CANVASSING SCHOOL BOARD ELECTION AND REORGANIZATION MEETING SCHOOL DISTRICT #175 MAY 1, 2017 The Canvassing School Board Election Meeting of the Board of Education was called to order by the president, Mr. Chuck Evans, at 7:00 P.M. at the Emge School. The board secretary, Mrs. Shannon Perschbacher, was directed to call the roll which was as follows: Dr. Nate Anderson Present Mr. Rob Phillips Present Mr. Charles T. Evans Present Mr. Todd Rick Absent Mr. Tom Johnson Present Mrs. Lisa Zamfir Absent Mrs. Shannon Perschbacher Present Public and Employee Comments: None Pledge of Allegiance was led by Mrs. Perschbacher. Dr. Anderson moved and Mr. Johnson seconded the motion to approve the agenda. Dr. Nate Anderson Yes Mr. Rob Phillips Yes Mr. Chuck Evans Yes Mr. Todd Rick Absent Mr. Tom Johnson Yes Mrs. Lisa Zamfir Absent Mrs. Shannon Perschbacher Yes Canvass of Votes By law, the county clerk must canvass the votes within 21 days of the April 4, 2017 election. The canvass of election results furnishes an official means of combining election returns from the various precincts. Mrs. Perschbacher, board secretary, read the following precinct vote totals indicating the total number of votes received by each candidate in the election as follows: Mrs. Zamfir entered the meeting at 7:02. Dr. Nathaniel Anderson 943 Mr. Stephen Calhoun 1,075 Mr. Erick Sanders 979 President, Mr. Chuck Evans: The chair will entertain a motion to proclaim these individuals elected as members of the Harmony-Emge District #175 Board of Education for the four year terms: Dr. Nathaniel Anderson, Mr. Stephen Calhoun and Mr. Eric Sanders. 1
Mr. Phillips moved and Mrs. Zamfir seconded that the election results be accepted as presented and proclaimed Dr. Nathaniel Anderson, Mr. Stephen Calhoun and Mr. Eric Sanders as newly elected members for Harmony-Emge School District #175 Board of Education. Dr. Nate Anderson Abstain Mr. Rob Phillips Yes Mr. Chuck Evans Yes Mr. Todd Rick Absent Mr. Tom Johnson Yes Mrs. Lisa Zamfir Yes Mrs. Shannon Perschbacher Yes Oath of Office Mr. Chuck Evans administered the Oath of Office to newly elected board members, Nathaniel Anderson, Mr. Stephen Calhoun and Mr. Eric Sanders. Dr. Pam Leonard acted as President Pro Tem at this time since the old board is now retired and there is no president elected at this time. Roll Call of New Board Dr. Leonard directed Mrs. Sauerwein, District Secretary to call roll which was as follows: Dr. Anderson Present Mr. Phillips Present Mr. Evans Present Mr. Rick Absent Mr. Calhoun Present Mr. Sanders Present The old board is now retired. Since there is no president elected at this time, the Superintendent, Dr. Pam Leonard acts as President Pro Tem. Recognition of Retiring Board Member Dr. Leonard thanked the retired board and presented Mr. Johnson with a gift from the Harmony- Emge School District #175. Mr. Evans moved and Mr. Phillips seconded the motion to adjourn the meeting sine die at 7:06 P.M. 2

The meeting of the new Board of Education was called to order by the superintendent, Dr. Pam Leonard, at 7:06 P. M. Mrs. Sauerwein was directed to call the roll which was as follows: Dr. Anderson Present Mr. Phillips Present Mr. Evans Present Mr. Rick Absent Mr. Calhoun Present Mr. Sanders Present Election of Officers Dr. Leonard called for nominations for the office of board president to serve a two year term Nominations were called three times. Dr. Anderson nominated Mr. Evans. Mr. Calhoun nominated Mr. Sanders. Vote was taken to determine who the nominee for president would be with the results being (4) votes for Mr. Evans, (1) vote for Mr. Sanders and (1) Absent. M. Appointments/Miscellaneous Appointments Dr. Anderson moved and Mr. Phillips seconded the motion that Mr. Calhoun be appointed as District #175 Board Secretary. Dr. Anderson moved and Mr. Sanders seconded the motion that Mr. Phillips be appointed as District #175 Board Treasurer. Mr. Sanders moved and Mr. Phillips seconded the motion to appoint the following Board members and/or employees to the following posts: Complaint Manager for Grievances/Sexual harassment Dr. Leonard/Mr. Deets Title IX Officer Emge Principal: Mr. Dave Deets BASSC Governing Board Rob Phillips Homeless Liaison Dr. Leonard Free/Reduced Lunch Hearing Officer Dr. Leonard Board Hearing Officer District Attorney, Mr. Barney Mundorf Administrative Liaison Board President: Mr. Evans Mr. Anderson will be the backup for the BASSC Governing Board. Recognition of Board Vacancy Harmony-Emge School District #175 had four (4) full four year terms seats available at the April 4, 2017 School Board Election. We continue to have one (1) full four year term vacancy available. The Regional office of Education will be notified of the vacancies and the Board of Education will make appointments to fill the vacancies. 4
Authorization to Sign District Checks Dr. Anderson moved and Mr. Sanders seconded the motion to authorize the school treasurer, Mr. Rob Phillips, the superintendent, Dr. Pam Leonard, and the district s business manager, Mr. Dennis O Neill to sign district checks. Authorization to Prepare and Sign State and Federal Forms Mr. Phillips moved and Dr. Anderson seconded the motion to authorize the superintendent, Dr. Pam Leonard, to prepare and sign state and federal forms and any other forms requiring her signature. Set Time, Date and Place of Regular Board of Education Meetings Mr. Sanders moved and Dr. Anderson seconded the motion that the Harmony-Emge School District #175 Board of Education meetings should be held the last Monday of each month at 7:00 P.M. in the Emge School Conference Room. Closed Session: NONE Wednesday, May 10 th will be a special board meeting to interview candidates for the open board position. The Board discussed the matter of seating the appointed candidate at the May 10 th or the Regular Board Meeting on May 22 nd. The Board decided to seat the appointed member at the Regular Board Meeting on May 22 nd. Mr. Evans informed the new board of the Retirement and Recognition Dinner on Tuesday, May 02, 2017 at 6:00 P.M. 5
