DISCLOSURES OF INTEREST Nil. MINUTES Campbell: THAT: The minutes of the meeting held on November 8th, 2010 be confirmed. DEPUTATIONS Police Services Report Constable J. Geddes, St. Thomas Police Services was in attendance and presented the Police Services Report for the month of October 2010. Alderman Chapman reminded the community about the overnight parking ban that was in place for the winter months. Mayor Barwick thanked Constable Geddes for his deputation. Central Community Health Centre Ms. Judith Wiley, Executive Director, Central Community Health Centre was in attendance and presented an overview of the role of the new Community Health Centre in the community. Further, she stated that there had been 400 registered clients in the first four weeks of operation at the health centre.

The 44th meeting of the 130th Council - 5 Municipal Taxpayer Advocacy Group - Hydro Rates - Resolution An email was received from Ade Olumide, Municipal Taxpayer Advocacy Group requesting support for a resolution regarding Hydro rates. Municipal Property Assessment Corporation - 2010 Notice Mailing A letter was received from Dan Mathieson, Chair, MPAC Board of Directors regarding Property Assessment Notices to be mailed to property taxpayers in November 2010. Ministry of Municipal Affairs and Housing - Rental Unit Electricity Metering A letter was received from Rick Bartolucci, Minister, Ministry of Municipal Affairs and Housing regarding electricity metering in residential rental units. Ministry of Tourism and Culture - Standards and Guidelines for Consultant Archaeologists A letter was received from Chris Schiller, Manager, Culture Services Unit, Ministry of Tourism and Culture regarding the implementation of new standards and guidelines for consulting archaeologists. Ontario Association of Fire Chiefs - Labour Relations Seminar A letter was received from Tim Beckett, President, Ontario Association of Fire Chiefs regarding the Hicks Morley Labour Relations Seminar and the Pre-Seminar Media Relations Workshop being held in Toronto from January 18th to 20th, 2011. Association of Municipalities of Ontario - 2010 Ontario West Municipal Conference December 8th - 9th, 2010 Correspondence was received from the Association of Municipalities of Ontario regarding the 2010 Ontario West Municipal Conference to be held from December 8th to 9th, 2010 in London. Guinness World Book of Records - The Cocomotive The City Clerk advised the members that the City had been recognized in the 2011 edition of the Guinness World Book of Records for the largest cup of hot chocolate that had been developed for the 2010 Olympic Torch Relay. NEW Alderman Aarts - Address to Council Alderman Aarts expressed his appreciation for the efforts of both Council and staff during his seven years in office and he thanked everyone in the City for their support. Alderman Warden expressed appreciation to Alderman Aarts and wished him full enjoyment during the years ahead. Mayor Barwick - Final Council Address Mayor Barwick recapped his 23 years of service as an elected of?cial in the City and that he had enjoyed the professional help and courtesies shown by staff throughout his service. Further, he commented on the commitment required to hold public office and the role of head of Council and his respect for that office. Mayor Barwick thanked his colleagues on Council and he complimented them for their conduct within Council Chambers. Alderman Chapman thanked Mayor Barwick for his years of service and she wished him all the best in the days ahead.
The 44th meeting of the 130th Council - 6 Alderman Warden stated that the Mayor would be leaving office with dignity and that while politicians come and go, friends remain friends forever. Alderman Campbell commended both Alderman Aarts and Mayor Barwick for their achievements in public life and stated that while there were times when there were differences in opinions, each individual worked hard for that they believed was right for the citizens of St. Thomas. Alderman Warden was appointed Chairman of Council in Committee of the Whole and conducted the second reading of the by-laws. On motion duly moved and seconded, the Chairman was ordered to report on the passing of the by-laws. The Chairman reported as ordered and the Mayor resumed the Chair.
