.51 or by 3.9% in 2017 from 2,896.35 in 2016. The rate increased in 2017 for Crimes Against Persons (6.7%), Crimes Against Property (2.5%), Other Criminal Code (10.2%), Weapons violations (12.5%), Public Morals Violations (35.3), Total Criminal violations (4.4%) and Traffic Violations (3.1). The rate decreased for Drug violations (2.9%) and Other Federal violations (3.8%). 7,372 Crimes Against Persons (violent crime) violations were reported in 2017 compared to 6,795 violations in 2016, an increase of 577 violations or 8.5%. The crime rate per population increased to 611.00 in 2017 from 572.50 in 2016 or by 6.7%. The Crimes Against Persons rate increased in 2017 for Attempt Capital Crime (141.5%), Sexual violations (7.2%), Assault (7.2%), Violations Deprivation Freedom (39.2%) and Robbery & Other Violent violations (4.2%). The rate decreased for Violations Causing Death (1.6%) and Commodification of Sexual Activity (2.8%). Robbery violations reported in York Region increased to 357 violations in 2017 from 276 violations in 2016 or by 29.3%. The breakdown of 2017 robberies included Street robberies (63.0%), followed by Retail Robberies (13.7%), Home Invasion (5.3%), Carjacking (3.6%), Financial Robberies (1.4%) and ATM Robberies (0.8%). 2,313 Drug violations were reported in 2017 compared to 2,344 violations in 2016, a decrease of 31 violations or 1.3%. The crime rate per population decreased to 191.70 in 2017 from 197.49 in 2016, or by 2.9%. Of the Drug violations crime categories, the rate increased in 2017 for Trafficking (54.6%) but decreased for Possession (7.3%), Import and Exportation (84.9%) and Production (4.7%). 5,331 Intimate Domestic Related occurrences (criminal and non-criminal) were reported in 2017 compared to 5,191 occurrences in 2016, an increase of 140 occurrences or 2.7% over a year. 1

EXECUTIVE SUMMARY (CONT D ) Reported Hate Crime occurrences in York Region increased to 137 incidents or by 59.3% in 2017 from 86 incidents in 2016. The principle motivation factors for reported hate crime were religion (48.9%), race/ethnicity (39.4%) and sexual orientation (10.9%). When religion was the principle motivation factor, the Jewish (68.7%) and Muslim (26.9%) communities were the most frequent victims. When race/ethnicity was the principle motivation factor, the Black (27.8%), South Asian (16.7%), Arab/West Asian (9.3%), East & Southeast Asian (5.6%) and White (5.6) communities were the most frequent victims. 21,755 Crimes Against Property (property crime) violations were reported in 2017 compared to 20,875 violations in 2016, an increase of 880 violations or 4.2%. The crime rate per population increased to 1,803.09 in 2017 from 1,758.77 in 2016 or by 2.5%. Of the Crimes Against Property categories, the rate increased in 2017 for Break and Enter (8.2%), Theft Over $5,000 (2.1%), Theft Under $5,000 (6.1%) and Mischief (9.7%). The rate decreased for Arson (1.6%), Have Stolen Goods (7.2%) and Fraud (6.9%). The number of Stolen Vehicles in the York Region decreased to 795 in 2017 or by 0.5% from 799 in 2016 and the rate per population is decreased by 5.5%. Honda (59), Toyota (40) and Mercedes (16) were the top three stolen automobiles and Ford (59), Toyota (41) and GMC (32) were the top three stolen trucks. 4,591 Other Criminal Code (including Weapons and Public Morals) violations were reported in 2017 compared to 4,089 violations in 2016, an increase of 502 or 12.3% over the year. The rate per population increased to 380.51 in 2017 from 344.51 in 2016, an increase of 10.4%. 4,514 Criminal Traffic violations were reported in 2017, an increase of 208 violations or 4.8% from 2016 and the rate per population increased by 3.1%. Of the Traffic violations categories, the rate decreased for Impaired Operation (2.6%), Dangerous Operation (9.0%) and Street Racing (100.0%), but increased for Fail to Remain (8.3%) and Drive While Prohibited (2.9%). 14,529 Motor Vehicle Collision reports were processed in 2017, an increase of 437 reports or 3.1% from 2016. The rate per population increased by 1.4%. There were 18 Fatal Collisions in 2017 where 20 persons were killed including 6 drivers, 5 passengers, 8 pedestrians and 1 cyclist. Of the Provincial Traffic violations, the rate per population increased for Speeding (to 3,682.50 from 3,438.01 or 7.1%), Disobeying Stop Sign (to 1,160.34 from 1,115.00 or 4.1%), Seatbelt Related violations (to 125.40 from 116.52 or 7.6%) and Careless Driving (to 504.17 from 470.30 or 7.2%). The rate decreased for Red Light infractions (to 184.49 from 191.25 or 3.5%) Driving Under Suspension (to 170.16 from 177.86 or 4.3%) and Fail to Remain (to 9.70 from 10.28 or 5.7%). The Youth Crime rate per 1,000 population decreased in 2017 to 21.60 or by 7.0% from 23.23 in 2016. However, the number of young persons involved in property crimes increased to 1,007 in 2017 from 969 in 2016 or 3.9%. 2

EXECUTIVE SUMMARY (CONT D ) The Clearance Rate for Total Criminal and Federal violations (excluding Traffic) decreased to 58.0% in 2017 from 58.7% in 2016. The clearance rate varies by crime types. The clearance rate increased only for Drug violations (to 99.4% from 94.3%) but decreased for Crimes Against Persons (to 74.6% from 76.6%), Crimes Against Property (to 41.5% from 42.6%), Other Criminal Code (to 87.4% from 88.7%), Weapons violations (to 78.7% from 83.9%), Public Morals Violations (to 36.4% from 75.0%), Total Criminal Violations (to 54.9% from 55.8%), Other Federal Violations (to 98.5% from 98.9%) and Traffic violations (to 42.0% from 45.9%). Non-Criminal Statistics 1,884 Mentally Ill Persons reports were submitted in 2017, an increase of 189 reports or 11.2% from 2016. In the last five years, Mentally Ill Persons reports increased 44.8%. The number of Mentally Ill Apprehensions increased to 2,329 in 2017 compared to 1,983 in 2016, an increase of 346 reports or 17.4%. In the last five years, Mentally Ill Apprehensions increased 29.3%. 330 Suicide Attempts reports were submitted in 2017, an increase of 29 reports or 9.6% from 2016. In the last five years, Suicide Attempts increased 82.3%. 760 Non-Criminal Deaths reports were submitted in 2017, an increase of 78 reports or 11.4% from 2016. In the last five years, Non-Criminal Deaths increased 24.2%. Non-criminal deaths include natural deaths and non-natural deaths such as suicidal deaths, non-traffic accidental deaths and deathsundetermined 1. The number of non-natural deaths increased to 132 in 2017 from 92 in 2016. In percentage terms, the proportion of non-natural deaths increased to 17.4% in 2017 from 13.5% in 2016. 580 Missing Adults reports were received in 2017, an increase of 7 reports or 1.2% from 2016. In the last five years, Missing Adult reports increased 10.1%. 344 Missing Young Persons reports were received in 2017, a decrease of 37 reports or 9.7% from 2016. In the last five years, Missing Youth reports decreased 15.3%. Miscellaneous Statistics Police Clearance letters processed by the Information Management Bureau decreased to 29,958 letters or by 2.9% in 2017 from 30,844 letters in 2016. Volunteer screenings increased to 44,795 in 2017 or by 5.7% from 42,390 in 2016. The number of Warrants processed increased to 1,513 in 2017 or by 16.9% from 1,294 in 2016 and the number of MVC/Incident Summary Reports decreased to 3,029 in 2017 or by 17.4% from 3,665 a reports in 2016. The number of Freedom of Information requests received by the Legal Services Bureau decreased to 3,241 in 2017 or by 2.1% from 3,312 requests in 2016. However, the volume of formal requests increased to 1,550 in 2017 from 1,450 in 2016 or by 6.9% while the volume of informal requests decreased to 1,691 in 2017 from 1,862 in 2016 or by 9.2%. 1 Death-undetermined as a non-criminal death category was incorporated in RMS in 2017. a The 2016 count for MVC/Incident Summary Reports was revised by Information Management Bureau. 3

EXECUTIVE SUMMARY (CONT D ) The volume of Alarm Calls received in York Region increased to 11,273 calls in 2017 or by 3.6% from 10,883 in 2016. The volume of false alarm calls increased by 4.2% to 9,352 calls in 2017 from 8,972 calls in 2016. The proportion of false alarm calls increased to 83.0% in 2017 from 82.4% in 2016. The number of tips received by Crime Stoppers decreased to 3,754 or by 4.1% in 2017 from 3,913 tips in 2016. As a result of the tips, the number of arrests made increased to 105 or by 36.4% in 2017 from 77 arrests in 2016. The value of property recovered increased by 172.8% and drugs seized increased by 1540.1% in 2017. However, the number of weapons seized decreased to 11 or by 21.4% in 2017 from 14 weapons in 2016. The Victim Services of York Region program served 8,930 clients in 2017 compared to 8,192 clients in 2016, an increase of 9.0%. The breakdown of 2017 clients included 55.8% women, 13.6% men and 30.6% children (0-17 years). The program received 15,316 telephone crisis calls/office visits in 2017 compared to 11,106 calls/visits in 2016, an increase of 37.9%. 4

INTRODUCTION This report documents aggregate level crime statistics pertaining to the incidents reported to York Regional Police between January 01 and December 31, 2017. The report is structured into three sections: statistics for York Region, statistics for the Districts and statistics for the Municipalities. Results of the current reporting year (2017) are compared with the previous year (2016) for all the data tables prepared for the York Region, Districts and Municipalities. Trends in the last five years (2013-2017) are provided for key indicators of regional data. A glossary of terms, types of violations and changes in Uniform Crime Reporting (UCR) methodology are included in the appendices. METHODOLOGY The Canadian Centre for Justice Statistics (CCJS) of Statistics Canada, in conjunction with police jurisdictions across Canada, collects Criminal Code violations data through the incident based Uniform Crime Reporting (UCR2) survey methodology. York Regional Police implements UCR2 methodology and captures data in the process of receiving incident reports, providing investigative services and resolving the incidents, where possible. UCR2 methodology classifies incidents according to the four most serious violations in the incident (generally the violations that carry the longest maximum sentences under the Criminal Code). Violent incidents are classified differently from other types of crime. For violent crime, a separate incident is recorded for each victim. In categorizing incidents, violent violations always take precedence over non-violent violations. York Regional Police publishes crime statistics based on the number of reported violations using the UCR2 methodology. For the purposes of this report, all violations within an incident are included and robbery violations are counted per incident. The Regional Municipality of York Long Range Planning Department has provided estimated 2017 population figures of York Region, Districts and Municipalities. The estimates are based on the Census 2011 counts 2 and Canada Mortgage and Housing Corporation (CMHC) housing completion data. Crime rates are calculated based on the year-end population estimates received from the Regional Municipality of York. The report also includes statistics for the Alarm Program, Crime Stoppers, Legal Services, Victim Services of York Region and other services (police clearance letters, volunteer screening, MVC/Incident summary reports, warrants processed etc.) provided by the Information Management Bureau. Crime rates incorporated in this report were estimated for all categories irrespective of the size of the denominator. Generally, rates and ratios are not reliable if it is based on a small number (less than 30). Readers are requested to consider the fact of small number while using crime rate data presented in this report. 2 The Regional Municipality of York adjusts population estimates when Statistics Canada releases census undercount. The Census 2016 undercount has not yet released by Statistics Canada. 5

For a reported incident, York Regional Police provides investigative resources towards resolving an incident. For some crime types, the process may take years and new investigative information is updated in the records management system. All data in this report is based on reported crime and represents a snapshot at the time of extraction from the records management system at year-end. Unless otherwise noted, any updates or revisions to data for the years prior to 2017 are not reflected in this report. MAKING COMPARISONS Unless otherwise noted, all crime statistics in this report are compiled using the all violations methodology. These statistics should not be compared with those provided by the Canadian Centre for Justice Statistics (CCJS), a division of Statistics Canada. The CCJS published data measures only for the most serious offence related to an incident. In addition, the CCJS includes the number of offences reported by the Toronto North Detachment of the Royal Canadian Mounted Police with York Regional Police s crime statistics. The CCJS data should be used for comparisons between policing jurisdictions as all data is compiled using the same reporting methodology. 6
